This strategy defines the most important transit corridors for future development and road network improvement decisions to reinforce the corridors. Similarly, by describing service and corridors in terms of layers and the long term vision, the reason why different levels of investment may be applied to some areas over others is highlighted. The layers of service types are described in the table below and map on the facing page. The strategy is complemented by supporting measures (infrastructure, vehicles, passenger information, fares, etc.) and service options described on the following pages. He has been featured in local, regional, and national media. In 2008, Nathan co-founded South Fraser OnTrax —a sustainable transportation advo- cacy organization— and the Greater Langley Cycling Coalition in 2009. He was recently elected to City of Langley Council earlier this year. Nathan previously published his research on land use and the ALR in his report, “Decade of Exclusions? A Snapshot of the Agricultural Land Reserve from 2000-2009 in the South of Fraser” (2010). He also co-authored “Leap Ahead: A transit plan for Metro Vancouver” with Paul Hills- don in 2013. This plan was a precursor to the Mayors’ Council on Regional Transporta- tion Transit Plan for Metro Vancouver. He also authored last year’s Transit Report Card. Nathan has served on various municipal committees including the Abbotsford Inter-regional Transportation Select Committee and City of Langley Parks and Environ- ment Advisory Committee.     Passenger Risk Mitigation Strategy (PRMS) for Leduc Transit Introduction In order to provide a regional public transit service, the transit service providers must apply for and be granted an Operating Authority Certificate from Alberta Transportation. The application must include a Passenger Risk Mitigation Strategy. The objective of the Passenger Risk Mitigation Strategy is to ensure compliance to existing standards and consistency with legislative and operational requirements, and demonstrate that the regional public transit provider has considered passenger safety issues and taken appropriate steps to mitigate the risks. The regional public transit service provider will make its Passenger Risk Mitigation Strategy available to its ridership, drivers and general public for review. The City of Leduc / Leduc County has awarded the contract to operate Leduc Transit to PWTransit Canada Ltd, a division of Calgary-based Pacific Western Transportation Ltd. PWTransit’s Training Program Overview PWTransit Canada Ltd. provides a comprehensive ten (10) day training program for new operators, designed to equip staff with knowledge to make decisions to safely operate Leduc Transit System vehicle. Included in this program is training specifically developed for regional and highway operations, which includes instruction on highway emergency procedures, highway bus operating procedures, regional service standards, routing and vehicle inspection procedures and reporting requirements. Further, the request was to involve the London Economic Development Corporation as well as the London Chamber of Commerce in the review, noting opportunities for new delivery models may be identified, including but not limited to partnering with businesses in the area to cost-share the service delivery. The focus of the industrial service review are lands zoned industrial, which currently have transit service provided during limited times of the day or are without nearby transit service. The areas identified are: the Airport Industrial area, Sovereign Road, Veteran’s Memorial Parkway (VMP/401), Wilton Grove and Exeter/White Oaks Road. Transit services to modern industrial areas are a complex issue influenced by a number of challenges, many of which are competing in nature. The complexities and challenges associated with providing transit service to industrial areas are not limited or unique to London.
