The Philippine Diaspora Major Waves of Migration The Philippines is a country with a long and vibrant history of emigration. In 2006 the country celebrated the centennial of the first surge of Filipinos to the United States in the very early 20th Century. Since then, there have been three somewhat distinct waves of migration. The first wave began when sugar workers from the Ilocos Region in Northern Philippines went to work for the Hawaii Sugar Planters Association in 1906 and continued through 1929. Even today, an overwhelming majority of the Filipinos in Hawaii are from the Ilocos Region. After a union strike in 1924, many Filipinos were banned in Hawaii and migrant labor shifted to the U.S. mainland (Vera Cruz 1994). Thousands of Filipino farm workers sailed to California and other states. Between 1906 and 1930 there were 120,000 Filipinos working in the United States. The Filipinos were at a great advantage because, as residents of an American colony, they were regarded as U.S. nationals. However, with the passage of the Tydings-McDuffie Act of 1934, which officially proclaimed Philippine independence from U.S. rule, all Filipinos in the United States were reclassified as aliens. The Great Depression of 1929 slowed Filipino migration to the United States, and Filipinos sought jobs in other parts of the world. -

For further information contact the UOW Library: [email protected] Industrial relations changes in the Maldives: Critical events and actors Abstract This paper analyses recent changes in the industrial relations (IR) system in the Maldives. Critical incidents were compiled from interview and document data and analysed using a quasi-grounded theory approach. The analysis shows that, precipitated by the political events of September 2003, profound democratic and IR changes took place, including the emergence of new IR actors and institutions. However, the outcomes of these profound changes were short-lived, reverting to old undemocratic practices and arrangements. The paper highlights the reasons why democratic change occurred as it did in the Maldives and why it reversed. Historically cautious of extra-regional powers engaging in military and strategic activities in its Indian Ocean ‘backyard’, India has claimed a dominant role in terms of managing regional maritime boundaries. Located ‘barely 70 nautical miles away from Minicoy and 300 nautical miles away from India’s West coast, [and within] the hub of commercial sea‐lanes running through Indian Ocean (particularly the 8° N and 1 ½° N channels),’(Ministry of External Affairs, 2019a, p. 1) the Maldives occupies a critical strategic position in South Asia. A history of friendly ties and geographic proximity have ensured political trust, economic cooperation and coherent strategic polices between the two. MALDIVES 2019 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The Republic of Maldives is a multiparty constitutional democracy. In September 2018 voters elected Ibrahim Mohamed Solih president. Observers considered the election mostly free and fair despite a flawed pre-election process, which was overseen by the former administration. Parliamentary elections held on April 6 were well administered and transparent according to local and international observers. Maldives Police Service (MPS) is responsible for internal security and reports to the Ministry of Home Affairs. Maldives National Defence Force (MNDF) is responsible for external security and disaster relief and reports to the Ministry of Defence. Civilian authorities maintained effective control over the security forces. Significant human rights issues included: allegations of torture by government authorities; significant problems with the independence of the judiciary; trafficking in persons; criminalization of same-sex sexual conduct; and the lack of a legal framework recognizing independent trade unions. The government took some steps to investigate officials who committed human rights abuses, including enforced disappearances, and established investigative commissions. Section 1. Respect for the Integrity of the Person, Including Freedom from: a. Arbitrary Deprivation of Life and Other Unlawful or Politically Motivated Killings There were no reports that the government or its agents committed arbitrary or unlawful killings. b. Disappearance There were no reports of disappearances by or on behalf of government authorities. The government took steps to investigate disappearances reported in previous years. MALDIVES 2 On September 1, the Presidential Commission on Deaths and Disappearances shared preliminary results from its investigation into the 2014 disappearance of reporter Ahmed Rilwan, noting that evidence indicated Rilwan was killed on a vessel at sea following his abduction. -
