They are confined to a brief period of great excitement in Baltimore, viz, after the riot of April 19, 1861, when Federal troops were attacked by the mob while being marched through the City streets, up to May 13th of that year, when General Butler, with a large body of troops occupied Federal Hill, after which Baltimore was substantially under control of the 1 Some months before his death in 1942 the late Charles McHenry Howard (a grandson of Charles Howard, president of the Board of Police in 1861) placed the papers here printed in the Editor's hands for examination, and offered to write an introduction if the Committee on Publications found them acceptable for the Magazine. Owing to the extraordinary events related and the revelation of an episode unknown in Baltimore history, Mr. Howard's proposal was promptly accepted. -

Berlin thought that a great chasm exists between “those, on one side, who relate everything to a single central vision, one system … a single, universal organizing principle … and, on the other side, those who pursue many ends, often unrelated and even contradictory, connected, if at all, only in some de facto way … related by no moral or aesthetic principle.” The hedgehog, then, is holistic, the fox pragmatic. In Berlin’s taxonomy, Plato is a hedgehog, Ar- istotle a fox, and Tolstoi a fox who wants to be a hedgehog. As the author of an important biography of Karl Marx, an arch-hedgehog if ever there was one, Berlin might well have extended his analysis to economists. Their thinking reflects the same temperamental split. Louis Kelso was a hedgehog. As a political economist and visionary social thinker, he knew one big thing—an overarchingly momentous thing that illuminates the social landscape like flashes of summer lightning, a transformational big thing that generations of economists, with one possible ex- ception, Jean Baptiste Say, had inexplicably overlooked. -

LEARNING, REPLICATING AND SCALING UP FROM BEST INNOVATION From Northern Highlands to Central Coast and Central Highlands in Vietnam, from the majority Kinh and other ethnic minority groups, over 40 local participants took part in a Learning Route organized by IFAD Vietnam and Procasur between July 21st and 27th, 2013. The Learning Route is a field-training process, thematically organized around experien- ces, case studies and practices of rural and local development, in order to facilitate the adaptation and scaling-up of inventive experiences in poverty reduction. The first Learning Route in Vietnam was called “Strengthening Farmers’ Organization, Sustainable Business Models and Public Private Partnership in Agriculture”. It was built around innovative models implemented by two IFAD financed projects in Vietnam’s central provinces of Quang Binh and Ha Tinh. The Learning Route was pro- jected as a knowledge management and capacity building tool to replicate and scale up best practices and innovations. It got strong interest from local media, resulting in extensive coverage by Vietnam News Agency, National Radio “Voice of Vietnam”, local TV stations and many other channels. These are the voices of the Route participants on what they have learned and about the positive changes they plan on making after this exciting journey. They may be a farmer from Dak Nong who is interested in starting a common interest group on clean vege- tables, a chairwoman of a cooperative wishing to bamboo handicraft in her own area to create more jobs and income for women to a district agriculture officer planning to target better linkages for value chains in Ninh Thuan. -

Heterodoxy is a term that may be used in contrast with orthodoxy in schools of economic thought or methodologies, that may be beyond neoclassical economics.[1][2] Heterodoxy is an umbrella term that can cover various schools of thought or theories. These might for example include institutional, evolutionary, Georgist, Austrian, feminist,[3] social, post-Keynesian (not to be confused with New Keynesian),[2] ecological, Marxian, socialist and anarchist economics, among others.[4] Economics may be called orthodox or conventional economics by its critics.[5] Alternatively, mainstream economics deals with the "rationality–individualism– equilibrium nexus" and heterodox economics is more "radical" in dealing with the "institutions–history–social structure nexus".[6] Many economists dismiss heterodox economics as "fringe" and "irrelevant",[7] with little or no influence on the vast majority of academic mainstream economists in the English-speaking world. A recent review documented several prominent groups of heterodox economists since at least the 1990s as working together with a resulting increase in coherence across different constituents.[2] Along these lines, the International Confederation of Associations for Pluralism in Economics (ICAPE) does not define "heterodox economics" and has avoided defining its scope. His greatest challenge, however, may be overcoming a prevailing ignorance or misunderstanding of the basic moral principles that make lasting, systemic solutions possible. As taught in academia, then embodied in law and promulgated by the media, there is an unquestioned assumption that capitalism and socialism (or some amalgam of the two) are the only possible arrangements of the social and economic order. Neither system, however, empowers and liberates every person within it. Both systems are structured to concentrate opportunity, ownership, and power in a few hands—whether in private hands (as in capitalism), or in the State (as in socialism). Such concentration inevitably breeds poverty, corruption, and conflict. What few academics, politicians, or media gurus have considered seriously is whether there can be a moral and truly democratic alternative—a “Just Third Way”—that transcends both capitalism and socialism. If such an alternative is conceivable, what are its principles for restructuring the economic system? How could the system itself help close the wealth and income gap—without depriving anyone of their wealth and property rights? What are its means for empowering economically each person through equal opportunity, and access to the means of acquiring and possessing income-producing wealth? A Question of Power and Justice Power is essential because people need power to be able to exercise their natural rights, especially life, liberty, and property. -
