NATIONAL EMERGENCY OPERATION CENTER (NEOC) TROPICAL DEPRESSION 04F SITUATION REPORT 13 of 20/12/2016 Situation Report No: 13 issued by the National Emergency Operation Centre and cover the period from 2400-0800 hours Tuesday, 20/12/2016. 1.0 HIGHLIGHTS OF THE LAST 8 HOURS Princess Road Sa wani closed under water from Rewa River at 4.8m high • Yavulo and Sigatoka Village is now flooded • Road closed from Nalebaleba to Keiyasi Village, Navosa due to landslide. • Nadi Town is currently flooded due to the rising of Nadi River • The route from Muanivanua Jetty to Kade in Koro Island is temporarily closed, due to landslide blocking the main road.The general public is to be advised to use the Muanivanua - Nasau route • Road Closed – From Rakiraki to Tavua • Public Advisory for the people residing along the Rewa River to move to higher grounds as water level is drastically increasing. • Rewa River Water level as at 6am - 4.88m 2.0 WEATHER BULLETIN Tropical Depression (TD04F) was located near 18.6 degrees South latitude and 175.8 degree East longitude or about 200km west-southwest of Nadi or about 260km west of Kadavu at 4am today. TD04F moving west-southwest at 18km/hr. The associated rain bands and active trough continue to affect the country. Forecast to midnight tonight for the Fiji group: • Strong northerly winds with an average speed of 55km/hr and momentary gust to 75km/hr. • Periods of rain, heavy at times and few thunderstorms over northern and western Viti Levu, Vanua Levu, Lau and Lomaiviti group. • Occasional showers with isolated heavy falls and possible thunderstorms elsewhere • Rough seas Outlook for Wednesday: some showers about the interior and eastern parts of larger islands. Elsewhere, afternoon or evening showers. Marine Weather Bulletin (issued from the National weather forecasting Centre Nadi at 4.48am on Tuesday 20 December 2016) • A strong wind warning remains in force for all Fiji Waters Forecast for midnight tonight for Fiji Waters: • Northerly winds 25 to 30 knots with gusts of upto 40 knots • Rough to very rough seas • Moderate southeast swells • Poor visibility in areas of heavy rain • Water levels are reflected in Annex 1 3.0 Status Summary 3.1 Evacuation Centres The table below highlights the total number of active evacuation centres and evacuees accommodated. Breakdown for ECs are reflected in Annex 2. No. of Evacuation Centres and Evacuees Division Central Northern Western Eastern Total No. of 21 11 8 46 86 Evacuation Centres No. of 572 343 162 468 1545 Evacuees 3.2 NEOC has requested stakeholders for Damage Assessment Reports. 3.3 All Divisional EOC’s are on operation mode until further notice. 4.0 DIVISIONAL PROGRESSIVE UPDATES Detailed divisional updates are reflected in Annex 3 4.1 CENTRAL DIVISION Highlights • The following stretch along Princess road is currently under water: • Waila Housing to Navuso junction • Corbet Ave to Sawani Primary • Wainibuka river - fast flowing & rising • Areas under water - (Lutu, Wainibuka), Naqali village, Viria, Muaniweni, Nukuloa • Vunidawa Hospital Quarters almost under water (occupants have moved to 2nd floor of Vunidawa hospital) • General outpatient department will shift to PA Naitasiri’s office if water continues to rise • Social Welfare office has been shifted to Vunidawa Police Station • Naqali new bridge under water – closed to all traffic • Water level has reached close to Naqali Depot Korovou ü Kings highway is closed – Nailega Crossing is currently flooded ü Nasautoka/Wailotua 1 & Wailotua 2 villages currently flooded water receding slowly down but still inaccessible ü Wailotua no 1 flat under water - road closed Serua/ Namosi ü Water level at Navua river has reached critical level – 3.1m (Navua Old Hospital partially covered with water) ü Residents at Calia are now moving to Jokhan & LDS evacuation centre Rewa ü NEOC has been informed on the rapid increase in Rewa river water level. Hence request has also been made for Navy and Rescue personnel to be on standby ü Nasali river – Water level is rapidly increasing ü Food relief supplies delivered to Nadera Methodist Church Hall evacuation centre 4.2 WESTERN DIVISION Highlights • Water level at sigatoka continue to rise, Yavulo and Nahigatoka village are underwater • Water level at Nadi River are now receded • RFMF continue to closely monitoring the restriction of movement in Nadi Town • Evacuation Centres in and around Rakiraki and Nadi Town have been activated to cater for families and villages affected by the rise of water level. • Road Closed – From Rakiraki to Tavua. Situation Overview • Water level at Navo and Nadi River receded 4.3 EASTERN DIVISION Highlights • Lau: Vanua Balavu • Currently experiencing heavy rain • Windy (20-25 knots) • Dakui lomaloma closed to traffic • Lomaiviti: Koro • Light showers • Muanivanua Jetty - Kade Road closed to the public due to landslide • Kade-Navaga road (Vovo Settlement) landslide debris have been cleared by FRA • Somosomo-Navaga road left to be cleared Gau, Batiki & Nairai • No Rainfall. • Clear Clouds with clear visibility. • Moderate to rough seas. Moturiki • Occasional showers and gusty winds experienced in Moturiki with rough seas. • Cloudy and poor visibility. Makogai • Occasional showers and gusty winds experienced in Makogai with seas remaining rough. • Cloudy and poor visibility Ovalau • Occasional showers and gusty winds experienced in Ovalau with seas remaining rough. • Cloudy and very poor visibility • As from 1.30 am rain finally stopped, currently experiencing hot & humid weather. • All Roads are still accessible around Ovalau but posing few travelling threats with the insurgent of sea on road portions in the Tikina Levuka, from Levuka Vakaviti to St John’s College and Tikina Nasinu from Levuka Town to Natokalau village in particular. Waidau crossing still 8” of overflowing water but can be accessed. • All communication networks are operational. • All FEA grids are safe and operational. • All WAF reticulation systems are operational as Totogo Intake and Waitovu Intake had been continuously cleared but water is a bit muddy and consumers are advised to boil drinking water. • Other Public Service Agencies including Health, NFA, MSAF and other boarder agencies are in state of readiness. • All EC’s still active. Kadavu: • Strong winds with occasional rain. • All communication on the island is operational.
