In spite of the overt attempts at forging a unified national identity and historiography, they also document the existence of independent, critical thought in China. -

FEMALE INFANTICIDE IN CHINA: AN EXAMINATION OF CULTURAL AND LEGAL NORMS Julie Jimmerson* I. INTRODUCTION For the past ten years China has been carrying out an ambi- tious program to keep its population under 1.2 billion by the year 2,000 by limiting most couples to one child.' The program is his- torically one of the most extensive exercises of state control over fertility and is especially significant in a society where the state has traditionally intervened in family matters only rarely and with much reluctance. Not surprisingly, the policy has encountered great resistance, particularly from rural areas, where roughly eighty percent of China's population lives. Pronatal norms have been tra- ditionally strong in the countryside, and these norms have been re- inforced by the recent introduction of economic policies that tend to encourage large families. Government policies have thus placed much of rural society in a dilemma. Couples may either reject the one-child limit and at- tempt to have more children, thereby increasing their net household income (but subjecting them to government sanctions); or they may obey the one-child limit and suffer the economic consequences of a smaller income. Elite Politics and the Fourth Generation of Chinese Leadership ZHENG YONGNIAN & LYE LIANG FOOK* The personnel reshuffle at the 16th National Congress of the Chinese Communist Party is widely regarded as the first smooth and peaceful transition of power in the Party’s history. Some China observers have even argued that China’s political succession has been institutionalized. While this paper recognizes that the Congress may provide the most obvious manifestation of the institutionalization of political succession, this does not necessarily mean that the informal nature of politics is no longer important. Instead, the paper contends that Chinese political succession continues to be dictated by the rule of man although institutionalization may have conditioned such a process. Jiang Zemin has succeeded in securing a legacy for himself with his “Three Represents” theory and in putting his own men in key positions of the Party and government. All these present challenges to Hu Jintao, Jiang’s successor. Although not new to politics, Hu would have to tread cautiously if he is to succeed in consolidating power. INTRODUCTION Although the 16th Chinese Communist Party (CCP) Congress ended almost a year ago, the outcomes and implications of the Congress continue to grip the attention of China watchers, including government leaders and officials, academics and businessmen. One of the most significant outcomes of the Congress, convened in Beijing from November 8-14, 2002, was that it marked the first ever smooth and peaceful transition of power since the Party was formed more than 80 years ago.1 Neither Mao Zedong nor Deng Xiaoping, despite their impeccable revolutionary credentials, successfully transferred power to their chosen successors. -

China’s Search for a John Wilson Lewis Modern Air Force and Xue Litai For more than forty- eight years, the People’s Republic of China (PRC) has sought to build a combat-ready air force.1 First in the Korean War (1950–53) and then again in 1979, Beijing’s leaders gave precedence to this quest, but it was the Gulf War in 1991 coupled with growing concern over Taiwan that most alerted them to the global revolution in air warfare and prompted an accelerated buildup. This study brieºy reviews the history of China’s recurrent efforts to create a modern air force and addresses two principal questions. Why did those efforts, which repeatedly enjoyed a high priority, fail? What have the Chinese learned from these failures and how do they deªne and justify their current air force programs? The answers to the ªrst question highlight changing defense con- cerns in China’s national planning. Those to the second provide a more nu- anced understanding of current security goals, interservice relations, and the evolution of national defense strategies. With respect to the ªrst question, newly available Chinese military writings and interviews with People’s Liberation Army (PLA) ofªcers on the history of the air force suggest that the reasons for the recurrent failure varied markedly from period to period. That variation itself has prevented the military and political leaderships from forming a consensus about the lessons of the past and the policies that could work. In seeking to answer the second question, the article examines emerging air force and national defense policies and doctrines and sets forth Beijing’s ra- tionale for the air force programs in light of new security challenges, particu- larly those in the Taiwan Strait and the South China Sea. -

China-Taiwan Relations: The Shadow of SARS by David G. Brown Associate Director, Asian Studies The Johns Hopkins School of Advanced International Studies Throughout this quarter, Beijing and Taipei struggled to contain the spread of severe acute respiratory syndrome (SARS). SARS dramatically reduced cross-Strait travel; its effects on cross-Strait economic ties appear less severe but remain to be fully assessed. SARS intensified the battle over Taiwan’s request for observer status at the World Health Organization (WHO). Although the World Health Assembly (WHA) again rejected Taiwan, the real problems of a global health emergency led to the first contacts between the WHO and Taiwan. Beijing’s handling of SARS embittered the atmosphere of cross- Strait relations and created a political issue in Taiwan that President Chen Shui-bian is moving to exploit in next year’s elections. SARS The SARS health emergency dominated cross-Strait developments during this quarter. With the dramatic removal of its health minister and the mayor of Beijing in mid-April, Beijing was forced to admit that it was confronting a health emergency with serious domestic and international implications. For about a month thereafter, Taiwan was proud of its success in controlling SARS. Then its first SARS death and SARS outbreaks in several hospitals led to first Taipei and then all Taiwan being added to the WHO travel advisory list. The PRC and Taiwan each in its own way mobilized resources and launched mass campaigns to control the spread of SARS. By late June, these efforts had achieved considerable success and the WHO travel advisories for both, as well as for Hong Kong, had been lifted. -

Sarotte Contagion Tiananmen Square and the Power of the European Example For the leaders of the Chinese Communist Party (CCP), erasing the memory of the June 4, 1989, Tiananmen Square massacre remains a full-time job. The party aggressively monitors and restricts media and internet commentary about the event. As Sinologist Jean-Philippe Béja has put it, during the last two decades it has not been possible “even so much as to mention the conjoined Chinese characters for 6 and 4” in web searches, so dissident postings refer instead to the imagi- nary date of May 35.1 Party censors make it “inconceivable for scholars to ac- cess Chinese archival sources” on Tiananmen, according to historian Chen Jian, and do not permit schoolchildren to study the topic; 1989 remains a “‘for- bidden zone’ in the press, scholarship, and classroom teaching.”2 The party still detains some of those who took part in the protest and does not allow oth- ers to leave the country.3 And every June 4, the CCP seeks to prevent any form of remembrance with detentions and a show of force by the pervasive Chinese security apparatus. The result, according to expert Perry Link, is that in to- M.E. U.S.-China Relations: First Contact: Qian Qichen Engages in Wide-ranging, Constructive Talks with President Bush and Senior U.S. Officials by Bonnie S. Glaser, Consultant on Asian Affairs PRC Vice Premier Qian Qichen’s visit to the United States in March provided an opportunity for the U.S. and China to exchange views on the bilateral relationship and discuss a broad range of security issues. Both sides characterized the discussions in positive terms, acknowledging that differences were aired frankly, yet without rancor. Qian conveyed China’s objections to U.S. arms sales to Taiwan, especially Aegis destroyers, and Secretary of State Colin Powell explained that U.S. policy would be guided by both the three Sino-U.S. communiqués and the Taiwan Relations Act. Progress toward China’s entry into the WTO stalled over a major disagreement on Chinese agricultural subsidies. U.S. government officials claimed they had evidence that Chinese companies were selling and installing fiber optic cables and other equipment being used to improve antiaircraft equipment in Iraq in violation of UN sanctions. Military exchanges proceeded according to the plan sketched out last November with a U.S. ship visit to Shanghai, several delegation exchanges, and a visit by U.S. Commander in Chief, Pacific Admiral Dennis Blair to China. Li, China Leadership Monitor No.4 The Mishu Phenomenon: Patron-Client Ties and Coalition-Building Tactics Cheng Li China’s ongoing political succession has been filled with paradoxes. Jockeying for power among various factions has been fervent and protracted, but the power struggle has not led to a systemic crisis as it did during the reigns of Mao and Deng. While nepotism and favoritism in elite recruitment have become prevalent, educational credentials and technical expertise are also essential. Regional representation has gained importance in the selection of Central Committee members, but leaders who come from coastal regions will likely dominate the new Politburo. Regulations such as term limits and an age requirement for retirement have been implemented at various levels of the Chinese leadership, but these rules and norms will perhaps not restrain the power of Jiang Zemin, the 76-year-old “new paramount leader.” While the military’s influence on political succession has declined during the past decade, the Central Military Commission is still very powerful. Not surprisingly, these paradoxical developments have led students of Chinese politics to reach contrasting assessments of the nature of this political succession, the competence of the new leadership, and the implications of these factors for China’s future. This diversity of views is particularly evident regarding the ubiquitous role of mishu in the Chinese leadership. The term mishu, which literally means “secretary” in Chinese, refers to a range of people who differ significantly from each other in terms of the functions they fulfill, the leadership bodies they serve, and the responsibilities given to them.
