Applications may be inspected free of charge at the Office of the Traffic Commissioner in Leeds by any person who carries written authorisation to act in that capacity. Objections against published applications may be made in writing by a Chief Officer of Police, a local authority, a planning authority or a prescribed trade union or association within 21 days of the date on which notice of an application is published in Applications and Decisions. Objections must be made either on the grounds that any of the requirements listed in Section 13 of the Goods Vehicles (Licensing of Operators) Act 1995 are not met and/or that a nominated operating centre will be unsuitable for use as such. A copy of the objection must be sent by the objector to the applicant at the same time that it is sent to the Traffic Commissioner. The onus of proof in terms of the grounds on which an objection is lodged lies with the objector. You may fax a copy of your objection to 0113 2488521 but please note that you must send the original signed document through the post. Classification of Operator Licences – There are three classes of licence: A Restricted (R) licence authorises the use of a goods vehicle on public roads in Great Britain for the carriage of the licence holder’s own goods in the course of his trade or business. The licence holder cannot carry goods for other people for hire or reward; A Standard National (SN) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward, on public roads in Great Britain. He can also carry his own goods on journeys abroad; A Standard International (SI) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward. These activities can be undertaken both in Great Britain and on international journeys.     Wind Turbine experiences 2012 survey results Introduction The Government’s commitment to renewable energy has meant a large increase in the number of wind farms and domestic turbines over the last few years. In 1995, in response to the Government seeking guidance, the BHS recommended that there should be a distance of at least 200m between a turbine and the nearest off-road equestrian route, which was supported by the Countryside Commission at the time. However, this was based on turbine heights of less than 60 metres and by 1998 there were already applications for turbines of 100m, so the BHS urged Government to revise its guidance to an appropriate formula of three times the height of the turbine with an absolute minimum of 200 metres. Although the three times height was accepted by the Countryside Agency, the Government’s guidance was not revised. The Agency went further and proposed that four times the height be recommended for national trails and promoted equestrian routes on the basis that these are likely to be used by horses unfamiliar with turbines. Government guidance up to July 2013 said: “The British Horse Society ... has suggested a 200 metre exclusion zone around bridle paths to avoid wind turbines frightening horses. Whilst this could be deemed desirable, it is not a statutory requirement ...”. In many cases, this separation distance was adopted as reasonable; however, the latest Government guidance does not specifically refer to horses and says: "Other than when dealing with set back distances for safety, distance of itself does not necessarily determine whether the impact of a proposal is unacceptable." The latest BHS guidance, revised as a result of this survey, gives a number of factors which increase the impact of wind turbines on equestrian access and which should increase the set back distance.

    SURNAMES AS A SCIENCE ROBERT FERGUSON, M.P. PREFACE That portion of our surnames which dates back to Anglo-Saxon times, and so forms a part of the general system by which Teutonic names are governed, is distinctly a branch of a science, and as such has been treated by the Germans, upon whose lines I have generally endeavoured to follow. It has been a part of my object to show that this portion of our surnames is a very much larger one than has been generally supposed, and that it includes a very great number of names which have hitherto been otherwise accounted for, as well as of course a great number for which no explanation has been forthcoming. Nevertheless, while claiming for my subject the dignity of a science, I am very well aware that the question as to how far I have myself succeeded in treating it scientifically is an entirely different one, and one upon which it will be for others than myself to pronounce an opinion. This work is of the nature of a supplement to one which I published some time ago under the title of The Teutonic Name-system applied to the Family-names of France, England, and Germany (Williams and Norgate), though I have been obliged, in order to render my system intelligible, to a certain extent to go over the same ground again. I will only say, in conclusion, that in dealing with this subject—one in which all persons may be taken to be more or less interested—I have endeavoured as much as possible to avoid technicalities and to write so as to be intelligible to the ordinary reader.
