Yet they also open up large and revealing issues for professional historians, shedding light on how societies conceptualize and understand their pasts.1 This article explores the way that British public discourse has grappled with the First and Second World Wars. At the heart of the British problem with these two defining conflicts of the twentieth century is an inability to construct a positive, teleological metanarrative of their overall ‘meaning’. By exploring this theme through historiography and memorialization, it is possible not merely to illuminate Britain’s self-understanding of its twentieth-century history, but also to shed light on the country’s contorted relationship with ‘Europe’, evident in party politics and public debate right down to the ‘Brexit’ referendum of 2016. The concept of mastering the past ( Vergangenheitsbewältigung ) originated in post-1945 West Germany as that country tried to address the horrendous legacies of Nazism. -

Journal of Military and Strategic VOLUME 13, ISSUE 1, FALL 2010 Studies Thoughts on Grand Strategy and the United States in the Twenty-first Century Williamson Murray One might begin an examination of the issues involved in grand strategy with an effort to describe what we mean by the term. Over the centuries, some governments and leaders have attempted to chart a course for their nations that has involved something more than simply reacting to the course of events. In most cases they have confronted sudden and major changes in the international environment, often resulting from the outbreak of great conflicts, but at times involving economic, strategic, or political alterations that threaten the stability or even existence of their polities. Yet, grand strategy is a matter of great states and great states alone. No small states, and few medium size states, possess the possibility of crafting a grand strategy. For the most part their circumstances condemn them to suffer what Athens negotiators suggested to their Melian counterparts in 416 BC about the nature of international relations: "The standard of justice depends on the equality of power to compel and that in fact the strong do what they have the power to do and the weak accept what they have to accept."1 1 Thucydides, History of the Peloponnesian War, trans. by Rex Warner (London, 1954), p. 402. There are two exceptions to the rule. Both the Swiss and the Finns were able to exercise a certain independence that allowed them to maintain a grand strategic frame work: the former by balancing great powers off against each other; the latter by creating the distinct impression in the minds of the Soviets that they were willing to fight to the last man and woman in defense of their independence. -

Leveraging Strength: The Pillars of American Grand Strategy in World War II by Tami Davis Biddle Tami Davis Biddle is the Hoyt S. Vandenberg Chair of Aerospace Studies at the U.S. Army War College in Carlisle, PA. She is the author of Rhetoric and Reality in Air Warfare: The Evolution of British and American Thinking about Strategic Bombing, 1914–1945, and is at work on a new book titled, Taking Command: The United States at War, 1944–1945. This article is based on a lecture she delivered in March 2010 in The Hertog Program on Grand Strategy, jointly sponsored by Temple University’s Center for Force and Diplomacy, and FPRI. Abstract: This article argues that U.S. leaders navigated their way through World War II challenges in several important ways. These included: sustaining a functional civil-military relationship; mobilizing inside a democratic, capitalist paradigm; leveraging the moral high ground ceded to them by their enemies; cultivating their ongoing relationship with the British, and embra- cing a kind of adaptability and resiliency that facilitated their ability to learn from mistakes and take advantage of their enemies’ mistakes. ooking back on their World War II experience from the vantage point of the twenty-first century, Americans are struck, first of all, by the speed L with which everything was accomplished: armies were raised, fleets of planes and ships were built, setbacks were overcome, and great victories were won—all in a mere 45 months. Between December 1941 and August 1945, Americans faced extraordinary challenges and accepted responsibilities they had previously eschewed. -

In particular, we examine the phenomenon of war in its broader socio-economic context between the emergence of the modern nation-state and the end of World War II. Students are required to do all the reading. Student are required to make a group presentation in class on the readings for one class (25% of the grade), and there will be one big final (75%). Course Requirements Participation and a presentation in the seminar comprises 25% of your grade. A final exam counts for 75%. The final exam is given during the period scheduled by the University. In particular instances, students may substitute a serious research paper for the final. Students interested in the research paper option should approach me no later than one week after the mid-term. This, at least, has been the assessment of several commentators and policy- makers in recent years.1 Michèle Flournoy and Shawn Brimley observed in 2006, “For a country that continues to enjoy an unrivaled global position, it is both remarkable and disturbing that the United States has no truly effective strategic planning process for national security.”2 At an academic conference in 2007, a former director of the State Department’s policy planning staff complained that, “six years after 9/11, we still don’t have a grand strategy.” Aaron Friedberg, who was director of policy planning for Vice President Richard Cheney, writes in this volume, “The U.S. government has lost the capacity to conduct serious, sustained national strategic planning.” Admiral William Fallon, the CENTCOM commander until the spring of 2008, told the New York Times that the United States would need to focus more on policy planning: “We need to have a well-thought-out game plan for engagement in the world that we adjust regularly and that has some system of checks and bal- ances built into it.”3 In this volume, Council on Foreign Relations president Richard Haass argues that the United States has “squandered” its post–cold war opportunity, concluding, “Historians will not judge the United States well for how it has used these twenty years.” These sorts of laments have become common in the past decade, in no small part because of the foreign policy planning of the administrations of Bill 3 01-0306-8 ch1.qxd 3/26/09 2:44 PM Page 4 4 The Challenging Future of Strategic Planning Clinton and George W. -

The rise of the new imperial history, which contends Empire was central to Britishness, has only strengthened faith in this assumption, yet few historians have explored the actual connections between end of empire and British national identity. This project examines just this assumption by studying the final moments of decolonization in Africa between 1959 and 1963. Debates in the popular political culture and media demonstrate the extent to which British identity and meanings of Britishness on the world stage intertwined with the process of decolonization. A discursive tradition characterized as the “Whiggish vision,” in the words of historian Wm. Roger Louis, emerged most pronounced in this era. This vision, developed over the centuries of Britain imagining its Empire, posited that the British Empire was a benign, liberalizing force in the world and forecasted a teleology in which Empire would peacefully transform into a free, associative Commonwealth of Nations. -

Rethinking engagement Since the Nixon Administration, the US strategy towards China has been predicated on the assumption that if the bilateral relationship is properly managed conflict can be avoided. Many Americans across the political spectrum believe that through engagement the US can reduce the chances that China will become aggressive (Bader, Obama and China’s Rise, pp. 146–147). Yet, even as US policymakers have sought to integrate China and use cooperation to shape its choices, Beijing’s increasing bellicosity has raised concerns in Washington and beyond that engagement may not prevent conflict. For five decades, the US has aided China economically, rhetorically and politically with the underly- ing objective to mollify, and if possible, avoid, the rising state’s propensity to pursue revisionism using force. -
