CONTINUATION OF CERTAIN AIR SERVICE PURSUANT TO PUBLIC LAW NO. 116-136 §§ 4005 AND 4114(b) Docket DOT-OST-2020-0037 NOTICE OF ADJUSTMENTS TO SERVICE OBLIGATIONS Summary By this notice, the U.S. Department of Transportation (the Department) announces an opportunity for incremental adjustments to service obligations under Order 2020-4-2, issued April 7, 2020, in light of ongoing challenges faced by U.S. airlines due to the Coronavirus (COVID-19) public health emergency. With this notice as the initial step, the Department will use a systematic process to allow covered carriers1 to reduce the number of points they must serve as a proportion of their total service obligation, subject to certain restrictions explained below.2 Covered carriers must submit prioritized lists of points to which they wish to suspend service no later than 5:00 PM (EDT), May 18, 2020. DOT will adjudicate these requests simultaneously and publish its tentative decisions for public comment before finalizing the point exemptions. As explained further below, every community that was served by a covered carrier prior to March 1, 2020, will continue to receive service from at least one covered carrier. The exemption process in Order 2020-4-2 will continue to be available to air carriers to address other facts and circumstances. Background On March 27, 2020, the President signed the Coronavirus Aid, Recovery, and Economic Security Act (the CARES Act) into law. Sections 4005 and 4114(b) of the CARES Act authorize the Secretary to require, “to the extent reasonable and practicable,” an air carrier receiving financial assistance under the Act to maintain scheduled air transportation service as the Secretary deems necessary to ensure services to any point served by that air carrier before March 1, 2020. -

Date Raised: May 1999 Complaining Party: AccessAir Complained Against: Northwest Airlines Description: AccessAir, a new airline headquartered in Des Moines, Iowa, began service in the New York–LaGuardia and Los Angeles to Mo- line/Quad Cities/Peoria, Illinois, markets. Northwest offers connecting service in these markets. Date Raised: March 1999 Complaining Party: AccessAir Complained Against: Delta, Northwest, and TWA Description: AccessAir was a new entrant air carrier, headquartered in Des Moines, Iowa. In February 1999, AccessAir began service to New York–LaGuardia and Los Angeles from Des Moines, Iowa, and Moline/ Quad Cities/Peoria, Illinois. AccessAir offered direct service (nonstop or single-plane) between these points, while competitors generally offered connecting service. In the Des Moines/Moline–Los Angeles market, Ac- cessAir offered an introductory roundtrip fare of $198 during the first month of operation and then planned to raise the fare to $298 after March 5, 1999. AccessAir pointed out that its lowest fare of $298 was substantially below the major airlines’ normal 14- to 21-day advance pur- chase fares of $380 to $480 per roundtrip and was less than half of the major airlines’ normal 7-day advance purchase fare of $680. -

INTRODUCTION – SUPPLEMENTAL AND OTHER COMPENSATIONS 1.1 The apocalyptic terrorist attack by the means of four hi-jacked planes committed against the World Trade Center in New York, NY , the Pentagon in Arlington, VA and the aborted flight ending in a crash in the rural area in Shankville, PA ON September 11th, 2001 is the only real time example that triggered this proposed Convention on Compensation for Damage to Third Parties from Acts of Unlawful Interference Involving Aircraft. 1.2 It is therefore important to look towards the post incident resolution of this tragedy in order to adequately and pro actively complete ONE new General Risk Convention (including compensation for ALL catastrophic damages) for the twenty first century. 2. DISCUSSION 2.1 Immediately after September 11th, 2001 – the Government and Congress met with all affected and interested parties resulting in the “Air Transportation Safety and System Stabilization Act” (Public Law 107-42-Sept. 22,2001). 2.2 This Law provided the basis for Rules and Regulations for: a) Airline Stabilization; b) Aviation Insurance; c) Tax Provisions; d) Victims Compensation; and e) Air Transportation Safety. DCCD Doc No. 28 - 2 - 2.3 The Airline Stabilization Act created the legislative vehicle needed to reimburse the air transport industry for their losses of income as a result of the flight interruption due to the 911 attack. -

Summer 2019 NextGen Aviators Alaska Airmen Association and Civil Air Patrol Promote Youth Outreach Programs Youth and young professionals dreaming about becoming a pilot can find inspiration at the Great Alaska Avi- ation Gathering. At this year’s Gathering, a specific area with nine stations offered interactive activities such as airplane design, safety wiring, and a VR Drone Simulator. They had over 500 youth and young profession- al visitors. The Alaska Airmen Association is steadily increasing their youth outreach programs with their NextGen Aviators group made up of volunteer members and aviation partners. They are launching a Middle School Outreach Program, first in the Anchorage school district and then expanding to other districts out to rural Alaska. The NextGen Aviator group is working on great partnerships to make flight training, ground school, and further specialized education more available to students in Alaska. This year-round program is open to all students, 12 and up, and is where Cadets fly, learn to lead, hike, camp, get in shape, and push themselves to new limits. CAP cadets and senior members wear the US Air Force uniform since they are an official auxiliary of the Air Force. -

Case Study Dillingham Airport Dillingham, Alaska, U.S.A. Issues • Vegetation required on base material w/ 1.1% organic matter content • Remoteness of project and cost prohibited importing topsoil to the site • Extreme winter weather conditions • Fast vegetation establishment required Importing topsoil was cost prohibitive on this project so vegetation was required on base material from the runway expansion. Problem The extension of a runway at the Dillingham Airport was needed to allow access to larger planes and to improve safety at the site. This improvement would allow greater transportation of the world’s largest Sockeye salmon runs to be shipped around the globe. Due to the remote location of the site, importing topsoil was deemed too expensive, so vegetation was required on the base material used to build the runway extension. Biotic Earth Black and seed mix applied directly to base material. Solution Due to the low fertility found in the base material, Biotic Earth Black was approved to provide the much needed organic matter and soil life required to promote and sustain life on the site. Seed and fertilizer would be applied along with the Biotic Earth, and then covered with a Bonded Fiber Matrix for erosion control. The project was begun in June of 2014 by Knik Construction. Very successful initial growth was achieved, allowing permits to be terminated ahead of schedule. Results Successful initial growth was achieved within thirteen days and the permits were terminated ahead of schedule. -
Forecasts of Aviation Activity
B – Forecasts of Aviation Activity Introduction. The importance of assessing future trends relating to airport utilization and operational activity levels is especially significant in the preparation of an Airport Terminal Area Plan. Therefore, the focus of these updated aviation activity projections will be to document and support the future planning recommendations of the Ketchikan International Airport (KTN) Terminal Area. The previous KTN Airport Master Plan was completed in 2003 and this forecast element will include a comprehensive update of those previous forecasts in consideration of current industry trends. Forecast Methodology Aviation forecasts are time-based projections that are prepared to offer a reasonable expectation of future airport activity on the basis of past trends and future demand. The relationship between current activity and forecast demand is an indicator as to the type and timing of future airport infrastructure, equipment and service needs, as well as funding resource allocation. The baseline year of the forecast is 2018, using calendar year data that is projected for a 20-year planning period through 2038, identified in 5-year increments, and segmented into three planning phases: 1) ‘near-term’ (2019-2023), 2) ‘mid-term’ (2024-2028) and, 3) ‘long-term’ (2029-2038). Data from the past eleven years (2008 to 2018) is used as the basis of analysis of historical trends, which includes periods of economic expansion and contraction that help forecasts account for various economic conditions and provides a perspective on the effects of economic change on aviation activity. B.1 B—Forecasts of Aviation Activity The forecast techniques apply FAA-accepted statistical methods that are quantified using statistical means, including time-series trend, regression, comparative analysis, and market share. -

ORDER SELECTING AIR CARRIER Summary By this Order, the U.S. Department of Transportation (the Department) is selecting Corvus Airlines d/b/a Ravn Alaska (Ravn) to provide Essential Air Service (EAS) at St. Paul Island, Alaska (St. Paul), for a two-year term from October 1, 2019, through September 30, 2021. Ravn will operate three weekly round trips to Ted Stevens Anchorage International Airport (Anchorage) using Bombardier Dash 8 series 100 aircraft at a first-year annual subsidy rate of $2,110,170, and a second-year annual subsidy rate of $2,224,491.2 Background By Order 2018-4-5 (April 10, 2018), the Department relied on Peninsula Airways, Inc. d/b/a PenAir (PenAir) to provide EAS at St. Paul. At St. Paul, PenAir was providing up to four weekly round trips to Ted Stevens Anchorage International Airport (Anchorage) on an unsubsidized basis. On December 21, 2018, Ravn Air Group purchased the assets of PenAir. On March 3, 2019, Ravn’s parent company, Ravn Air Group, replaced PenAir with Ravn, which began providing three weekly round trips from St. Paul to Anchorage. Two days later, on March 5, 2019, Ravn submitted to the Department a notice of intent to terminate service at St. -
