PLEDGE OF ALLEGIANCE ROLL CALL Present 5 - Commissioner Stan Miklose, Chair Teresa Rodriguez, Commissioner Curtis Bruchler, Commissioner Nancy Swithenbank, and Vice Chair Mark Hannon 1. APPROVAL OF MINUTES 1A. 17-532 Approve Minutes of September 27, 2017 A motion was made by Commissioner Hannon, seconded by Commissioner Bruchler, that these Minutes be approved. The motion was carried by the following vote: Aye: 5 - Commissioner Miklose, Chair Rodriguez, Commissioner Bruchler, Commissioner Swithenbank and Vice Chair Hannon 2. PUBLIC COMMENTS ON NON-AGENDA ITEMS None. 3. PUBLIC HEARINGS 3A. 17-536 Receive Report and Consider Adoption of a Resolution Requesting City Council to designate DRY SHED 4 as a Historic Landmark Director Jones began by describing the history of the Georgia Pacific Coastal Development Permit to demolish and remove Dry Shed 4, and explained the process to establish Dry Shed 4 with a Landmark historical designation. The resolution that Planning Commission passed at the previous meeting was not formally noticed as a Public Hearing and this is why this item is back to Planning Commission for a formal hearing to adopt a resolution designating Dry Shed 4 as a Historical Landmark. Commissioners asked clarifying questions regarding criteria to deem historical significance, difference between historic landmark vs. historic building, requirements of property owner to maintain structure, and procedure and timeline for various scenarios available to Commissioners on this topic. City of Fort Bragg Page 1 Printed on 11/3/2017 Planning Commission Meeting Minutes October 11, 2017 Chair Rodriguez opened the Public Hearing at 6:22 PM Dave Turner: Spoke in support of bringing the decision to designate Dry Shed 4 as Historical Landmark to City Council. Gabriel Maroney: Reminded Commissioners that this Item is back on the agenda due to a procedural issue and spoke in favor of passing resolution recommending City Council to consider Dry Shed 4 for Historic Landmark. Chair Rodriguez closed the Public Hearing at 6:26 PM Commissioner Hannon made a Motion to Adopt Resolution of the Planning Commission Recommending City Council to Consider Dry Shed 4 for Historic Landmark Designation. A second to the motion was not made and died. Commissioner Swithenbank made a motion Not to Consider Dry Shed 4 for Historic Landmark Designation, which was seconded by Commissioner Miklose. A motion was made by Commissioner Swithenbank, seconded by Commissioner Miklose,to not adopt Resolution of the Planning Commission recommending City Council to consider Dry Shed 4 for Historic Landmark Designation. The motion carried by the following vote: Aye: 3 - Commissioner Miklose, Commissioner Bruchler and Commissioner Swithenbank No: 2 - Chair Rodriguez and Vice Chair Hannon 4. CONDUCT OF BUSINESS 5. MATTERS FROM CHAIR/COMMISSIONERS/STAFF Director Jones announced that a Special Joint Meeting of City Council/Planning Commission will be held on Monday, October 13, 2017 to discuss the results of the Mill Site Reuse planningh workshops and survey. No action will be taken at this meeting, it is intended to be informational and Staff is looking for general direction. Commissioner Miklose requested that an update on recent projects that have been approved by Planning Commission, so they can be tracked and understood. Miklose also requested general training “workshops” for Commissioners to better understand ILUDC/CLUDC. Director Jones will bring Chapter 2, Commercial Zoning, as an oral report next meeting. Chair Rodriguez asked questions regarding the clean-up of Georgia Pacific Mill Pond. Director Jones recommended this Item be agendize as an informational Conduct of Business Item.
