GREATER MAJOR AREA STRUCTURE PLAN

Leduc County is in the process of creating an area structure plan that will guide current and future growth and development in the Greater Nisku Area. There are multiple levels of planning documents that govern how land is developed. These documents start at a high level and decrease in scale, right down to individual properties. The Greater Nisku Major Area Structure Plan needs to comply with Leduc County’s Municipal Development Plan (2019) and the Metropolitan Region Growth Plan (2017). Hierarchy of plans in Leduc County

EDMONTON METROPOLITAN REGION GROWTH PLAN (EMRGP) The Edmonton Metropolitan Region Growth Plan defines where and how municipalities in the Edmonton region can grow, promoting compact and complete communities. Each municipality’s municipal development plan is intended to align with the goals, objectives and policies within the EMRGP and define it within the context of that municipality.

LEDUC COUNTY MUNICIPAL DEVELOPMENT PLAN (MDP) The municipal development plan is the county’s principal statutory planning document. It is prepared in accordance with the Municipal Government Act and adopted by bylaw. It provides strategic growth direction, overall guidance for land use planning and service delivery policies. The MDP also provides specific policy guidance for areas that do not fall within the boundaries of an area structure plan or other subordinate plan.

MAJOR AREA STRUCTURE PLANS (MAJOR ASP’S) This is what we are developing. Major area structure plans are a high-level framework to guide the long-term growth and development of a larger area of land. They provide a strategy for redistricting and development of a specific area of land in the county. It contains maps, goals and policies which set out general locations for major land-use areas (residential, commercial, institutional, schools, parks and open space networks), major roadways, utility servicing, recreation, financial impacts of development and any other matter as determined by the county.

The Major ASP must be consistent with all the planning documents above it, and provides the framework for the creation of local area structure plans beneath it.

LOCAL AREA STRUCTURE PLANS Local area structure plans build on what has been outlined in the area structure plan, providing more detailed information about the planned growth and development within the area. The project area

To create cohesion and to develop a clear and understandable land-use plan, the Greater Nisku Major Area Structure Plan has been divided into four primary areas. These areas contain historic development and planned greenfield areas to help grow and develop the Greater Nisku Area.

This area is the historic core of the Greater Nisku Area and focuses on the energy sector, light to medium industrial development, and commercial and other business development. It makes up the core area where Nisku has historically grown. The future Central Nisku Local Area Redevelopment Plan (CNLARP) will provide greater detail for this district.

It is uniquely situated for a wide range of development as it has access to adjacent municipalities, central Nisku, agricultural and country residential communities. The East Nisku area is comprised of the East Vistas Local Area Structure Plan and is Leduc County’s Urban Centre as defined by the Municipal Development Plan (Bylaw 08-19). The East Nisku area is the eastern portion of the plan area. This district focuses on residential development(s), but also includes home-based business, local commercial, community centres and institutional development. The East Vistas Area Local Structure Plan provides greater detail in the development of this area.

PUBLIC HEARING

Q1 - 2021 Once final feedback has been incorporated, the draft ASP will go to Leduc County council for first reading at a public hearing.

PLAN ADOPTED

Q2 - 2021 The plan will then go through the approval process with the Edmonton Metropolitan Region Board and Leduc County council.
