NATIONAL EMERGENCY OPERATION CENTER TROPICAL CYCLONE WINSTON SITUATION REPORT 57 of 06/03/2016 The purpose of this report is to provide the update on the current operations undertaken after TC Winston. This Situation Report is issued by the National Emergency Operation Centre and covers the period from 0800-1600 hour, 06/03/2016. Updates in this report summarise all reports and briefs submitted from various EOC’s in the four divisions. 1.0 HIGHLIGHTS OF LAST 12 HOURS Update from the Eastern division with regards to communication, accessibility, damages sustained. Details are listed within. Update from the Northern division about the status of FEA repairs, food distribution, and infrastructure repair and damage assessments within. Update from Western division with regards to ration deliveries and urgent needs in the division Update from FRA on the status of FRA infrastructure around the country. Updates from the Ministry of youth and sports on the latest figures with regards to damages to schools, and that remain closed and those that are still being used as evacuation centres. 1.1 MEDIA RELEASE as of 06/03/2016 Villagers slowly get to their feet – Villagers are slowly rebuilding their lives in the aftermath of TC Winston. People in the affected areas of Dawasamu, Tailevu, and Nakorotubu in Ra are slowly and steadily beginning to regain their feet after being knocked down by TC Winston. More Aussie assistance – The Australian Government has delivered more than 240 tonnes of humanitarian aid assistance since TC Winston brought devastation to Fiji. According to a statement from the High Commission, they have provided a F$23million assistance package support to the Fijian Government’s response to damage left by TC Winston. $5m loss in education in Ovalau, Moturiki – The education sector on Ovalau and Moturiki had sustained a $5million loss. Survivors still in critical condition – Police have confirmed that TC Winston survivor Salanieta Koto, who was found after strong winds battered the 40-foot container she had taken refuge in, is still under critical condition. Rations abuse reports along the Kings Highway – Some victims of Tropical Cyclone Winston are reportedly selling or bartering surplus rations provided by the National Disaster Management Office. Fiji Sun visited a number of communities along the Kings highway and were informed that such acts were becoming widespread. In Vatukoula, Ashneel Lal said donations given to some victims by Vodafone Fiji were increasing. NDMO Director Akapusi Tuifagalele said: “At the moment it has not been discussed in our circle and now that you have brought it up, it will be a topic of discussion that we should be looking at moving forward.” No travel restrictions to Koro, Ministry clarifies – The Ministry of Health and Medical Services wishes to clarify some of the statements reported in the Fiji Sun yesterday. The Ministry of Health and Medical Services wishes to state that there is NO TRAVEL RESTRICTION to Koro Island. Instead, the Ministry wishes to advise that people must realize the extent of damage to the island which can put people’s health at risk. UN gives $80K to mobilise youths – The United Nations Development Program (UNDP) working through the Government’s Ministry of youth and sports, is providing $80, 000 to support the Government’s rehabilitation and recovery efforts following TC Winston. The finding has been available through the UNDP-funded Fiji Youth Strengthening project and the EU-funded Strengthening Citizen Engagement in Fiji Initiative project. 1.2 STATUS SUMMARY Number of deaths in the four divisions remains the same. The number of evacuation centres has increased in the Eastern division. Associated cloud and showers affect the group. It is expected to affect the group till later today. Forecast to midnight tomorrow for the Fiji group: Few showers over the Yasawa, Lomaiviti and Lau group, the interior and eastern parts of the larger islands. Elsewhere, fine apart from isolated afternoon or evening showers. Moderate easterly winds, fresh at times. Moderate to rough seas. Outlook for Tuesday: Brief showers over the eastern parts and interior of the larger islands. Fine apart from afternoon or evening showers elsewhere. For Navua / Suva / Nausori: Cloudy periods with few showers. Outlook for Tuesday: Brief showers. For Nadi / Lautoka / Ba: Fine apart from isolated afternoon or evening showers. Outlook for Tuesday: Afternoon or evening showers. For Labasa: Fine apart from possible afternoon or evening showers. Outlook for Tuesday: Afternoon or evening showers. Outlook for Tuesday: Brief showers 2.0 DIVISIONAL UPDATES Brief summary of updates for each divisions are given below. 2.1 EASTERN DIVISION VANUABALAVU Airport amnesties are still closed awaiting recommendation from Health Inspector. Water is being fixed by WAF team on island and estimate repairs by Monday 7th March. Areas without water will be serviced by 4 Diesel Units (NZ 2; Tonga 2) and they will fill the village water tanks Ration supplied so far is enough for 2 MONTHS due to supply by NDMO and Tonga Navy FRA working on jetty as priority then to restoration of all roads. Road access is 100% GAU Communication - Digicel network only is now available in Gau. Accessibility - Sea transports are accessible to all villages and Vehicles are accessible from Qarani to Vadravadara Water - Water supply to all villages, schools and government station are normal as village communities have already replace and repair damages water pipes and also clean their water source. NAIRAI Communication - Weak network for Vodafone and Digicel at Tovulailai, Lawaki and Natauloa village where as Waitoga and Vutuna village can be contacted through TFL line on 6030266. Water - Water supply to all villages, schools and government station are normal as village communities have already replace and repair damages water Communication Vodafone network is now available at Mua and Yavu village and Digicel for Manuku village. Most of the houses that were fully destroyed within Gau, Nairai and Batiki are old structures, makeshift and temporary house. Brief summary of Evacuation Centres as of 06/03/16 The tabulated update of the status of Eastern division evacuation centres can be seen in detailed summary in SITREP 44 for the Eastern division. Open - Temp repairs complete to causeway. Update from FEA Savusavu that Savusavu interconnector has enabled to transform electricity to Nadamole and Urata village. Road to Makolei has been cleared for large vehicles to pass through as the latest update received from FRA Summary distribution receives from EOC Taveuni and EOC Savusavu. Food distribution in Bua has been completed. Update on power restoration work in the Northern Division attached below. Regional updates, report on temporary restoration of supply for schools damaged by cyclone. Waiting for the DDA will take time. In the time being the Div EOC could arrange for temporary supplies to be taken to these villages for them to live with before proper rations are distributed. Focus for the next 48 hours Delivery of Food Rations. Accurate DDA Assessment Consistent Compilation of District EOC reports Consistent information of Evacuation centres for updating Way forward o District EOC to proactively relay information to Divisional EOC for easy coordination of assistance. o Proper analysis of information gathering from ground teams to Operation EOC. This will assist in logistical arrangement. Conclusion o The Northern Division has managed to restore almost all essential services. Government agencies on the ground are coordinating well with Divisional EOC except for Taveuni where the communication is partly restored. We hope that temporary relief supplies are taken ASAP to the worst stricken villages for them to survive for the time being while waiting for the rations to be distributed after the detailed Assessment is done. 2.3 WESTERN DIVISION Food ration deliveries to Tavua and Ba continues DIVEOC confirm that MV Kiro (Captain) still in Malolo Island to deliver food rations for Yaro village before they proceed to Tavua village District EOC continues with the distribution of food distributions Washing of Lautoka City by NFA in progress Situation Overview All District EOC within the Western Division are currently monitoring distribution of 1 month food ration from Government agencies and Non-Government organisations.
