Archival Technical Services Date Completed: August 12, 1971 Updated by: Kaitlyne Bowling March 8, 2021 PARTIALLY MICROFILMED SCOPE AND CONTENT The Adjutant General’s papers deal with the State of Tennessee’s military programs beginning in 1796. Although the bulk of the records concern the Civil War, they contain some information on the state militia. The oldest document is a regimental return of the militia stationed at Fort Grainger, Southwest Point and Tellico (B. 25, f. 17). Of particular interest is correspondence dealing with Tennessee’s role in the Indian Wars of 1836 and efforts to raise regiments in defense of the western frontiers in the Arkansas and Louisiana territories during the Texan war of independence from Mexico. Correspondence of regular United States forces stationed within the State supplement records of the Civil War period. Records involving civilian affairs during the final years of the Civil War and the first years of the subsequent peace fall under the heading of the Board of Trade and Personnel. A most fascinating record of the activities of the Federal Army activities exists in incoming telegraphs to the office of Adjutant General Alvan C. Gillem, U.S.A. (B. 13, f. 18). Routine records document financial, individual, and regimental affairs. Correspondence for years other than those surrounding the Civil War is scanty but sheds some light on the duties of the Adjutant General. Volumes of oversized material are numbered consecutively within each series and follow the boxes containing records of that series. Boxes 36-63 contain three card indexes. The cards index those who served in the Civil War, Spanish American War, and The State Guard, 1921-1933. They are arranged by those three categories, then alphabetically by the soldier’s last name. The card index was removed from the Manuscripts Reading Room in 2011 and placed in acid-free boxes. These index cards do not appear on microfilm. The following items joined the collection at a later date and do not appear on microfilm: correspondence dated August 31, 1866, from Selfs in Greeneville to Frank Hybarger at the Capitol, Care of Adjutant General James Patton Brownlow, son of Governor William G. Brownlow (1805-1877) (B. 10, f. 2); correspondence dated June 22, 1867, from W. P. Marlin to General Samuel Hunt, Inspector General, State of Tennessee, regarding Agent, Bureau of Refugees, Freedmen and Abandoned Lands, State of Tennessee, for Obion and Dyer Counties (B. 11, f. 1); a letter and pension information dated May 5, 1881, from Charles and George A. King, lawyers in Washington, D. C., to Quartermaster General addressing compensation for Civil War soldiers and refers specifically to Pleasant M. Fought in Obion County (B. 11, f. 8); an oath of loyalty dated July 15, 1867, from Thomas J. Wilson in Jackson County (B. 17, f. 4); three claim forms from James Moore, Quartermaster, dated January 1879, February 1879, January 1881, and February 1881 (B. 21, f. 9). Army United States. Army United States. Colored Troops Inclusive Dates: 1861-1865 Scope & Content: Official lists of officers and soldiers enlisted or otherwise accounted for in Tennessee military units or companies. The records are a sizeable compilation of U.S., Confederate, and U.S. Colored Troops muster rolls from across the state. There are records of soldiers mustering into and out of service, as well as miscellaneous documents such as oaths of allegiance, conscriptions, and Field and Staff Rolls. Some are full musters containing complete company rosters of around 60-70 soldiers, whereas some only list a dozen. All are descriptive. Other documents may list one man or a handful of men. In general, records provide names of the enlisted, mustering officers, dates, locations, regiments, and companies. Sometimes the comments provide information on the soldier’s whereabouts. Others provide place of birth, physical description, and occupation. This large collection of Civil War muster rolls is stored in twenty-two drawers of filing space in the State Library and Archives building. Documents are sorted by category: Confederate, Union, United States Colored Troops (USCT) or African Descent (AD) Union troops, and lastly any other miscellaneous documents. An Excel spreadsheet has been created to properly list and describe all the Civil War muster rolls that we have in our collection, including the specifics on these documents. 1 The Confederate muster rolls include documents from approximately 40 cavalry and infantry regiments of the 110 Confederate regiments organized in Tennessee.

Barney) This dissertation examines Union army military government in four Southern cities and the implications of its failures and successes for the conduct of the war and for post-war Reconstruction. President Lincoln’s flexibility with respect to occupation policies resulted in a lack of leadership from Washington and left each military governor on his own. However, despite different commanders with different policies, the outcomes were virtually the same in each area. Military occupation began in each of these four cities with the same assumption on Lincoln’s part, that the strength of pro- rebel sentiment was tenuous and that the presence of the Union army would encourage Unionists to step forward and reassert their control over civic functions, providing a base from which Unionism could spread and weaken Confederate nationalism and bring the war to successful conclusion. Union policy at the outset was thus conciliatory. Rules enjoined Northern troops from abusing Southern civilians in their persons or property. Events soon demonstrated that these assumptions about the strength of pro-Union sentiment were incorrect.
