    World Health Organization Expert Committee on Drug Dependence 41st ECDD, November 12th - 16th 2018 Critical -Review - Cannabis Plant and Cannabis Resin Dear Esteemed Members of the 41st Expert Committee, We are a coalition of Civil Society Organizations that advocate for regulatory, distributive and redistributive public policy reform for ​Cannabis. Due to the commitments of the 186 state parties of the 1961 Single Convention, ​Cannabis​ remains classified within many National policies as a drug having no accepted medical value. These policies have disproportionate health, safety and economic impacts on traditional ​Cannabis farming regions, which are global. According the United Nations Office on Drugs and Crime (UNODC), cannabis cultivation was reported by ​“145 countries (or 85 percent of countries reporting to UNODC) over the period 2010–2016, representing 94 percent of the world’s total population”​. (38)1 Cannabis cultivation was reported through direct indicators such as cultivation or eradication reporting; or indirect indicators including seizures and origin of seizures. North America accounted for roughly 39 percent of the global total of cannabis production. South America, Central America and the Caribbean accounted for nearly 23 percent, whereas Africa, Asia, Europe and Oceania account for roughly 38 percent of cannabis production. The place was packed with only a Notes few empty seats available. The atmosphere was uplifting and exciting, from From the tablecloths on the tables, the crystal chandelier that hangs above the dance The Editor floor, to the brightness of the room from the wall of windows. The room had a sense of coziness and warmth that makes you sit back and think, “This is nice”. Jazz singer, Laura D, the first of many new entertainers this year, was I don’t know about anyone else, but I am incredible. Looking forward to hearing her again.     AT 290 MESSAGE CENTER FALL EDITION SEPTEMBER 20 04 Notes from the Editor: Ray Smith For many of the past months in 2004, Alfred Roxburgh (CN-289), Jay Puckett (the son of a now- deceased past member of L-290), and myself (M/C Editor Ray Smith) have been engaged in compiling a name and organization listing of 75 th post-WW2 deceased. Our objective for this seemingly morbid task has been to establish a database, which when coupled with a current Association Roster, might provide helpful responses to queries regarding whether and how a given family might track the war histories of its departed 75 th loved one. We began and have pursued this task mainly be scanning the "Taps" columns and other news items printed in past issues of the 75 th Association's " Bulgebusters " newsletter. But we also used any other sources that became available to us during the course of the search. However, archived copies of the BB available to us were limited to issues published from about 1965 or later. Thus, if any of you have earlier ones, we could sure use any information they might report about deceased comrades, their names, the organization to which they belonged, date of decease, and the source of the information (e.g., the date of the BB). You can send such information to AL or me or even directly to Jay Puckett at the addresses listed on page 7. Unfortunately, we have been unable to interest and thereby enlist the help of the 75th Association's present secretariat, a resident of Indianapolis.
