Para ello fue necesario analizar el rol de los organismos electorales, en el marco de un proceso de elecciones dirigido por el Sistema Electoral. Para realizar la presente investigación se tomó como unidad de estudio a la población del centro poblado de San Isidro, distrito de La Joya, provincia y departamento de Arequipa, por ser el mas representativo de la provincia (mayor población y extensión territorial). El tipo de investigación fue documental a nivel descriptiva y explicativa, habiéndose aplicado un cuestionario a la población de San Isidro y una entrevista al ex Secretario General del Jurado Nacional de Elecciones, Dr. Roque Augusto Bravo Basaldúa, especialista en materia electoral. Asimismo, también se tuvo acceso a los resultados del proceso de elecciones de autoridades municipales de San Isidro, del 2016. Los resultados mas saltantes mostraron la siguiente situación: En el centro poblado de San Isidro el 78% de la población considera que los organismos electorales deberían de participar en sus procesos de elección de autoridades municipales. Ante la interrogante, de si la municipalidad provincial cuenta con las herramientas para brindar las garantías electorales al proceso, se tiene que el 61% respondió negativamente. Respecto, a si el Comité Electoral requiere de supervisión durante la realización del proceso electoral, el 86% de la población respondió que esta es necesaria. En cuanto, al padrón electoral, el 43% de la población considera que este siempre tiene errores y el 42% que a veces. En cuanto a la actuación de la Municipalidad Provincial de Arequipa, se aprecia que esta cumplió solo con el 16% de las reglas establecidas para llevar a cabo el proceso electoral. Sobre la entrevista, se observa que está también tuvo como resultado que es necesario integrar al Sistema Electoral en las elecciones de los centros poblados por ser una labor compleja y especializada. Así, los resultados permitieron comprobar la hipótesis de la investigación que afirma que la Ley N.º 28440, contiene deficiencias que inciden negativamente en la vigencia del derecho de participación ciudadana, por lo que es necesaria la integración del Sistema Electoral en cada una de las etapas del proceso de elección de autoridades municipales de centros poblados. Este contexto brindó un marco adecuado para proponer un modelo de elecciones de autoridades municipales de centros poblados uniforme a nivel nacional, que a su vez respete los lineamientos electorales vigentes, en todo tipo de unidad territorial. This process is regulated by the Law Nº 28440, Law of Elections of Municipal Authorities of Rural Communities. In order to do so, it was necessary to analyze the role of electoral bodies, within the framework of an election process led by the Electoral System.

Luis Felipe Zegarra* Abstract This paper analyzes the evolution and main features of the railway system of Peru in the 19th and early 20th centuries. From mid-19th century railroads were considered a promise for achieving progress. Several railroads were then built in Peru, especially in 1850-75 and in 1910-30. With the construction of railroads, Peruvians saved time in travelling and carrying freight. The faster service of railroads did not necessarily come at the cost of higher passenger fares and freight rates. Fares and rates were lower for railroads than for mules, especially for long distances. However, for some routes (especially for short distances with many curves), the traditional system of llamas remained as the lowest pecuniary cost (but also slowest) mode of transportation. As a result of that project phase, it has been possible to develop a new flora and fauna ecosystem of considerable significance and the future outlook of nearly one million hectares in this Peruvian coastal ecosystem has been improved by contributing not only to the socioeconomic development of the region but also to carbon sequestration, increasing CO2 storage levels from 0 to an average 8-10 Mt/ha/year. This is fully consistent with the concepts and strategies of climate change mitigation and rehabilitation of degraded forest lands. This project will be implemented in the Department of Arequipa, Province of Camaná, in Southern Peru. Given its ecological, environmental and socioeconomic conditions, this region is highly significant and representative of tropical semi-arid or sub-humid areas in Peru, where social, economic and environmental alternatives need to be adjusted to the shortage of water for both irrigation and human consumption, so as to generate economic income to help improve the living standards of the rural population.

Current activity of tectonic processes related to the subduction of the Nazca plate beneath the South American Plate exposed the geological heritage within study area. Well- developed tectonic structures present high scientific values. The volcanic landforms in the Valley of the Volcanoes and around the Colca Canyon include lava flows, scoria cones and small lava domes. They represent natural phenomena which gained recognition among tourists, scientists and local people. Studies performed by the Polish Scientific Expedition to Peru since 2003 recognized in area of Colca Canyon and Valley of the Volcanoes high geodiversity, potential for geoturism but also requirements for protectection. The idea of creating geopark gained recently the approval of regional and local authorities with support from the local National Geological Survey (INGEMMET). The Geopark Colca and Volcanoes of Andagua would strengthen the relatively poor system of the protected areas in the Arequipa department, increasing the touristic attractiveness and determine constraints for sustained regional development.

The departments of Arequipa, Ayacucho, Moquegua and Tacna were the most affected by the earthquake. There were 77 people who lost their lives, 2,713 injured, 68 missing, and at least 213,430 persons affected. In addition, it is estimated that 80,000 dwellings were damaged or destroyed. The impact of the earthquake on the community level was devastating, especially because of the numerous adobe buildings. The earthquake also damaged 2,000 hectares of cropland in the coastal province of Camaná used primarily to cultivate onion, squash, potato, corn, wheat and beans. These families also lost their houses and belongings as a tidal wave swept away their community. The original LAPE-12 Appeal was issued on 2 July with a revision on 6 July.     PERU CCPR DECLARATION RE: ARTICLE 41 9 April 1984 Peru recognizes the competence of the Human Rights Committee to receive and consider communications to the effect that a State Party claims that another State Party is not fulfilling its obligations under the Covenant on Civil and Political Rights, in accordance with article 41 of the said Covenant. DEROGATIONS: NOTIFICATIONS UNDER ARTICLE 4 (3) OF THE COVENANT 22 March 1983 (Dated 18 March 1983) First notification: The Government has declared the extension of the state of emergency in the provinces of Huanta, La Mar, Cangallo, Victor Fajardo y Huamanga, in the Department of Ayacucho, Andahuaylas in the Department of Apurímac, and Angaraes, Tayacaja and Acobamba in the Department of Huancavelica and for a period of 60 days from the date of the issue of the Supreme Decree No. 003-83-IN of 25 February 1983. Suspension of the constitutional guarantees provided for in paragraphs 7, 9, 10 and 20 (g) of article 2 of the Political Constitution of Peru, which relate to the inviolability of the home, liberty of movement in the national territory, the right of peaceful assembly and the right to liberty and security of person. In a communication received by the Secretary-General on 4 April 1983, the Government of Peru specified that the state of emergency extended by Supreme Decree No. 003-83-IN of 25 February 1983 was originally proclaimed by Supreme Decree No. 026-81-IN of 12 October 1981. It further specified that the provisions of the Covenant from which it was derogated by reason of the proclamation of the state of emergency were articles 9, 12, 17 and 21.

NUMBER 2 028 MAY 8, 196I Birds of the Western Slope of the Andes of Peru1 BY MARIA KOEPCKE2 INTRODUCTION During the ecological and zoogeographical studies that I undertook with my husband, H.-W. Koepcke, in the course of nine years on the western side ofthe Peruvian Andes, I observed that a considerable num- ber of birds have a more extensive distribution than had been known heretofore. It had not been perceived that several life zones ofnorthwest- ern Peru and western Ecuador, with their special biotopes, extend along the western slope of the Andes to middle Peru and beyond. The most interesting findings seem to be that the humid division of the temperate zone described by Chapman (1926) for Ecuador and northwestern Peru extends at least to middle Peru, split into a chain of "insular woods" (M. Koepcke, 1954, 1957, 1958; H.-W. Koepcke, 1958, and MS), and, moreover, the fact that we find in middle Peru, in the lower part of the western Andean slope, the southernmost patches of forest composed of trees which shed their leaves during the dry season. I have included a few observations on birds of the ocean shores and on migratory birds. I found further novelties in relation to distribution during a revision of Peruvian birds in the American Museum of Natural History in New 'Taxonomical and faunal bases for the ecological-zoogeographical studies of H.-W. and M. Koepcke, No. 27, with support from the Deutsche Forschungsgemeinschaft, Bad Godes- berg, Germany.

Since then social and environmental conflicts between local communities and the extractive industry, particularly mining corporations, have multiplied resulting in violent clashes and a shared perception that the state is not guaranteeing people's rights. At the crossroads of the struggle between mining corporations and local communities lay different ways of living and relating to nature. This research concerns water conflict in an urban mining setting. More precisely, this research critically analyzes water conflict in the city of Arequipa as a backdrop for revealing what water injustices look like on the ground. With one million inhabitants, Arequipa is the second largest city in Peru. Arequipa is also home to the third largest copper mine in Peru. On June 2006, social organizations and political authorities marched in protest of the copper mine's acquisition of additional water rights and its use of a tax exemption program. In the aftermath of large protests, the conflict was resolved through a multi-actor negotiation in which the mine became, through a public-private partnership, co-provider of urban water services. Through a unique interdisciplinary theoretical approach and grounded on ethnographic methods I attempt to expose the complexity of water injustice in this particular case.

Its historic downtown was declared a World Heritage site by UNESCO in 1991, yet it is much more than this illustrious title –a very vibrant and interesting place to visit. Lima is also a city of fascinating museums that exhibit treasures that were uncovered at archeological sites from fascinating pre-Hispanic cultures. Then again, there is also the district of 4 G.
