The meeting was called in light of the massive losses and hardship suffered by the residents of the Defence Housing Authority (‘DHA’), the municipal functions of which is being managed by the Clifton Cantonment Board (CBC). The residents have been totally unhappy and dissatisfied with the performance of CBC and the callous manner in which they have been managing their affairs/ responding to the residents. 2. The residents also mentioned that DHA cannot be absolved of its responsibilities and is the parent Organisation of CBC and is equally accountable. The residents were disappointed that the Administrator of DHA was not present in the meeting. However, the residents were informed that the Administrator is busy due to the visit of the COAS in the city and he will be present in the next meeting scheduled for after two weeks. 2. At the outset, the residents had prepared the following points for discussion, in the first stage. 1 Points for the meeting a) Reconstruction of proper storm water drains and immediate removal of all stagnant water on the roads. b) Supply of clean water in the pipelines for all residents in DHA. c) Proper sewerage and effluent disposal system, regularly maintained and cleaned. d) Immediate Repair of damaged roads and explain why newly made roads get damaged so easily. e) Damages & Losses suffered by the residents. f) Functioning security & surveillance cameras all over DHA. g) Oversight Committee of civilian residents, to have a meeting every two weeks with CBC CEO and team with proper recording of minutes. Timelines to all the above must be given 3. The Station Commander was very candid and did say that there have been issues and the residents have been rightly grieved. He mentioned that the intention of the current administration is to set things right and take the residents along. He said that there was corruption at the mid-level and some of the residents have also been encouraging that, which has to now stop. Brigadier Sb also accepted that DHA and CBC do not exist in isolation and are working in coordination and until their own coordination is proper, things will not improve. He said that in the next meeting the DHA Administrator will also be available to speak to the residents. 4. The CEO of CBC was told by the residents in unequivocal terms that he is the Chief Executive and the buck stops with him. The CEO has to deliver and is answerable to the residents. The entire workings of the CBC is a reflection of his performance and if they fail to deliver, a Petition would be filed against him in the Court. The CEO mentioned that he is not responsible for procurement and that is being done by the Councilors, where massive corruption takes place. 5.
