APPROVAL OF MINUTES 1A. 17-532 Approve Minutes of September 27, 2017 A motion was made by Commissioner Hannon, seconded by Commissioner Bruchler, that these Minutes be approved. The motion was carried by the following vote: Aye: 5 - Commissioner Miklose, Chair Rodriguez, Commissioner Bruchler, Commissioner Swithenbank and Vice Chair Hannon 2. PUBLIC COMMENTS ON NON-AGENDA ITEMS None. 3. PUBLIC HEARINGS 3A. 17-536 Receive Report and Consider Adoption of a Resolution Requesting City Council to designate DRY SHED 4 as a Historic Landmark Director Jones began by describing the history of the Georgia Pacific Coastal Development Permit to demolish and remove Dry Shed 4, and explained the process to establish Dry Shed 4 with a Landmark historical designation. The resolution that Planning Commission passed at the previous meeting was not formally noticed as a Public Hearing and this is why this item is back to Planning Commission for a formal hearing to adopt a resolution designating Dry Shed 4 as a Historical Landmark. Commissioners asked clarifying questions regarding criteria to deem historical significance, difference between historic landmark vs. historic building, requirements of property owner to maintain structure, and procedure and timeline for various scenarios available to Commissioners on this topic. City of Fort Bragg Page 1 Printed on 11/3/2017 Planning Commission Meeting Minutes October 11, 2017 Chair Rodriguez opened the Public Hearing at 6:22 PM Dave Turner: Spoke in support of bringing the decision to designate Dry Shed 4 as Historical Landmark to City Council. Gabriel Maroney: Reminded Commissioners that this Item is back on the agenda due to a procedural issue and spoke in favor of passing resolution recommending City Council to consider Dry Shed 4 for Historic Landmark. Chair Rodriguez closed the Public Hearing at 6:26 PM Commissioner Hannon made a Motion to Adopt Resolution of the Planning Commission Recommending City Council to Consider Dry Shed 4 for Historic Landmark Designation. A second to the motion was not made and died. Commissioner Swithenbank made a motion Not to Consider Dry Shed 4 for Historic Landmark Designation, which was seconded by Commissioner Miklose. A motion was made by Commissioner Swithenbank, seconded by Commissioner Miklose,to not adopt Resolution of the Planning Commission recommending City Council to consider Dry Shed 4 for Historic Landmark Designation. The motion carried by the following vote: Aye: 3 - Commissioner Miklose, Commissioner Bruchler and Commissioner Swithenbank No: 2 - Chair Rodriguez and Vice Chair Hannon 4. CONDUCT OF BUSINESS 5. MATTERS FROM CHAIR/COMMISSIONERS/STAFF Director Jones announced that a Special Joint Meeting of City Council/Planning Commission will be held on Monday, October 13, 2017 to discuss the results of the Mill Site Reuse planningh workshops and survey. No action will be taken at this meeting, it is intended to be informational and Staff is looking for general direction. Commissioner Miklose requested that an update on recent projects that have been approved by Planning Commission, so they can be tracked and understood. Miklose also requested general training “workshops” for Commissioners to better understand ILUDC/CLUDC. Director Jones will bring Chapter 2, Commercial Zoning, as an oral report next meeting. Chair Rodriguez asked questions regarding the clean-up of Georgia Pacific Mill Pond. Director Jones recommended this Item be agendize as an informational Conduct of Business Item. District Receives $13 Million Grant to Complete New Center A very significant event occurred after the completion of the public draft of this Service Review - the commitment by the CV Starr Foundation to provide approximately $13 million for construction completion of the C.V. Starr Community Center and Spath Aquatic Facility. This Center is discussed in Section Two: Starr Community/Spath Aquatic Center on page 48. As stated on page 50: The plan for the Aquatic Center has evolved over the past few years and will probably change again, but at this point the District is pretty clear about the road ahead. The entire project is expected to cost about $23.5 million upon completion - not including the cost of the land. The District has raised and spent half of the Center’s expected cost; it must raise the remainder to finish the project. The District has asked the Starr Foundation to provide the funds required to complete the Center. The Foundation’s Project Manager for the Center is proposing to the Foundation Board of Directors that they do so. As of the time of the drafting of this Review, the Starr Foundation has not yet provided a final funding commitment to complete the Starr/Spath Center. But there are indications they are likely to do so. They have now done so, and this is good news indeed! References to the required funding of the Center are scattered throughout this MSR.

    HOOPS…NOW! Fort Bragg Unified School District Alternative Schools June 9, 2008 Summary The 2007-08 Grand Jury continued a review of the Fort Bragg Unified School District (FBUSD) Alternative Schools that began in 2006.1 Students in these schools are referred because of the need for a more structured learning environment; most have been suspended or expelled from the mainstream school campuses; many are on probation. Mendocino County Juvenile Court policy is to place probationary youth in the least restrictive intervention program, with the most restrictive being full-time residence in Juvenile Hall. This policy results in youth with serious behavioral issues including substance abuse and gang affiliations, being returned to their home communities. Local school districts are required by law to provide appropriate public education to all students until the age of 18. FBUSD operates an adult education program and three alternative schools for youth from the entire Mendocino coast: • Shelter Cove Community Day School (Grades 6-8; 360 instructional minutes/day) • Lighthouse Community Day School (Grades 9-12; 360 instructional minutes/day) • Noyo Continuation High School (Ages 16-18; 180 instructional minutes/day) All three schools provide highly structured, individualized instruction and limited support services that emphasize positive student behavior and academic progress toward a high school degree or equivalency certificate. A low student/teacher ratio permits extra support for students whose life experiences and behavior place them at serious risk of academic and/or societal failure. The 2007-08 Grand Jury found facilities and classrooms to be clean, well organized and free of debris or graffiti.

    ACSA Every Student Succeeding Program Student Story Archives 1996 Region 1 Monica Sanchez Red Bluff High, Red Bluff Union HSD Intelligent and sensitive, Monica Sanchez is a natural leader. Two years ago, she used her leadership skills to recruit and mold members of a local female gang. In the last year as a peer counselor and advisor, she used her influence to positively affect other girls, helping them to stay in school and out of trouble. Monica, a 1996 graduate of Red Bluff High School, is ACSA’s Every Student Succeeding Recognition program winner for Region 1. The program commends students for overcoming extraordinary odds to succeed in school and recognizes the educators who helped them. Monica’s support team included Red Bluff High principal Joe Pelanconi, associate principals Rick Prestwood and Bob Bryson, high school counselor Jose “Pep” Roa and Chico State University’s talent search counselor Doyle Lowry. At the beginning of high school, Monica was involved with a local Red Bluff gang whose members were in constant contact and conflict with young women from nearby Corning. Monica had no use for school. A community effort involving parents, law enforcement officers, probation officials and school staff helped Monica to change. The officials met with parents to help them understand gangs and convince them of the need to work together to help their children. And they met with students involved with gangs or at risk for joining them to show them positive alternatives. Red Bluff High staff, including Pelanconi, Prestwood, Bryson and Roa, met with Monica to discuss the need for her to make difference choices and to explain the consequences of her behavior.
