The Archaeology of 1858 in the Fraser Canyon Brian Pegg* Introduction ritish Columbia was created as a political entity because of the events of 1858, when the entry of large numbers of prospectors during the Fraser River gold rush led to a short but vicious war Bwith the Nlaka’pamux inhabitants of the Fraser Canyon. Due to this large influx of outsiders, most of whom were American, the British Parliament acted to establish the mainland colony of British Columbia on 2 August 1858.1 The cultural landscape of the Fraser Canyon underwent extremely significant changes between 1858 and the end of the nineteenth century. Construction of the Cariboo Wagon Road and the Canadian Pacific Railway, the establishment of non-Indigenous communities at Boston Bar and North Bend, and the creation of the reserve system took place in the Fraser Canyon where, prior to 1858, Nlaka’pamux people held largely undisputed military, economic, legal, and political power. Before 1858, the most significant relationship Nlaka’pamux people had with outsiders was with the Hudson’s Bay Company (HBC), which had forts at Kamloops, Langley, Hope, and Yale.2 Figure 1 shows critical locations for the events of 1858 and immediately afterwards. In 1858, most of the miners were American, with many having a military or paramilitary background, and they quickly entered into hostilities with the Nlaka’pamux. The Fraser Canyon War initially conformed to the pattern of many other “Indian Wars” within the expanding United States (including those in California, from whence many of the Fraser Canyon miners hailed), with miners approaching Indigenous inhabitants * The many individuals who have contributed to this work are too numerous to list. -

Nlaka'pamux Nation Tribal Council
Nlaka’pamux Nation Tribal Council - Province of British Columbia Political Accord on Advancing Recognition, Reconciliation, and Implementation of Title and Rights 1. The Nlaka’pamux Nation Tribal Council (NNTC) is a governing entity of the Nlaka’pamux peoples. The NNTC is committed to protecting, asserting and exercising Nlaka’pamux Title and Rights to bring about the self-sufficiency and well-being of the Nlaka’pamux people. The NNTC member communities are Boothroyd, Lytton, Boston Bar, Oregon Jack Creek, Skuppah, and Spuzzum. 2. The Province and the NNTC have entered into a number of agreements regarding the use of Nlaka’pamux territory that have been a foundation for collaborative relations. The agreements include: Interim Forestry Appendix/Agreement (2016) Economic and Community Development Agreement (ECDA) dealing with shared decision-making and revenue sharing in relation to the ongoing operations of the Highland Valley Copper Mine (2013) Land and Resource Shared Decision Making Pilot Agreement (2014, as amended) These agreements, and the relations they foster, have helped the Province and NNTC move through challenging conflicts, and establish a foundation for moving forward together on important decisions and actions. 3. The Land and Resource Shared Decision Making (SDM) Pilot Agreement established a foundational shared decision making model, and a joint Board structure. The SDM Board established a new way of co-operating between the Nlaka’pamux Nation and the Province. The Board structure and collaborative process moves away from individual and isolated assessments of potential impacts of any proposed project on Nlaka’pamux Title and Rights, to a shared and transparent process where there is equal accountability. -

Appendix B.10 – Coldwater Indian Band I - Background Information The Coldwater Indian Band (Coldwater) is part of the Nlaka’pamux (pronounced “Ing-khla-kap-muh”) people, whose asserted traditional territory encompasses part of south central British Columbia (BC) from the northern United States to north of Kamloops. Coldwater holds three reserves situated near Merritt and/or the banks of the Coldwater River: Coldwater Indian Reserve no. 1 (1,838 hectares [ha]), Gwen Lake Indian Reserve no. 3 (17 ha) and Paul’s Basin Indian Reserve no. 2 (646 ha). Coldwater’s registered population is approximately 330 members living on Coldwater’s reserve lands, 54 members living on other reserves and 455 living off reserve for a total registered population of 840. Coldwater is part of what was historically called Cawa'xamux or Tcawa'xamux (“people of the creek"), or the Nicola section of the upper Nlaka’pamux peoples, originating from a number of Cawa'xamux village communities. The Nicola Athapaskan speaking people of this region (called by the Nlaka’pamux: Stuwixamux) lived in this vicinity during the early 19th century. Coldwater is a member of the Nicola Tribal Association which also includes: Siska Indian Band, Nicomen Indian Band, Shackan Indian Band, Nooaitch Indian Band, Cook’s Ferry Indian Band and Upper Nicola Band. Coldwater members historically spoke Nłeʔkepmxcín or the language of the Stuwixamux. The former is the language of the Nlaka’pamux people, which falls into the Interior Salish language group. Coldwater is a party to the Nlaka’pamux Nation’s Writ of Summons, which was filed in the BC Supreme Court on December 10, 2003, asserting Aboriginal title to a territory identified in the writ.
