One of the foundational papers in extratropical cyclone structure by Jakob Bjerknes was published in 1919, leading to what is now known as the Norwegian cyclone model. Also that year, a series of meetings was held that led to the formation of organizations that promoted the in- ternational collaboration and scientific exchange required for extratropical cyclone research, which by necessity involves spatial scales spanning national borders.

The total loss of life has only now been revealed, following research into archived material. Historian Hilary Healey has researched the incident and uncovered details of the deaths, which reveal the body count to be much more than the four believed to have perished. In Fosdyke, a servant girl of farmer Mr Birkett found herself surrounded by the sea in a pasture while milking cows and was washed away. Also in Fosdyke, an elderly woman in the course of the night was washed out of an upper window of her cottage and drowned. At Fishtoft, Mr Smith Jessop, a farmer's son, was drowned while trying to rescue some of his father's sheep. Accounts of the flood are few, but the Stamford Mercury recorded some inquests which may have been held at Boston court. These included a youth, William Green, about 16 years old, who drowned at Fishtoft, another unidentified boy, thought to have been from a fishing boat called the Amber Blay, and John Jackson and William Black, also from a wrecked vessel. Inquests were also held into the deaths of two women from Fosdyke, Esther Tunnard and Ann Burton, drowned by the flood inundating their cottages (one of them may have been the person referred to above).

    Storm Alex and heavy rain 2 to 4 October 2020 Storm Alex1 marked an emphatic transition to unsettled autumnal weather across the UK. Alex brought stormy conditions with strong winds to the southern half of the UK and the Channel Islands on 2 October 2020, with associated fronts bringing prolonged and widespread heavy rain on 3rd to 4th. Parts of central southern England and eastern Scotland recorded totals of 100mm or more in the first four days of the month, and on 3 October many weather stations recorded their wettest October day on record. The extensive nature of the rain resulted in the UK receiving 31.7mm as an area-average for the rain-day 3 October 2020, making this the UK’s wettest day on record in a daily series back to 1891. Impacts The strong winds and heavy rain brought some impacts and travel disruption, while large waves affected parts of the south coast exposed to the east – for example at Swanage (Dorset). There were temporary power cuts in several areas, including the Isle of Wight, Portsmouth, Southampton, Devon, Cornwall, towns east of Reading and parts of west London. However, although storm Alex and subsequent fronts brought widespread heavy rain, flooding impacts were relatively limited; mitigating factors are likely to have included the dry state of ground prior to storm Alex (most of the UK recording below-average rainfall in September) and the steady nature of the rainfall, with an absence of intense rain-bands embedded in the frontal rain. As it moved south- east into the continent, storm Alex brought extreme flooding to parts of south-east France and north-west Italy, with dozens of houses destroyed, roads washed away, and several fatalities reported.

    HAMPTON ROADS HAZARD MITIGATION PLAN HAZARD IDENTIFICATION AND ANALYSIS 2017 UPDATE The hazards significantly affecting the region, as determined by the planning group during the process outlined in Section 2, were updated with current hazard history information from several sources, including the National Climatic Data Center (NCDC), National Oceanic and Atmospheric Administration (NOAA) Hurricane Tracks, National Weather Service (NWS), and the Commonwealth of Virginia, 2013 Hazard Mitigation Plan. INTRODUCTION This section of the Plan describes the hazards that threaten the Hampton Roads region and provides general background information, local data (e.g., the location and spatial extent), and historical occurences for each hazard. This section also presents best available data regarding notable historical damages within the region. The natural hazards discussed in this section are as follows: FLOODING SEA LEVEL RISE AND LAND SUBSIDENCE TROPICAL/COASTAL STORM SHORELINE EROSION TORNADO WINTER STORM EARTHQUAKE WILDFIRE DROUGHT EXTREME HEAT HAZARDOUS MATERIALS INCIDENT As stated in Section 2, the committee reviewed and discussed manmade (or man-influenced) and technological hazard planning as it was incorporated into the existing plans. The Committee agreed to focus this plan on natural hazards. The exception was Hazardous Materials Incidents, which the Committee determined has enough overlap with natural hazards to warrant consideration as part of the Plan. The committee also discussed Lightning and Tsunamis, two hazards included in previous plans. While the group acknowledged that Lightning is a natural hazard that can affect the Hampton Roads region and that there is a history of occurrence, there is no widespread risk to lives, structures and infrastructure from Lightning and thus the group determined it should be excluded from the plan update.
