This paper has been prepared as part of work to develop a Town Framework Plan for these areas. The Town Framework Plan is supporting evidence for Cornwall’s Core Strategy, which will cover the period 2010 to 2030. The paper contains two tables (Appendices 1 & 2) showing potential housing sites within the urban areas of Bude, Stratton, Flexbury and Poughill. A map illustrating sites which have been identified within the Strategic Housing Land Availability Assessment (SHLAA); and, sites with planning permission for over 10 dwellings is contained within this report as Appendix 3. The purpose of this assessment is to clarify the following: • How many dwellings have been built (1st April 2010 – 31st March 2011); • The number of dwellings under construction (1st April 2011); • The number of dwellings permitted by existing planning permissions but not yet started (1st April 2011); • The number of dwellings on potential sites of over 10 dwellings included in Cornwall Council’s Housing Trajectory but not yet with permission (1st April 2011); and, • Urban (infill) sites that may be suitable for development as identified through the SHLAA, and not included above. This data will inform the development of the Bude, Stratton, Flexbury and Poughill Town Framework Plan and can be deducted from the level of growth that this needs to plan for over the period of the Core Strategy (2010-2030). At the time of writing it must be noted that the level of growth is yet to be determined. Work on the Core Strategy and Town Framework will develop scenarios and options for growth, in the form of urban extensions, which can be tested through the plan making process. This paper provides a starting point for assessments to determine the most sustainable location(s), around the urban areas of Bude, Stratton, Flexbury and Poughill, for potential urban extension(s), should these be required. 2 Housing in Bude, Stratton, Flexbury and Poughill: Background Statistics. Some facts that help to put any level of future housing growth into perspective are as follows: • In 2010 there were approximately 4,939 dwellings in the urban areas of Bude, Stratton, Flexbury and Poughill and 8,335 within the Community Network Area overall. • Bude, Stratton, Flexbury and Poughill accommodated 1,084 new dwellings, between 1991-2010, 465 of these were developed between 2001-2010. 1 The term Urban Area refers to the area within the Development Boundary, as set out in North Cornwall District Local Plan (Adopted – April 1999). 1 • In Bude, Stratton, Flexbury and Poughill, on average 62 new dwellings were completed per year (1991-2001), this decreased to an average rate of completions of 52 dwellings per year (2001-2010). • The wider Community Network Area (including the urban areas of Bude, Stratton, Flexbury and Poughill) accommodated 1,563 new dwellings, between 1991-2010, 694 of these were developed between 2001-2010. • In the wider Community Network Area (including Bude, Stratton, Flexbury and Poughill), on average 87 new dwellings were completed per year (1991- 2001), this decreased to an average rate of completions of 77 dwellings per year (2001-2010). • The Homechoice register identified an affordable housing need of 720 dwellings as of March 2011. The figures in Table 1 below indicates the number of dwellings that would be required to be delivered, under various affordable housing contributions, to serve this need. Table 1. The SHLAA gives a theoretical assumption of the development capacity in and around Bude, Stratton, Flexbury and Poughill. Due to the nature, purpose and process of the SHLAA there are a number of sites identified (particularly those outside of the urban area on Greenfield sites) that will not be suitable to be included within the Framework Plan process as suitable for development. A subsequent table/trajectory (Appendix 2) has therefore been prepared omitting any such sites and incorporating further information that has become available as a result of the annual review of Cornwall Council’s Housing Trajectory (review undertaken in April of each year). 4 Framework Plan Housing Capacity - Assumptions Appendix 2 is a starting point of a potential housing trajectory for the Bude, Stratton, Flexbury and Poughill Framework Plan. It includes the following: • How many dwellings have been built (1st April 2010 – 31st March 2011); • The number of dwellings under construction (1st April 2011); • The number of dwellings permitted by existing planning permissions but not yet started (1st April 2011); • The number of dwellings on potential sites of over 10 dwellings included in Cornwall Council’s Housing Trajectory but not yet with permission (1st April 2011); and, • Urban (infill) sites that may be suitable for development as identified through the SHLAA and from sources other than existing planning permissions (to avoid double counting with above). 2 As noted in Section 3, this assessment (and consequently Appendix 2) does not include any Greenfield sites that surround either Bude, Stratton, Flexbury or Poughill. Greenfield sites have been left out at this stage as an urban extension(s) study will be carried out for the area which will determine the most sustainable location(s) and capacity for an urban extension(s). The urban extension study will incorporate a landscape assessment, accessibility mapping and other assessments including the SHLAA. 5 Results – Bude, Stratton, Flexbury and Poughill: Potential Housing Capacity in the Urban Areas The figures presented in Appendix 1 & 2 demonstrate that there is a potential capacity to develop in the region of 605 dwellings within the urban areas of Bude, Stratton, Flexbury and Poughill. Appendix 3 presents a map of sites with planning approval for over 10 dwellings which are not yet fully built. At the time of writing (September 2011), 566 of these 605 have approved planning permissions: this follows the recent approval for 428 dwellings as part of a mixed use development at an area known locally as Binhamy Farm. 39 of the 605 remain as either undetermined or potential planning applications that are included within Cornwall Council’s Housing Trajectory. 605 dwellings can therefore be deducted from the level of growth that the Bude, Stratton, Flexbury and Poughill Framework Plan needs to plan for over the period of the Core Strategy (2010-2030). NB: At the time of writing it must be noted that the level of growth is yet to be determined. 6 Conclusion The initial assessment set out above has given a broad indication of potential housing capacity within the urban areas of Bude, Stratton, Flexbury and Poughill. These assumptions can act as the starting point for further work within the Framework Plan process. There is potential for 605 dwellings within the existing urban area of Bude, Stratton, Flexbury and Poughill.
