Absent - Aldermen Laurino, O'Connor. Call To Order. On Wednesday, April 12, 1995 at 10:00 A.M., The Honorable Richard M. Daley, Mayor, called the City Council to order. The clerk called the roll of members and it was found that there were present at that time: Aldermen Mazola, Haithcock, Steele, Beavers, Dixon, Buchanan, Huels, Fary, Olivo, Burke, Jones, Coleman, Streeter, Rugai, Munoz, Laski, Miller, Medrano, E. Smith, Burrell, Bialczak, Suarez, Austin, Wojcik, Banks, Allen, Doherty, Natarus, Bernardini, Hansen, Levar, Shiller, Schulter, Moore, Stone -35. Quorum present. Invocation. Father William Hastings of Saint Gabriel Catholic Church opened the meeting with prayer. 66818 JOURNAL-CHY COUNCIL-CHICAGO 4/12/95 Rules Suspended-TIME FIXED FOR NEXT SUCCEEDING REGULAR MEETING. Alderman Burke moved to Suspend the Rules Temporarily to go out of the regular order of business for the immediate consideration of and action upon a proposed ordinance. The motion Prevailed. The following is said proposed ordinance: Be It Ordained by the City Council of the City of Chicago: SECTION 1. That the next succeeding regular meeting of the City Council of the City of Chicago to be held after the meeting held on Wednesday, the twelfth (12th) day of April, 1995, at 10:00 A.M., be and the same is hereby fixed to be held on Saturday, the fifteenth (15th) day of April, 1995, at 10:30 A.M., in the Council Chambers in City Hall. SECTION 2. This ordinance shall be in full force and effect from and after its passage. On motion of Alderman Burke, the foregoing proposed ordinance was Passed by a viva voce vote with Aldermen Natarus, Shiller and Stone dissenting. Alderman Burke then requested that the record reflect that the said passed ordinance was transmitted to the Mayor, who affixed his signature to said document at 10:10 A.M.. REGULAR ORDER OF BUSINESS RESUMED. REPORTS AND COMMUNICATIONS FROM CITY OFFICERS. Rules Suspended - TRIBUTE TO LATE POLICE OFFICER DANIEL J. DOFFYN. The Honorable Richard M. Daley, Mayor, presented the following communication: 4/12/95 COMMUNICATIONS, ETC. 66819 OFFICE OF THE MAYOR CHY OF CHICAGO April 12,1995. To the Honorable, The City Council of the City of Chicago: LADIES AND GENTLEMEN -1 transmit herewith a resolution honoring the life and memory of Police Officer Daniel J. Doffyn, who was slain in the line of duty. Your favorable consideration of this resolution will be appreciated. Very truly yours, (Signed) RICHARD M. DALEY, Mayor. Alderman Burke moved to Suspend the Rules Temporarily for the immediate consideration of and action upon the said proposed resolution. The motion Prevailed. The following is said proposed resolution: WHEREAS, Chicago Police Officer Daniel J. Doffyn was slain in the line of duty on March 8,1995, at the age of forty; and WHEREAS, Officer Doffyn received his fatal injury while responding to a radio call on a burglary across from the Austin District police station; Officer Doffyn and other police officers bravely chased down and caught up with three fleeing gang members found hiding out in an apartment at 740 North Lorel Avenue when one of them opened fire with an assault weapon, fatally shooting Officer Doffyn; and WHEREAS, The heroic action of Officer Doffyn led to the apprehension of the three gang members, who less than half an hour earlier had been involved in another shooting, and to the confiscation of the four weapons used in the shootout and cocaine and heroin stashed in the apartment; and 66820 JOURNAL-CHY COUNCIL-CHICAGO 4/12/95 WHEREAS, Officer Doffyn's speed and courage in answering the burglary call were acknowledged by all, including Austin District Commander LeRoy O'Shield, who stated, "He exemplified the very finest the Police Department has to offer. He was not assigned this job but responded to it"; and WHEREAS, It was Officer Doffyn's longtime dream to become a Chicago Police Officer; he graduated from the Police Academy July 5, 1994 and although tragedy ended his service on the force after only eight months, he was known as an excellent, dedicated and enthusiastic officer who loved his chosen profession; and WHEREAS, Daniel Doffyn was a devoted loving father to his eight year old daughter Brittany, with whom he lived in their northwest side home, and the beloved only son of his parents. Lea and Roger, who lived upstairs; and WHEREAS, Daniel Doffyn was a good family man, neighbor and friend who relished life and was often out bicycle riding and rollerskating with his daughter in their neighborhood; and WHEREAS, Daniel Doffyn's bravery and dedication to serving the people ofChicago earned him the respect and admiration of all who knew him; his exemplary service was honored at his funeral by the attendance of over 2,000 police officers and numerous dignitaries and by presentation of the flag ofthe City ofChicago to his parents; now, therefore. Be It Resolved, That we, the Mayor and the members ofthe City Council of the City of Chicago, assembled this twelfth day of April, 1995 do hereby celebrate the life and memory of Officer Daniel J. Doffyn, and express our deep appreciation for his fearless service to the people of this City; and Be It Further Resolved, That copies of this resolution be presented to Daniel Doffyn's family as a symbol our abiding sjmipathy and good wishes. On motion of Alderman Mell, seconded by Alderman Beavers and Alderman Burke, the foregoing proposed resolution was Adopted by a rising vote. At this point in the proceedings. The Honorable Richard M. Daley, Mayor, rose to proclaim Chicago Police Officer Daniel J. Doffyn a true hero. Reflecting upon the often questionable societal criteria for recognition of heroes. Mayor Daley observed that Officer Doffyn made the ultimate sacrifice on behalf of his fellow citizens. The Mayor then reiterated and expanded upon the observation of several aldermen that all Chicagoans would benefit by lifting the veil of anonjmiity under which our officers serve, declaring that Chicagoans must not only offer our police officers recognition, but also their full support. Mayor Daley then expressed his personal sjmipathy and extended his condolences to the family of Officer Daniel J. Doffyn, 4/12/95 COMMUNICATIONS, ETC. 66821 Rules Suspended-CONGRATULATIONS EXTENDED TO DR. JAMES J. STUKEL ON HIS SELECTION AS PRESIDENT OF UNIVERSITY OF ILLINOIS. The Honorable Richard M, Daley, Mayor, presented the following communication: OFFICE OF THE MAYOR CHY OF CHICAGO April 12,1995. To the Honorable, The City Council of the City of Chicago: LADIES AND GENTLEMEN - I transmit herewith a resolution congratulating James Stukel on his selection as president of the University oflllinois. The following is said proposed resolution: WHEREAS, The University of Illinois is one of the foremost educational institutions in the United States, offering undergraduate, graduate and professional programs at its campuses at Urbana-Champaign and at Chicago; and 66822 JOURNAL-CHY COUNCIL-CHICAGO 4/12/95 WHEREAS, On March 2, 1995, the trustees of the University of Illinois announced the selection of James J. Stukel as president of the university; and WHEREAS, Since 1990, Dr. Stukel has been acting chancellor and chancellor ofthe University oflllinois at Chicago; and WHEREAS, During his tenure as chancellor at the University of Illinois at Chicago, Dr. Stukel sought broader recognition of the university's academic achievements and qualities; and WHEREAS, As chancellor. Dr. Stukel also developed stronger ties between the university and the community by initiating the Great Cities Program to address urban issues, by overseeing the establishment of a new College of Urban Planning and Public Affairs, by the university's co- founding and participating in the Chicago Manufacturing Center to assist local small and medium businesses, and through the Center for Urban Business; and WHEREAS, Dr. Stukel's achievements as chancellor of the University of Illinois at Chicago are a strong endorsement of his selection as president of the University of Illinois, and by his promotion Chicago has not lost, but Chicago and the entire State oflllinois have gained; now, therefore. Be It Resolved, That we, the Mayor and members of the City Council of the City of Chicago assembled this twelfth day of April, 1995, do hereby congratulate Dr. James J. Stukel on his selection as president of the University oflllinois; and Be It Further Resolved, That a suitable copy of this resolution be presented to Dr, Stukel as a token of our esteem. On motion of Alderman Burke, seconded by Aldermen Mazola, Tillman, Medrano, Mell, Natarus and Hansen, the foregoing proposed resolution was Adopted by a viva voce vote. At this point in the proceedings. The Honorable Richard M. Daley, Mayor, rose to offer his personal congratulations to the newly appointed president of the University oflllinois.
