    April 2021 #105 ________________________________________________________________________________________ _______ Pre-Upfront Thoughts on Broadcast TV, Promotions, Nielsen, and AVOD By Steve Sternberg Last year’s upfront season was different from any I’ve been involved in during my 40 years in the business. Because of the COVID-19 pandemic, there were no live network presentations to the industry, and for the first time since I’ve been evaluating television programming, I did not watch any of the fall pilots before the shows aired. Many new and returning series experienced production delays, resulting in staggered premieres, shortened seasons, and unexpected cancellations. The big San Diego and New York comic-cons were canceled. There was virtually no pre-season buzz for new broadcast or cable series. Stuck at home with fewer new episodes of scripted series than ever to watch on ad-supported TV, people turned to streaming services in large numbers. Netflix, which had plenty of shows in the pipeline, surged in terms of both viewers and new subscribers. Disney+, boosted by season 2 of The Mandalorian and new Marvel series, WandaVision and Falcon and the Winter Soldier, was able to experience tremendous growth.     SKY’S RESPONSE TO OFCOM’S STRATEGIC REVIEW OF SATELLITE AND SPACE SCIENCE USE OF SPECTRUM: CALL FOR INPUT 1.1 Sky welcomes the opportunity to comment on Ofcom’s call for input on its strategic review of satellite and space science use of spectrum (“the call for input”). 1.2 Sky is a heavy spectrum user, with activities ranging across many frequency bands. We use spectrum to deliver our services (via satellite, DTT, Wi-Fi and mobile), to create our content (using wireless microphones and cameras and programme links) and to connect our customers (through in-home and public Wi-Fi). 1.3 Our varied use of spectrum makes us well placed to appreciate the tensions between competing applications which make use of scarce spectrum, and the challenges that policymakers may face when considering spectrum allocation in the medium- to long-term. 1.4 Sky strongly supports moves that ensures more efficient use of spectrum, through (for example) the use of newer more advanced and efficient technologies, the application of market forces wherever practical and innovative approaches to allocation and access such as spectrum sharing. This approach is consistent with Ofcom’s general duties as set out in statute, including securing the optimal use of the spectrum and encouraging investment and innovation. 1.5 Sections 2 and 3 of this response provide brief and high level comments on the call for input. In section 4, we provide specific answers to questions that are relevant to Sky. 2.     SUBMISSION BY CHANNEL 5 BROADCASTING LTD TO OFCOM CALL FOR INPUTS ON MANAGING THE EFFECTS OF 700 MHz CLEARANCE Channel 5 welcomes the opportunity to respond to this call for inputs. As we are not a multiplex operator we do not have access to technical data that would enable us to answer all of Ofcom’s questions. But we do have strong views on the importance of the DTT platform and how the clearance programme should be managed. We are confident the 700 MHz clearance programme can be sensibly managed, especially in light of the experience gained during digital switchover (DSO) and the 800 MHz clearance programme. In planning the clearance programme, the greatest priority should be maintenance of confidence in the platform for the tens of millions of viewers who depend on it for viewing on both primary and secondary television sets. The DTT platform is of critical importance for public service broadcasting. For example, Channel 5 has eight channels1 broadcasting on DTT; it is the platform on which our channels are watched most and which is of greatest commercial benefit to us. We believe it is important for there to be a coherent and well resourced support and communications plan. Digital UK has proved itself an effective platform management body, as well as having past experience of DSO and 800 MHz clearance, so we would expect it to have the lead role in managing the programme. The programme itself needs to be properly resourced by government; the clearance programme is taking place to facilitate long-term economic benefits that will accrue to the mobile operators and the wider economy, not to DTT viewers, so the costs of it should be met from the public purse.
