Executive Summary Created in 2000, Chhattisgarh is the tenth largest state in the Country with a total geographical area of 135,000 sq km. The State comprises of 27 districts. With a 25.54 million population, Chhattisgarh accounts for about 2.11% of India’s total population. Problem: Chhattisgarh, as per Socio-Economic Caste Census 2011, is at ~29% mobile penetration which is lowest in India. This implies that 71% of rural households (HH] in the state, nearly 32 lakh, are unconnected. This is partly a chicken-and-egg problem as the networks are poor. Environment/Background: In current age of technological advancement, improved means of production and economies of scale, the mobile phones have become cheaper. However in terms of economics, higher penetration attracts capital expenditure (CapEx) from telecom operators. There is an established and very high correlation between mobile penetration and economic growth. According to research done by ICRIER, for every 10% increase in penetration the GDP increases by 1.5%. Solution: The Chhattisgarh Sanchar Kranti Yojana [CG SKY] Phase 1 project is a major initiative taken by Government of Chhattisgarh aimed to improve the mobile penetration in the state. The scheme entails distributing a mobile phone to each rural households through PDS and bring them into the mainstream. The revenue potential from the phone connections will ensure that the telecom service providers augment the network at their own cost. Project Background Since its creation in 2000, Chhattisgarh has been one of the fastest growing states in India having built a strong industry base in core sectors like power, steel, coal, cement, etc. attracting investments from prominent industry houses. The state’s script of growth embraces the creation of first Greenfield capital city of 21st Century in the country- Naya Raipur with a total area of 237 Sq km, consistent increase in per capita GSDP registering more than two fold growth between 2004-05 and 2013-14, attracting IEMs worth USD 107.6 billion {14% of the total IEMs worth USD 781.2 billion across the country from 2010 and 2015 (July)}, focus on ICT economy and influx of Information technology [IT], Information technology enabled services [ITeS] and Electronics system design and manufacturing [ESDM] industries and presence of prominent public and private telecom players like BSNL, Airtel, Idea, Tata DoCoMo, Reliance, Reliance0 JIO, Vodafone inter alia. However, despite the steady stride towards development and urbanization, the positive socio- economic impact is not distributed homogenously throughout the entire region of state especially with a higher rural population percentage of ~76.7% (2011). The Socio-Economic Caste Census 2011 places mobile penetration in India at ~29%, lowest in the country translating to nearly 32 lakh unconnected households. The state is unable to make much headway in direct benefit transfers (DBT) because of its low mobile penetration.     District Profile Raigarh, Chhattisgarh Raigarh is a major district in the state of Chhattisgarh in India. The headquarters of the district is located in the city of Raigarh. The total area of the district is 7086 sq. km. Raigarh district is divided into 10 Tehsils/ CD Blocks: Raigarh, Pusaur, Baramkela, Kharsiya, Gharghoda, Tamnar, Lallunga, Dharamjaigarh, Sa- rangarh. DEMOGRAPHY As per Census 2011, the total population of Raigarh is 14,93,984 which accounts for 5.85 percent of the total population of State. The percentage of urban population in Raigarh is 16.49 percent, which is lower than the state average of 23.24 percent. Out of the total population there are 750,278 males and 743,706 females in the district. This gives a sex ratio of 991.24 females per 1000 males. The decadal growth rate of population in Chhattisgarh is 22.59 percent, while Raigarh reports a 18.02 percent decadal increase in the population. The district population density is 211 in 2011. The Scheduled Caste population in the district is 15 percent while Scheduled Tribe comprises one third of the total population. LITERACY The overall literacy rate of Raigarh district is 73.26 percent while the male & female literacy rate is 83.49 and 63.02 percent respectively. At the block level, a considerable variation is noticeable in male-female literacy rate. Dharamjaigarh has the lowest literacy rate 62.43 percent, with 74.09 per- cent men and 50.90 percent women being literate. Raigarh block, subse- quently, has the highest literacy rates– among both males and females.

    Annual Activity Report – 2011-12 SMILE Samajik Evam Sanskritik Vikas Sanstha A group of likeminded people representing different walks of life like education, agriculture, social activism, health education and professionals got together with the objective to put their efforts together for deprived and needy people in scaling up their socio-economic status. SMILE Samajik Evam Sanskritik Vikas Sanstha was registered with Registrar Firms & Society, Raipur, bearing registration no. C.G. State-3381 on 31st May 2011. SMILE SESVS conducted the following programs: - July 2011 24th July 2011 SMILE Centre, Bagbahara. Day meal is provided to all the children as they come to centre. Drop outs and other non school going working children are taught and also encouraged and helped in getting admission to regular schools. August 2011 36 houses were surveyed from 12th August to 29th August 2011 at Bagbahara. Survey orientation was provided by Mr. Jeetendra Singh to Mr. Ashish and the teachers of SMILE Centre, Bagbahara. Content of the family survey form was briefed to the teachers and quarries of trainees were satisfied regarding the methodology of approaching the families for survey. 15th August 2011. Support was extended to Go India Foundation and YMCA in organizing the Blood Donation Camp at Medical College and Hospital, Raipur. 16th August 2011. Support was extended to Mrs. Lilly Bhagirathi for Independence Day Program at District Jail, Dhamtari. All the guests were welcomed by the Jail officials. Mr. Jeetendra Singh when introduced as SMILE representative talked about the hope in life encouraged for repentance and respect others. 185 prisoners were provided refreshments along a towel.
