Trois chiffres clés en témoignent : la contribution à près de 19% au PIB national, l’emploi de plus 4 millions de ruraux et la proportion de 80% des 14 millions de ruraux qui dépend entièrement de ce secteur. Aussi, il est unanimement admis que la sécurité alimentaire pour plus de 30 Millions d’habitants est tributaire du développement de l'agriculture. Dans le but de renforcer le processus de développement de l’agriculture, le Ministère de l’Agriculture et de la Pêche Maritime (MAPM) a lancé en 2008, le Plan Maroc Vert (PMV), une nouvelle stratégie, pour dynamiser ce secteur et stimuler la croissance économique nationale. Ce plan a été construit en deux piliers : le pilier I destiné à l’agriculture moderne (filières à haute valeur ajoutée et filières à haut niveau de productivité), et le pilier II, dit d’agriculture solidaire, qui vise l’amélioration des revenus des agriculteurs dans les agro-systèmes à fortes contraintes climatiques et physiques. La stratégie PMV a considéré l’importance de la politique environnementale de sauvegarde pour garantir la durabilité de l’agriculture marocaine. L’Agence pour le Développement Agricole (ADA), maître d’œuvre du PMV, a à cœur de prendre en compte la dimension environnementale et c’est dans cette optique qu’est réalisée l’Evaluation environnementale stratégique du Plan Maroc Vert (EES – PMV). Cette étude, qui a été confiée au bureau PHENIXA, aux termes de l’Appel d’offre N°10/2011/ADA, est réalisée en deux missions : - Etape de cadrage - EES stricto sensu Le présent rapport est l’objet de l’EES. Dissertation Advisor: Osama Abi-Mershed, Ph.D. ABSTRACT Over the last several decades, a growing number of historians have conceptualized the Atlantic world as an explanatory analytical framework, useful for studying processes of interaction and exchange. Stretching temporally from the 15th into the 19th century, the Atlantic world framework encompasses more than simply the history of four continents that happen to be geographically situated around what we now recognize as the Atlantic basin. It offers instead a means for examining and understanding the transformative impacts that arose from the interaction of European, African, and American cultures following the European transatlantic voyages of the 15th and 16th centuries. Though it has not been extensively studied from this perspective, during the fifteenth and sixteenth centuries Morocco possessed geopolitical characteristics that uniquely situated it within not only the Islamic world, but the developing Atlantic world as well. This study considers Morocco’s involvement in the early Atlantic world by examining three specific phases of its involvement. The first phase lasts approximately one hundred years and begins with the Portuguese invasion of Ceuta in 1415, considered by some to mark the beginning of European overseas expansion.

With no geographical raison d’eˆtre and no obvious roots in its Roman, Germanic, or Islamic pasts, it long remained a small, struggling realm on Europe’s outer fringe. Then, in the early fifteenth century, this unlikely springboard for Western expansion suddenly began to accumu- late an empire of its own – eventually extending more than halfway around the globe. A History of Portugal and the Portuguese Empire, drawing particularly on historical scholarship postdating the 1974 Portuguese Revo- lution, offers readers a comprehensive overview and reinterpretation of how all this happened – the first such account to appear in English for more than a generation. Volume I concerns the history of Portugal itself from pre-Roman times to the climactic French invasion of 1807, and Volume II traces the history of the Portuguese overseas empire. A. R. Disney was educated at Oxford and Harvard universities and has taught history at Melbourne and La Trobe universities.
