PROJECT INFORMATION 1. Project Location This Project directly addresses the priorities and recommendations contained in the Mendocino County Safe Routes to School Plan (April 2014) and the City of Ukiah Draft SRTS Plan. Both plans prioritize schools for infrastructure and non-infrastructure activities based on a range of indicators (e.g., history of collisions, number of intersections near the school, school enrollment, number of children living near the school, and connections to high speed roads). The Project focuses on five communities prioritized through the SRTS planning process. In each community, the Mendocino County Health and Human Services Agency (HHSA) will work with an elementary school partnered with a nearby high school. In addition to the criteria listed above, each community has been selected because of its commitment to SRTS programming. HHSA started working with three of these communities in 2012, helping them to test and demonstrate SRTS activities. The two other elementary schools, in the cities of Fort Bragg and Ukiah, have both demonstrated readiness for SRTS by participating in annual Walk and Bike to School events. The Project will build on this preliminary work to start up comprehensive SRTS programs in each community and generate school and community support that will continue long beyond grant funding. Table 1 below describes the location of each school (see Attachment B for Project Site Maps and Attachment I for Letters of Support). Table 1. School locations SCHOOL LOCATION DESCRIPTION Anderson Valley Elementary Anderson Valley Way is an arterial roadway paralleling State Route 12300 Anderson Valley Way (SR) 128. The school is located west of the Anderson Valley Boonville CA 95415 Way/Road 150B intersection. Anderson Valley Jr.-Sr. High The Junior-Senior High School is located on Mountain View Road 18200 Mountain View Road near its intersection with SR 128. Mountain View Road continues over Boonville CA 95415 the mountains to connect with SR 1 on the California Coast. Dana Gray Elementary Dana Gray Elementary (grades 3-5) is located on Chestnut Street near 1197 Chestnut Street its intersection with Dana Street on the south side of Fort Bragg. To Fort Bragg CA 95437 the west, Chestnut Street intersects with SR 1. To the west, Chestnut Fort Bragg CA 95437 Street intersects with SR 1. Laytonville Elementary/Middle Ramsey Road is a collector and the school pick-up/drop-off area. The 150 Ramsey Road site is bounded by Ramsey Road on the south, Willis Road on the Laytonville CA 95454 west, residential land to the north, and post office property to the east. Laytonville High Laytonville High is located on Branscomb Road near its intersection 250 Branscomb Road with US Highway 101, which is also Laytonville’s main street. Laytonville CA 95454 Branscomb Road connects 101 with SR 1 on the California Coast. Round Valley Elementary Round Valley Elementary is located at the intersection of Howard Foothill and Airport Streets Street and Airport Road. Howard, Airport, and Foothill Boulevard Covelo CA 95428 serve as the primary east-west arterials for the community of Covelo. Round Valley High Round Valley High is located on Howard Street at the point where it Howard and High Streets intersects with High Street. Howard Street also leads to the Covelo CA 95428 Elementary School. Frank Zeek Elementary Frank Zeek is located on North Bush Street near the busy four-way 1060 North Bush Street stop intersection of North Bush Street and Low Gap Road, which Ukiah CA 95482 leads to the high school. Ukiah High Ukiah High is located on Low Gap Road as it leads from Ukiah up 1000 Low Gap Road into the western foothills. The school is located near the cemetery and Ukiah CA 95482 the County Detention Center; there are no major cross streets. 2. Project Coordinates Table 2. Project Description This Project incorporates activities recommended in the Mendocino County SRTS Plan and the City of Ukiah Draft SRTS Plan (the City of Fort Bragg has not yet developed an SRTS Plan). The proposed activities are based on the unique needs and resources in each community. However, the project will remain flexible and respond to emerging needs in each community, to maximize the benefit of grant funds. The Project incorporates a range of activities in the five “E” categories that will make it safer, MENDOCINO COUNTY HHSA SRTS PROJECT PAGE 6 PART 2: Sections II, III, and IV (Pages 5 through 24 = 20 pages) easier, and more enjoyable for students to walk and bike to school—and more likely that they will do so. These activities are listed in Table 6 in Section IV-1A. 4. Project Status No CEQA or other review process is required for this Non-Infrastructure (NI) Project. In terms of educational materials, Mendocino County has just completed development of an SRTS Toolkit that will support schools in initiating SRTS programs. The City of Ukiah has developed walk-to-school maps and promotional bumper stickers; HHSA will replicate these materials for participating schools. III. SCREENING CRITERIA 1. Demonstrated Needs of the Applicant Need Statement. There are 1,609 students enrolled in the five target elementary schools, and 2,633 students enrolled in participating high schools, for a total of 4,242 direct and indirect beneficiaries. Hispanic students account for 41% of the elementary school enrollment, and 28% are English Language Learners. This diversity makes it imperative to deliver educational and encouragement activities for students and families in both Spanish and English. In some schools, Native American students account for as much as 66% of student enrollment, which makes it essential that cultural appropriateness and relevance be ensured for all activities. Poverty is endemic in these communities, and an average 77% of elementary students and 65% of high school students participate in Free and Reduced Price Meal Programs (FRPM).1 Details for each district are provided in Table 3 below.
