She is in the process of completing a study on the management of EU business in Dublin. This work will be published as a Trinity Blue Paper entitled “Organising for a Changing Europe: Irish Central Government and the European Union” in 2001. Dr Diane Payne (Institute for British-Irish Studies) has completed a major research project which focused on the EU structural funds policy decision making process in Ireland and examined the nature of multilevel policy making process therein. More recently she has completed a second research project which focused on local and regional economic policy making in the UK. The Institute for British-Irish Studies (IBIS) was founded in 1999 and is based in the Department of Politics at University College Dublin. The main aims of the Institute are: to promote and conduct academic research in the area of relations between the two major traditions on the island of Ireland, and between Ireland and Great Britain; to promote and encourage collaboration with academic bodies and with individual researchers elsewhere who share an interest in the exploration of relations between different national, ethnic or racial groups; to promote contact with policy makers and opinion formers outside the university sector, and to ensure a free flow of ideas between the academic and the non- academic worlds; and to contribute to public debate and public awareness of the evolving relations between communities within the island of Ireland and between Ireland and Great Britain. 2 About the Centre for Cross Border Studies The Centre for Cross Border Studies, based in Armagh, was set up in September 1999 to research and develop co-operation across the Irish border in education, health, business, public administration, communications and a range of other practical areas. It is a joint initiative by Queen’s University Belfast, Dublin City University and the Workers Educational Association (Northern Ireland), and is financed by the EU Special Support Programme for Peace and Reconciliation. Between February and June 2001 the Centre will publish research reports on cross-border telecommunications, cross-border health services, all-Ireland co- operation to tackle disadvantage in education, EU cross-border funding before and after the Good Friday Agreement and a number of other areas of practical North-South co-operation. We were conducting research in an unstable political and institutional environment as the institutions and processes provided for in the Good Friday Agreement were established. The focus of the research was not on the ‘high politics’ associated with the Agreement but on the micro-institutional and policy processes that the Agreement was designed to facilitate and foster. We feel privileged to have had the opportunity as social scientists to have witnessed the formative period in the creation of such original political arrangements. The research for this report was conducted under the auspices of the Institute for British-Irish Studies in the Department of Politics, University College Dublin and was commissioned by the Centre for Cross Border Studies in Armagh. We would like to express our appreciation of the financial support of the Centre for Cross Border Studies and the scholarly and administrative support of IBIS. In order to address these questions, this work studies contemporary government documents, media reporting, and personal correspondence, as well as considering pre-existing scholarship on the matter. The principal conclusion of this work was that Ireland substantially aided the Allied war effort, and that its policies during the conflict did not have any lasting negative implications for the state’s relationship with the United Kingdom.

    The Politics of Conflict and Transformation: Northern Ireland in Comparative Perspective, a conference celebrating the work of Prof Jennifer Todd Panel I: The Dynamics of Conflict on the Island of Ireland, North and South (Chair, Karen Trew, QUB) Is a Middle Force Emerging in Northern Ireland?: John Coakley, QUB Analysis of the flow of demographic trends and the evolution of political forces in Northern Ireland has for long had a predominantly binary focus. There are numerous studies of the fall and rise of nationalism and of the rise and fall of unionism, based on a sometimes explicit but more often unspoken discourse of competition between two communities. This paper considers an issue in relation to which a much smaller literature has appeared: the steady growth of a kind of middle ground. This is made up variously of those who were born outside Northern Ireland, or who have exited from affiliation to the two dominant communities, or perhaps never belonged to either; of those who do not identify unambiguously as British or as Irish, but rather report a dual or alternative identity; of those who describe themselves as neither unionist nor nationalist; and of those who vote for neither of the two large communal blocs. Using census and survey data, the paper will seek to track the evolution of this expanding section of the population, and will seek to assess its implications for party support and for the future constitutional path of Northern Ireland.     BRIDGING TO THE OTHER SIDE 181 Bridging to the Other Side: The Northern Ireland Peace Process Since the “Good Friday” Agreement Thomas H. Patten, Jr. California State Polytechnic University, Pomona The Peace Process in Northern Ireland has not been easy and may not endure or be completed. But the Good Friday Agreement among the parties stands as a monument to behold. Never in 400 years have the people of Northern Ireland come so close to a permanent solution of their conflict and societal troubles. Indeed, the Agreement and its gradual implementation show how a society can move away from bitter and durable conflict into a mode of peace and justice. The roles of two Americans (President Bill Clinton and former Senate Majority Leader George Mitchell) in the Peace Process in Northern Ireland seem poorly understood and under-appreciated in the USA. This article tries to shed light upon their contributions and correct the neglected record. Introduction Struggles over peace between the Palestinians and Israelis, North and South Koreans, the Basque groups in Spain, and among about twenty sets of opponents from Sri Lanka and South Africa and Zimbabwe dot the globe. A strong-willed clergyman from Northern Ireland has stated: “A traitor and a bridge are very much alike, for they go over to the other side” (Kennedy-Pipe, 1997). Such a comment should give persons interested internationally in the management of conflict serious food for thought about coping with barriers to consensus, compromise, and reconciliation. What about non-traitorous peaceful bridging? And what about active intervention by outsiders whose own national loyalties are not at stake in a bridging? The latter is evident in the roles Bill Clinton and George Mitchell have played in the Northern Ireland Peace Process, to which we return below.
