The Philippine Diaspora Major Waves of Migration The Philippines is a country with a long and vibrant history of emigration. In 2006 the country celebrated the centennial of the first surge of Filipinos to the United States in the very early 20th Century. Since then, there have been three somewhat distinct waves of migration. The first wave began when sugar workers from the Ilocos Region in Northern Philippines went to work for the Hawaii Sugar Planters Association in 1906 and continued through 1929. Even today, an overwhelming majority of the Filipinos in Hawaii are from the Ilocos Region. After a union strike in 1924, many Filipinos were banned in Hawaii and migrant labor shifted to the U.S. mainland (Vera Cruz 1994). Thousands of Filipino farm workers sailed to California and other states. Between 1906 and 1930 there were 120,000 Filipinos working in the United States. The Filipinos were at a great advantage because, as residents of an American colony, they were regarded as U.S. nationals. However, with the passage of the Tydings-McDuffie Act of 1934, which officially proclaimed Philippine independence from U.S. rule, all Filipinos in the United States were reclassified as aliens. The Great Depression of 1929 slowed Filipino migration to the United States, and Filipinos sought jobs in other parts of the world. -

For example governments play a major role in establishing tax rates, social, economic and environmental goals. The impact of economic and politics are not only limited from one's government, different perspectives and region of the globe are now closely linked imposing ideology and happily toppling down cultural threat to their interests. According to Žižek (2008) violence is not solely something that enforces harm or to an individual or community by a clear subject that is responsible for the violence. Violence comes also in what he considered as objective violence, without a clear agent responsible for the violence. Objective violence is caused by the smooth functioning of our economic and political systems. It is invisible and inherent to what is considered as normal state of things. Objective violence is considered as the background for the explosion of the subjective violence. It fore into the scene of perceptibility as a result of multifaceted struggle. It is evident that economic growth was as much a consequence of political organization as of conditions in the economy. -

Paradiplomacy and its Constraints in a Quasi-Federal System – A Case Study of Hong Kong SAR and its Implications to Chinese Foreign Policy Wai-shun Wilson CHAN ([email protected]) Introduction Thank for the Umbrella Movement in 2014, Hong Kong has once again become the focal point of international media. Apart from focusing the tensions built among the government, the pro-Beijing camp and the protestors on the pathway and the pace for local democratization, some media reports have linked the movement with the Tiananmen Incident, and serves as a testing case whether “One Country, Two Systems” could be uphold under the new Xin Jinping leadership.1 While academics and commentators in Hong Kong and overseas tend to evaluate the proposition from increasing presence of Beijing in domestic politics and the decline of freedoms and rights enjoyed by civil society,2 little evaluation is conducted from the perspective of the external autonomy enjoyed by Hong Kong under “One Country, Two Systems”. In fact, the Sino-British Joint Declaration and the subsequent Basic Law have defined and elaborated the scope of Hong Kong’s autonomy in conducting external relations ‘with states, regions and relevant international organizations.’ 3 It is therefore tempted to suggest that the external autonomy enjoyed by Hong Kong SAR Government serves as the other pillar of “One Country, Two Systems”, giving an unique identity of Hong Kong in global politics which may be different from that possessed by mainland China. Though officially “One Country, Two Systems” practiced in Hong Kong (and Macao) is not recognized by Beijing as a federal arrangement between the Central People’s Government and Hong Kong SAR Government, the internal and external autonomy stipulated in the Basic Law gives Hong Kong similar, to some extent even more, power as a typical federated unit. -

The Ministry of Foreign Affairs of the People's Republic of China shall establish an office in Hong Kong to deal with foreign affairs. The Central People's Government authorizes the Hong Kong Special Administrative Region to conduct relevant external affairs on its own in accordance with this Law. Representatives of the Government of the Hong Kong Special Administrative Region may, as members of delegations of the Government of the People's Republic of China, participate in negotiations at the diplomatic level directly affecting the Region conducted by the Central People's Government. The Hong Kong Special Administrative Region may on its own, using the name ""Hong Kong, China "", maintain and develop relations and conclude and implement agreements with foreign states and regions and relevant international organizations in the appropriate fields, including the economic, trade, financial and monetary, shipping, communications, tourism, cultural and sports fields. New Year‟s Celebration 2013 20th CENTURY ENDS ANKIND yesterday stood on the threshold of a new millennium, linked by satellite technology for the most closely watched midnight in history. M The millennium watch was kept all over the world, from a sprinkle of South Pacific islands to the skyscrapers of the Americas, across the pyramids, the Parthenon and the temples of Angkor Wat. Manila Archbishop Luis Antonio Cardinal Tagle said Filipinos should greet 2013 with ''great joy'' and ''anticipation.'' ''The year 2013 is not about Y2K, the end of the world or the biggest party of a lifetime,'' he said. ''It is about J2K13, Jesus 2013, the Jubilee 2013 and Joy to the World 2013. It is about 2013 years of Christ's loving presence in the world.'' The world celebration was tempered, however, by unease over Earth's vulnerability to terrorism and its dependence on computer technology. The excitement was typified by the Pacific archipelago nation of Kiribati, so eager to be first to see the millennium that it actually shifted its portion of the international dateline two hours east. The caution was exemplified by Seattle, which canceled its New Year's party for fear of terrorism. In the Philippines, President Benigno Aquino III is bracing for a “tough” new year. At the same time, he called on Filipinos to pray for global peace and brotherhood and to work as one in facing the challenges of the 21st century. Mr. Estrada and at least one Cabinet official said the impending oil price increase, an expected P60- billion budget deficit, and the public opposition to amending the Constitution to allow unbridled foreign investments would make it a difficult time for the Estrada presidency.
