Planning and Highways Meeting Tuesday 9th January 2018 Sutton Coldfield Town Hall 7pm Present Cllrs D Allan (Chairman), L. Allen, Bennett (substitute for Cllr Long) ,Griffin, Horrocks, Perks & Puri. Under item 4(v) of the Town Council Standing Orders, the Town Clerk advised Committee that for this meeting Cllr Bennett would be substituting for Cllr Long. In Attendance Olive O’Sullivan - Town Clerk & Natalia Gorman - Administrative Officer. Karl Randall (Senior Service Manager Engineer), Birmingham City Council. There were 4 members of the public and no press present. The Chairman welcomed everyone to the meeting and invited questions or comments from the public. Tracey Homer, a resident of Froggatts Ride, New Hall ward, spoke about concerns regarding poor parking on Froggatts Ride mainly from residents of Andrew Courts flats. Mr. Randall took the residents details and will investigate and respond to her. Brian Smith, a Four Oaks resident, advised committee that he is not in favour of the proposed Traffic Regulation Order (TRO) in Four Oaks Road as he believes it would have an impact on Irnham Road. Mr. Randall, who is overseeing the proposal made a note of Mr. Smith’s concerns. Martin Pearce, a resident of Four Oaks ward asked Committee if data recorded from Driver Feedback signs would be made public. The Chair confirmed that the data would be reported to the Planning & Highways Committee. 47 Apologies For Absence The Clerk received apologies from Cllrs Cairns & Long. Resolved to accept the apologies received. 48 Declarations of Interest Cllr Puri declared a non-pecuniary interest in item 52 Driver Feedback Signs. Cllr Puri is a resident of Jockey Road. 49 Minutes of Last Meeting Resolved that the minutes of the meeting of Planning & Highways Committee Meeting held on Tuesday 5th December 2017 be signed as a true record of the meeting. 50 Matters Arising Page | 1 Planning and Highways Minutes | Tues 9th January 2018 The Town Clerk advised committee that the informal statutory consultation period for the proposed TRO on Four Oaks Road will end on 12th January 2018. Resolved to note the Town Clerks update. 51 Four Oaks Road Traffic Restrictions The chair welcomed Karl Randall, Senior Service Manager Engineer BCC to the meeting. Mr Randall advised committee that due to a long history of complaints regarding parking concerns on Four Oaks Road, engineers had worked on a scheme in readiness for any funding that might become available. Four Oaks Road is an official designated blue route for emergency services. It is also a designated H.G.V route. As a 4m wide road, obstructions could hinder emergency vehicles and H.G.V’s. The length of the proposed restrictions is around 400 metres. The view of Highways Engineers is that commuters are unlikely to walk 400m away from the station. In order to protect the junction at Irnham Road, the proposed restriction will be extended to 30m of the junction as opposed to the standard 10m. The informal consultation is due to end on 12th January however Mr Randall has confirmed he will accept comments received for a week or so after this date. Mr Randall also confirmed that those residents directly affected by the proposed changes have received a letter detailing the proposed scheme. All correspondence will be evaluated and if necessary the scheme will be altered before being presented at meetings of BCC Transportation Delivery Group and Transport Street Services Group. The business case, i.e. 30 maintenance cost to be met by BCC, would be considered at these meetings. The scheme then goes out to formal statutory 21-day consultation. Mr Randall advised that the estimated timescale for this is March. Resolved to note the update. 7.31pm Cllr Horrocks joined the meeting at this point. 52 Driver Feedback Sign Locations Mr Randall advised committee that three contractors have been approached for quotes in which two have come back with competitive prices for driver feedback signs. Little Sutton Road, Penns Lane, Heath Croft Road and Jockey Road have all been identified as roads that could benefit from a Driver Feedback sign. Each of these roads have evidence showing motorists speeding and overtaking. Finer details including power source and the effect on existing trees will be taken into consideration before a final decision is made. Mr Randall will report back to Committee.
