Executive Summary

The Cleveland Central Business District (CBD) Off-Street Parking Inventory is an update of a previous inventory conducted in 1998. NOACA has been updating the parking space and cost data about every five years over the last 20 years. The parking data is used as input into the mode choice component of NOACA’s travel demand modeling. The Cleveland CBD is broken up into 52 traffic analysis zones (TAZ) for use in analyzing the data.

The amount of parking spaces in the CBD has continually increased over the years from 24,919 spaces in 1948 to 67,586 spaces in 2004. Over the last two collection years, 1998 and 2004, the number of garage spaces has overtaken lot spaces. In 2004 there were 34,484 spaces in garages and 33,102 spaces in lots. Not all parking spaces in the CBD are public spaces: only 51,221 of the 67,586 spaces are open to the public.

The average cost of parking in the CBD was around $7.00 a day in 2004, up about $1.00 since 1998. The “Early bird” rate is on average $1.00 less than regular rate, which is less expensive than the rate in 1998 with only a savings of $.50 a day.

INTRODUCTION

The Cleveland Central Business District (CBD) Off-Street Parking Inventory is primarily an update of a previous inventory conducted in the fall of 1998. The data contained in the inventory (particularly parking spaces and costs) are used in the mode choice component of NOACA’s travel demand modeling, as well as for short and long range transportation planning.

Preceding the actual data file are summaries and analyses of off-street parking and cost by traffic zone with tables displaying off-street parking and cost comparisons between 1998 and 2004.

I. OFF-STREET PARKING INVENTORY

Over the last 20 years, CBD off-street parking changed dramatically, particularly since the late 1980s. New buildings have been constructed on land formerly devoted to surface parking while parking facilities now exist on former building sites. It is because of these modifications that NOACA conducts updates of its off-street parking inventory in the CBD.

The CBD is defined as on the north; the Innerbelt on the eastern and southern boundaries; and the on the west (traffic zones 1-19, 21-47 and 50-55.) (See Map 1.) The 2004 parking inventory also includes part of the region just west and east of the Cuyahoga River from I-90 to the lakefront, zones 20, 48, 49, 56 and 85. (See Map 1.) The northern area of this region, particularly the west bank of , developed significant commercial activity over the past years and was added to the parking inventory in 2004.

Figure 1 is a graph depicting the CBD off-street parking supply from 1948-2004. The graph indicates that since 1998, the total off-street parking has increased by 1.4%, from 66,657 to 67,586 spaces. Even though the total number of parking spaces slightly increased, the

type of parking changed dramatically. Figure 2 illustrates the point that more public parking is available in parking garages (structures) than on surface lots.

It is important to note that of the total CBD off-street parking supply; only 76% is "public" parking as opposed to "non-public" which constitutes the remaining 24%. (See Table 1.) The term "non-public" refers to affiliate or restricted parking designated for employees, customers, authorized personnel, etc. (i.e., not available to the general public).

Table 1 reveals a trend, which has occurred since 1994, and is likely to continue into the future, indicating an increase in public parking garage spaces and a decrease in public surface lot spaces.

The distinction between "public" and "non-public" parking has greater significance when considering that certain sections of Downtown are comprised of as much as 93% "non- public," or restricted parking (e.g., east of East 18th Street in the Cleveland State University Campus and Chinatown areas).

Increased construction of parking garages comes from the need to put Downtown's scarce and valuable real estate to more efficient and profitable use. This point is better illustrated in Table 2. This table reveals that the number of CBD surface lots (118 public and 277 non- public totaling 395 lots) combined contain 1,382 less spaces than the 94 garage facilities. Furthermore, the difference between the number of public lots (118, totaling 22,016 spaces) and garages (55, totaling 29,205 spaces) is that the former has 7,189 more spaces. Currently, public surface parking lots comprise approximately 43% of the total public off-street supply in the CBD.

• Since 1989 public surface parking (lots) in the CBD decreased by 240 spaces. At the same time, public garage spaces increased by 580 spaces. • The overall net change in CBD public parking is an increase of 340 spaces. • Total parking spaces in the 2004 inventory, including fringe areas of the CBD, now total over 70,700 spaces. For the first time, over 51,000 spaces are available to the general public. • Average daily parking cost (surface lot and garages) since 1998 increased approximately 2 % per year. The average daily parking cost in 2004 is $7.12. • If “early bird” rates are fully utilized, the average daily parking cost would be reduced by almost $1.00 to $6.16 a day.

Table 2 and Map 2 indicate that most of the larger reserves of parking (over 1,500 spaces per zone) are dispersed along the Ontario Street/East 17th Street corridor (traffic zones 3, 4 10, 11, 12, 19, 21, 23, 24, 25, 38 and 43), which accounts for 40% of the CBD total. Around the fringe of the CBD, (traffic zones 1, 26, 35 and 55) parking spaces in these zones account for 15% of the CBD total. The combined total spaces of these traffic zones alone comprise 55% of the total CBD off-street parking supply. The greatest supply of parking is located in traffic zones 26 and 43, both containing approximately 3,150 spaces.

Table 3 and Map 3 exhibit the change in off-street parking supply from 1998 to 2004. The table reveals that since 1998, significant losses in the parking supply occurred in traffic zones 22, 28 and 52. The loss in zone 22 is due to error and other parking space reductions within the zone. The losses in zone 28 result from a parking garage being converted to another use, while losses in zone 52 are due to parking lots being replaced by new buildings, such as the FBI and WKYC TV 3 buildings.

Table 3 and Map 3 also indicate that significant increases in parking supply have occurred in traffic zones 1, 5, and 26. The Great Lakes Science Center Garage contributed to increase parking supply in zone 1 while zone 5 increased due to the Riverside Parking Lot. The reopening and expansion of lots around the new Federal Courthouse and Tower City area caused parking supply increases in zone 26.

II. OFF-STREET PARKING RATES

Table 4 lists average maximum daily and early bird rates by traffic zone. The rates for each traffic zone are categorized by type of public facility (lot or garage). The table indicates that generally, surface lot parking rates are considerably less than garage parking rates. Table 5 displays a comparison of average maximum daily rates and early bird rates for 1998 and 2004. According to the data in Table 5, parking rates consistently increased from 1998 to 2004 throughout the CBD.

Essentially, the parking rate increases which vary greatly and are found in various locations. These increases are related to either the supply of available parking in a given area, the type of parking facility or proximity to the more active downtown areas (i.e., intensity of CBD development.)

Higher rates charged in parking garage facilities are due primarily to the garage owners’ need to obtain higher daily incomes per space because of higher operating costs. Secondly, many auto drivers are willing to pay premium rates for proximate spaces protected them from the environment.

As illustrated on Maps 4 and 5, the more expensive parking rates are centrally located in the CBD. The rates decrease with greater distance from the center. Average maximum daily rate changes by traffic zone between 1998 and 2004 are displayed on Map 6.

Currently, the highest average maximum daily rates ($8.00-$17.00) are paid along Euclid, Superior and St. Clair Avenues, in the area bounded roughly by West 6th Street to East 9th Street, and from north of Lakeside Avenue to about Prospect Avenue (i.e., traffic zones 3, 4, 8, 9, 10, 11, 12, 13, 14, 18, 19, 21, and 27). This area has always been, and most likely will continue to be, the most expensive parking area, due largely to the multi-level parking garages located in or near the core of Downtown's major concentration of activities. Since 1998, major areas of development (i.e., Federal Courthouse zone 26 & 27) experienced large parking rate increases.

The lowest average maximum daily rates ($1.25 to $3.25) are located primarily on the fringes of the CBD and away from major activity centers (i.e., traffic zones 1, 5, 6, 16, 31, 39, 40, 50 and 53). These areas are generally less densely developed than other areas commanding higher daily parking rates.
