A Regional Computable General Equilibrium Model of Wales for Tax Policy Analysis By Long Zhou A Thesis Submitted in Fulfilment of the Requirements for the Degree of Doctor of Philosophy of Cardiff University Economics Section of Cardiff Business School, Cardiff University May 2019 ABSTRACT Under the background of ongoing regional tax devolution in Wales, the development of new regional economic models has been needed to understand tax policy variations. This thesis develops a Computable General Equilibrium model of Wales for tax policy analysis. This model is a static, multi-sector and single-regional model. A Social Accounting Matrix is also developed as the benchmark database for the model. It features 21 sectors, 1 representative household, 2 external agents, 7 types of taxes and 3 production factors, and is balanced with various methods. Unknown model parameters are calibrated by the data information contained in the SAM. The model can be solved to replicate the benchmark SAM and the simulation is conducted regarding three taxes: Stamp Duty Land Tax, Corporation Tax and Income Tax; and three time frames: short, medium and long run. The time frames are defined according to different degrees of factor mobility. The whole simulation is also run with sensitivity analysis that three elasticity values regarding substitution between production factors are examined: 0.5, 1 and 1.5. For all the taxes, the simulation results generally give negative effects in the short run, and only in the medium to long run there appears expected reasonable results. The results of SDLT variation effects generally suggest that narrowing the gap between residential and non-residential SDLT rates has slightly more impact than simply cut of both rates. -

It describes: • what access pricing is and why it matters; • some of the key issues we will need to consider around access pricing; • which costs could be considered in setting access prices; and • the lessons that we can learn from other sectors. The UK Government’s Water Bill, published in June 2013, will extend the role of competition in the sector in England. This will mean new companies will have access to the systems and services provided by monopoly water and sewerage and water only companies. The Water Bill also requires us to prepare rules that monopoly companies will need to follow in setting the prices they will charge for providing access. Contents 1. Reforming the Green Book to achieve better outcomes from infrastructure investment: ICE discussion paper Executive summary If infrastructure is to play a key role in ‘levelling up’ the UK and creating better outcomes for society and the environment, it stands to reason that the appraisal and evaluation processes used to assess projects and programmes should be positioned to enable this to happen. The UK, through HM Treasury’s Green Book, is widely viewed as having among the most mature frameworks for assessing, appraising and prioritising infrastructure investment.1 However, concerns over unequal investment levels throughout the country have resulted in the government conducting a review of the Green Book, potentially leading to a re- evaluation of the methodology and guidance that determines what gets built where, who benefits and how they benefit. With £600 billion earmarked for spend on infrastructure by the end of the decade,2 the infrastructure sector is well placed to leverage investment to create additional social and environmental value and help rebuild local economies affected by Covid-19. As outlined in ICE’s report Covid-19 and the New Normal for Infrastructure Systems, society will expect to get more from infrastructure to support societal resilience and ensure the whole-life benefits of infrastructure investment are spread as widely as possible.3 This shift will drive a requirement for infrastructure to be recognised as a system, rather than as a collection of projects. The same report found strong support for the economic recovery from Covid-19 being a green one and for projects, programmes and investments across the infrastructure sector to be evaluated and prioritised on this basis. -

It also provides an update on specific areas of interest to the Committee. 2.0 Strategic Context / Covid Impacts Aligned to Prosperity for All and the Well Being and Future Generations Act, the Economic Action Plan is the guiding policy and strategy document for all of Welsh Government’s activities. The 2021-22 plan builds on the considerable progress in implementing and embedding key elements of the plan, involving engagement with a range of stakeholders, particularly the business community and social partners. The pathway to Welsh economic recovery from the COVID-19 pandemic builds on the foundations of Prosperity for All: The Economic Action Plan. This shaped an economic development programme which invests in people and businesses - driving prosperity and reducing inequality across all of Wales. The mission builds on the early progress we have made in raising the profile and challenges in the Foundational Economy, recognising there is more to be done to spread and scale the approach. Other key initiatives, including Prosperity for All: A Low Carbon Wales, Cymraeg 2050, the Employability Delivery Plan and our Fair Work agenda, run through all interventions. The Well-being of Future Generations Act and its wider framework continue to provide a uniquely Welsh way of tackling the long-term challenges that our people and our planet face. -
