Introduction In the past year al Qaeda has suffered a series of staggering blows that have severely damaged the group and will irrevocably alter the way it operates. Last spring, Osama bin Laden was killed in a dramatic raid on his compound in Pakistan, followed by strikes on a number of other prominent al Qaeda leaders, including Anwar al-Awlaki in Yemen, Atiyah Abd al-Rahman in Pakistan, and Fazul Abdullah Mohammed in Somalia, among others1. Further, al Qaeda was caught off-guard by the “Arab Spring” revolutions that broke out across the Middle East and North Africa. These revolutions have since succeeded in toppling several regional strongmen, an avowed goal of al Qaeda that it has been unable to accomplish through terrorism. With al Qaeda’s leaders on the defensive and the efficacy of its ideology threatened by a new generation of political activists, many policymakers are increasingly questioning the future of the group2. -
Al Shabaab's American Recruits
Al Shabaab’s American Recruits Updated: February, 2015 A wave of Americans traveling to Somalia to fight with Al Shabaab, an Al Qaeda-linked terrorist group, was described by the FBI as one of the "highest priorities in anti-terrorism." Americans began traveling to Somalia to join Al Shabaab in 2007, around the time the group stepped up its insurgency against Somalia's transitional government and its Ethiopian supporters, who have since withdrawn. At least 50 U.S. citizens and permanent residents are believed to have joined or attempted to join or aid the group since that time. The number of Americans joining Al Shabaab began to decline in 2012, and by 2014, the Islamic State of Iraq and Syria (ISIS) replaced Al Shabaab as the terrorist group of choice for U.S. recruits. However, there continue to be new cases of Americans attempting to join or aid Al Shabaab. These Americans have received weapons training alongside recruits from other countries, including Britain, Australia, Sweden and Canada, and have used the training to fight against Ethiopian forces, African Union troops and the internationally-supported Transitional Federal Government in Somalia, according to court documents. Most of the American men training with Al Shabaab are believed to have been radicalized in the U.S., especially in Minneapolis, according to U.S. officials. The FBI alleges that these young men have been recruited by Al Shabaab both on the Internet and in person. One such recruit from Minneapolis, 22-year-old Abidsalan Hussein Ali, was one of two suicide bombers who attacked African Union troops on October 29, 2011. -

Pakistan’s ‘Mainstreaming’ Jihadis Vinay Kaura, Aparna Pande The emergence of the religious right-wing as a formidable political force in Pakistan seems to be an outcome of direct and indirect patron- age of the dominant military over the years. Ever since the creation of the Islamic Republic of Pakistan in 1947, the military establishment has formed a quasi alliance with the conservative religious elements who define a strongly Islamic identity for the country. The alliance has provided Islamism with regional perspectives and encouraged it to exploit the concept of jihad. This trend found its most obvious man- ifestation through the Afghan War. Due to the centrality of Islam in Pakistan’s national identity, secular leaders and groups find it extreme- ly difficult to create a national consensus against groups that describe themselves as soldiers of Islam. Using two case studies, the article ar- gues that political survival of both the military and the radical Islamist parties is based on their tacit understanding. It contends that without de-radicalisation of jihadis, the efforts to ‘mainstream’ them through the electoral process have huge implications for Pakistan’s political sys- tem as well as for prospects of regional peace. C. M. Naim A Respite to and from Fatwas, please. A messenger brought me some news. It began: Darul Uloom Deoband, the self-appointed guardian for Indian Muslims, in a Talibanesque fatwa that reeked of tribal patriarchy, has decreed that it is “haram” and illegal according to the Sharia for a family to accept a woman's earnings. Clerics at the largest Sunni Muslim seminary after Cairo's Al-Azhar said the decree flowed from the fact that the Sharia prohibited proximity of men and women in the workplace. “It is unlawful (under the Sharia law) for Muslim women to work in the government or private sector where men and women work together and women have to talk with men frankly and without a veil,” said the fatwa issued by a bench of three clerics. The decree was issued over the weekend, but became public late on Monday, seminary sources said.1 One should not shoot the messenger if one does not like the message. True. But, allow me at least to discover what was being “messaged.” Strictly speaking, it was the following exchange on the website of the Darul Ifta (‘fatwa office’) of the Deoband seminary. (http://darulifta-deoband.org/. No changes in language and punctuation have been made in all the quotations below.) From the section on women’s issues. I am writing this small book being fully aware of the repercussions this might have on the community as well as on myself. As a book, this is probably a first of its kind, in the English language, to be written against the system of Khums collection and distribution that is prevalent today. I am not interested in any personalities whatsoever with the exception of the Holy Infallibles (a.s.) upon whom my salvation depends. It therefore follows that the viewpoints of the rest of the world are not relevant. However, I am absolutely certain that a lot of my friends, relatives and people that I know will be offended by this book, but all I can do is to pray for their guidance from our Master (a.s.), the Divine Guide. As I have had a lot of arguments from people who keep insisting on the Arabic text of a Hadeeth or a 4 Holy Verse every time I quote it, therefore I have included this as much as I could in order to cut out most of their arguments. -

Bir Keşf-i Kadim Olarak Büyük Doğu Ve Necip Fazıl BİR KEŞF-İ KADİM OLARAK BÜYÜK DOĞU VE NECİP FAZIL Büyük Doğu yani “Doğunun doğuşu”. “Rüzgardan hafif topuklarla içimizdeki iklimlere doğru ruhani ve ince bir sefer” ediş hali. “Büyük Doğu, İslamiyet’in emir subaylığı…” “Büyük Doğu, İslam içerisinde ne yeni bir mezhep, ne de yeni bir içtihat kapısı…” Sadece “Sünnet ve Cemaat Ehli” tabirinin ifadelendirdiği mutlak ve pazarlıksız çerçeve içinde, olanca saffet ve asliyetiyle İslamiyet’e yol açma geçidi; ve O’nu eşya ve hadiselere tatbik etme işi…”[1] Bu durumda Büyük Doğu bir keşf-i kadimdir. Allah Resulü’nden (s.a.v.) günümüze kadar intikal eden İslami anlayışın keşif ve tatbikinden ibarettir. Bidayeti Mevcut haliyle Büyük Doğu, İslam’ın zuhuruyla başlar. Mazrufunu sahabenin mücadele tarzı doldurmaktadır. Tarih içerisinde görülen Büyük Doğu’nun sahabe devrinden tek farkı zarf değişikliğidir. Fakat zarf, mazrufa (sahabe devrine) nispetle kendini kıymetlendirirken “köle, bir emir subayı” olduğuna vurgu yapar. Yani Allah Resulü (s.a.v.) ve sahabeden intikal eden manaya bağlı kalmak Büyük Doğu’nun esasını teşkil eder. İlkeleri Büyük Doğu’nun mazrufunda pazarlıksız iman, tefekkür, amel ve dava şuuru vardır. Orada “iman” her şeyden öndedir. Mümin, tefekkürden önce “Ne getirdin, götürdün bildirdinse amenna” deme bahtiyarlığına erer. Tefekkür, iman ettikten sonra başlar ve Allah’ın zatı dışında her şeyi kapsamı içerisine alır. Amel imandan sonra gelir ve “salih” olabilmesi için de İslam’ın belirlediği esaslar çerçevesinde kıymetlendirilir. Bütün bunların neticesinde müminde gözünü kırpmadan her şeyini feda edebilecek bir dava ruhu tezahür eder. Sahabe imanla başlayıp dava şuuru ile kemale eren meratibi en güzel şekilde ortaya koyan insanlık tarihinin en muazzez kuşağıdır. -

Sizi tek bir candan yaratan ve ondan da eşini var eden, her ikisinden birçok erkek ve kadın türeten Rabbinizden korkun. Kendisi adına birbirinizden dileklerde bulunduğunuz Allah'tan ve akrabalık bağlarını kesmekten de sakının. Şüphesiz Allah üzerinizde tam bir gözetleyicidir."(Nisâ;1), "Ey iman edenler! Allah'tan korkun ve dosdoğru söz söyleyin. O da amellerinizi lehinize olmak üzere düzeltsin, günahlarınızı da mağfiret etsin. Kim Allah'a ve Rasûlüne itaat ederse büyük bir kurtuluşla kurtulmuş olur."(Ahzâb;70-71) Bundan sonra, Şüphesiz sözlerin en güzeli Allah’ın Kelam’ı, yolların en hayırlısı Muhammed Sallallahu aleyhi ve 2 www.islah.de sellem’in yoludur. İşlerin en kötüsü sonradan çıkarılanlarıdır. Her sonradan çıkarılan şey bid’attir ve her bid’at sapıklıktır. Her sapıklık ta ateştedir. Allah Azze ve Celle buyuruyor ki; “Siz Rabbiniz tarafından vahyedilene uyun, O’ndan başka dostlar aramayın.”(A’raf 3) “Bir şeyde ihtilafa düşerseniz, eğer Allah’a ve ahiret gününe iman ediyorsanız onu Allah’a (Kitabına) ve Rasulüne (sünnetine) döndürün”(Nisa 59) Maalesef Rasulullah sallallahu aleyhi ve sellem’in en çok sakındırdığı şeylerden olan bidatler hayat tarzı haline gelmiştir. -
