The HRO is now focused on the three fields of food, energy and communities under the second midterm plan, which began in 2015, and utilizes its accumulated technologies and expertise while demonstrating its collective strengths in various fields to promote research on fundamental technologies that enhance the basic value of the technologies owned by Hokkaido industries and the effectiveness of administrative policies. Calkins Professor of International Business Emeritus Columbia Business School The Century Marina Hakodate Hotel and Spa is a top-class hotel centrally located in downtown Hakodate overlooking the port and Hakodate Bay. The hotel is one of four, all in Hokkaido, belonging to the parent company Sapporo Kokusai Kanko KK. Hakodate, with a population of about 260,000, has been steadily losing residents since the early 1980s. It has an interesting history. Serious attempts at settlement by Japanese began in the mid 15th century, but Ainu largely retained control of the area. Then in 1789, the Tokugawa took direct control, and the Hakodate area became a base for deep-sea fishing and whaling. When the Tokugawa government signed an agreement with US Commodore Matthew Perry to open Japan in 1854, Hakodate became one of the initial two treaty ports, and Perry’s squadron visited the city. Subsequently, a residential area was established for foreigners, including Western missionaries. To serve the Christian community, a number of churches were established, clustered in what is now the Motomachi district, which lies adjacent to the port area at the foot of Mt Hakodate, about a 1.5 miles from Hakodate Station. These include a Russian Orthodox church (1859; the current, 1916, building is known as Gan-Gan Dera (Ding-dong Temple) because of its bell's distinctive sound and is an Important Cultural Property); a Roman Catholic cathedral (1877, rebuilt 1923); St John’s (Episcopal) church (1874, current building 1979); and a protestant church founded by an American missionary (1874, rebuilt 1931).

    Japanese Cranes by Kushiro The Japanese Tea Ceremony usually takes place in a traditional Japanese tatami room. Obihiro, Japan is located on the northernmost island of Japan, called Hokkaido . Students are flown to Chitose Airport in Sapporo , where they will usually spend the night in a hotel before traveling by bus to Obihiro to meet with homestays. Sometimes air travel takes them to Tokyo for an overnight stay before flying to Hokkaido. The bus ride itself takes about two and a half hours. They also may take a train from Sapporo to Obihiro. The city of Kushiro , east of Obihiro, also has a relationship with Seward, being our “Port Sister City.” Hokkaido is known for its cool summers (which attract many tourists from other parts of Japan) and icy winters. The average August temperature is around 22°C (72°F), while the average January temperature ranges from −12°C to −4°C (10°F to 25°F) depending on elevation and latitude. The island tends to see isolated snowstorms that develop long-lasting snowbanks, in contrast to the constant flurries seen in the Hokuriku region. During the winter, passage through the Sea of Okhotsk is often complicated by large ice floes broken loose from the Kamchatka Peninsula. Combined with high winds that occur during winter, this brings air travel and maritime activity almost to a halt on the northern coast of Hokkaido. It is Hokkaido's climate that has made it such a popular place for tourists from countries such as Australia. The other advantage is the ski season in Hokkaido is at the opposite time of year to that in Australia.

    Profile of Kushiro K U S H I R O EBINA Hiroya Mayor, City of Kushiro Located against the Pacific coastline on the eastern side of Hokkaido, Kushiro City is blessed with valuable and beautiful nature, including the two national parks of Akan-Mashu and Kushiro-Shitsugen, where Japanese cranes and marimo (algae balls) of Lake Akan, both Special Natural Monuments of Japan, can also be found. The maximum summer temperature is around 20℃, making the city suitable for long-term stays to avoid the summer heat elsewhere. Kushiro City has developed as a production area centered on the primary industries of fisheries (boasting one of the largest catches in Japan); forestry based on abundant forest resources; and dairy, livestock, and other farming in the hinterland. In addition, there are the secondary industries of large-scale food and pharmaceutical plants, paper mills, and Japan’s only active underground coal mine. We wish to pass the strengths we have cultivated as a production city to the next generation. These include our rich natural environment and diverse cultures, as well as the charm and value of Kushiro, which has developed as the base of eastern Hokkaido. With this intention, we stride forward with the slogan, “Connection Between the City, People and the Future – The Hub City of Eastern Hokkaido, City Emblem The star shape refers to the North Star and the circle in the center represents a bracelet. The kanji (Chinese character) for “Ku” means bracelet. The emblem shows that Kushiro is surrounded by the North Star, which is the symbol of Hokkaido.
