It is proposed that the Assembly uses the Assembly (Plenary) meeting on 2 November 2016 meeting principally to hold a question and answer session with Rajesh Agrawal, Chair, London & Partners, and Andrew Cooke, Acting Chief Executive, London & Partners, on the work of London & Partners.

Recommendation:

1.1 This report sets out details of offices held by Assembly Members for noting as disclosable pecuniary interests and requires additional relevant declarations relating to disclosable pecuniary interests, and gifts and hospitality to be made.

2. Recommendations

2.1 That the list of offices held by Assembly Members, as set out in the table below, be noted as disclosable pecuniary interests1;

3. Issues for Consideration

3.1 Relevant offices held by Assembly Members are listed in the table overleaf:

1 The Monitoring Officer advises that: Paragraph 10 of the Code of Conduct will only preclude a Member from participating in any matter to be considered or being considered at, for example, a meeting of the Assembly, where the Member has a direct Disclosable Pecuniary Interest in that particular matter. The effect of this is that the ‘matter to be considered, or being considered’ must be about the Member’s interest. So, by way of example, if an Assembly Member is also a councillor of London Borough X, that Assembly Member will be precluded from participating in an Assembly meeting where the Assembly is to consider a matter about the Member’s role / employment as a councillor of London Borough X; the Member will not be precluded from participating in a meeting where the Assembly is to consider a matter about an activity or decision of London Borough X.

3.2 Paragraph 10 of the GLA’s Code of Conduct, which reflects the relevant provisions of the Localism Act 2011, provides that:

- where an Assembly Member has a Disclosable Pecuniary Interest in any matter to be considered or being considered or at

(i) a meeting of the Assembly and any of its committees or sub-committees; or

(ii) any formal meeting held by the Mayor in connection with the exercise of the Authority’s functions

- they must disclose that interest to the meeting (or, if it is a sensitive interest, disclose the fact that they have a sensitive interest to the meeting); and

- must not (i) participate, or participate any further, in any discussion of the matter at the meeting; or (ii) participate in any vote, or further vote, taken on the matter at the meeting

UNLESS

- they have obtained a dispensation from the GLA’s Monitoring Officer (in accordance with section 2 of the Procedure for registration and declarations of interests, gifts and hospitality – Appendix 5 to the Code).

3.3 Failure to comply with the above requirements, without reasonable excuse, is a criminal offence; as is knowingly or recklessly providing information about your interests that is false or misleading. Page 2

3.4 In addition, the Monitoring Officer has advised Assembly Members to continue to apply the test that was previously applied to help determine whether a pecuniary / prejudicial interest was arising - namely, that Members rely on a reasonable estimation of whether a member of the public, with knowledge of the relevant facts, could, with justification, regard the matter as so significant that it would be likely to prejudice the Member’s judgement of the public interest.

3.5 Members should then exercise their judgement as to whether or not, in view of their interests and the interests of others close to them, they should participate in any given discussions and/or decisions business of within and by the GLA. It remains the responsibility of individual Members to make further declarations about their actual or apparent interests at formal meetings noting also that a Member’s failure to disclose relevant interest(s) has become a potential criminal offence.

3.6 Members are also required, where considering a matter which relates to or is likely to affect a person from whom they have received a gift or hospitality with an estimated value of at least £25 within the previous three years or from the date of election to the London Assembly, whichever is the later, to disclose the existence and nature of that interest at any meeting of the Authority which they attend at which that business is considered.

3.7 The obligation to declare any gift or hospitality at a meeting is discharged, subject to the proviso set out below, by registering gifts and hospitality received on the Authority’s on-line database. The on- line database may be viewed here: http://www.london.gov.uk/mayor-assembly/gifts-and-hospitality.

3.8 If any gift or hospitality received by a Member is not set out on the on-line database at the time of the meeting, and under consideration is a matter which relates to or is likely to affect a person from whom a Member has received a gift or hospitality with an estimated value of at least £25, Members are asked to disclose these at the meeting, either at the declarations of interest agenda item or when the interest becomes apparent.

3.9 It is for Members to decide, in light of the particular circumstances, whether their receipt of a gift or hospitality, could, on a reasonable estimation of a member of the public with knowledge of the relevant facts, with justification, be regarded as so significant that it would be likely to prejudice the Member’s judgement of the public interest. Where receipt of a gift or hospitality could be so regarded, the Member must exercise their judgement as to whether or not, they should participate in any given discussions and/or decisions business of within and by the GLA.

3 Minutes (Item 3)

3.1 Resolved:

That the minutes of the 6 July 2016 (Plenary) meeting and 20 July 2016 (Mayor’s Question Time) meeting be signed by the Chairman as correct records.

4 Question and Answer Session - London Fire and Emergency Planning Authority (Item 4)

Part A:

4.1 The Chairman noted that this was likely to be the last occasion on which Ron Dobson CBE QFSM appeared before the Assembly prior to his retirement as Commissioner for Fire and Emergency Planning, and placed on record the Assembly’s thanks for the Commissioner’s service and his work in keeping Londoners safe.

4.2 The Assembly then received opening statements from the Chair of the London Fire and Emergency Planning Authority (LFEPA), Dr Fiona Twycross AM, and the Commissioner for Fire and Emergency Planning, Ron Dobson CBE QFSM as set out at Appendix 1.

4.3 The Assembly put questions to the Chair of LFEPA and the Commissioner on Fire and Emergency Planning in London.

4.4 The record of the questions put by Assembly Members and the answers given is attached as Appendix 2.

4.5 During the course of the question and answer session, the Chair of LFEPA and Commissioner undertook to:

 provide details of the number of smoke alarms provided to landlords by the London Fire Brigade to prevent fires in the private rental sector;

 provide data in relation to the increase in the number of fires caused by electrical problems in private rented accommodation and details of the London Fire Brigade’s campaign in relation to the prevention of electrical fires;

 provide a briefing note on the arrangements for the appointment of an interim Commissioner, including confirmation that the exercise had not incurred any fees in relation to recruitment consultancy;

 write to the Assembly in due course confirming the employment costs for the interim Commissioner;

 update the Assembly following discussions between the Commissioner, the Director of Finance and Contractual Services, LFEPA and officers from Transport for London regarding progressing exploration of the use of alternative /energy efficient technologies for fire engines.

4.6 The written answers provided following the meeting are attached as Appendix 3.

5.2 Caroline Pidgeon AM presented a petition with the following prayer:

“We, the undersigned demand that the Mayor of London and Transport for London guarantee that the installation of pedestrian crossings and if necessary signalisation at Charlie’s Brown’s Roundabout, be fully funded and implemented within the next two years.”

5.3 Resolved:

That the petition be forwarded to the Mayor of London, as Chairman of Transport for London, for a response.

6 Motions (Item 6)

6.1 Caroline Russell AM moved and Sian Berry AM seconded the following motion:

“This Assembly notes proposals for a Diamond Jubilee Bridge, a pedestrian and cycle crossing between Battersea and Fulham, for which planning permission and Mayoral consent have been granted.

“The Assembly notes that a crossing in this location could encourage more walking and cycling, reduce overcrowding on cross-river bus services and by providing a link from Battersea to Imperial Wharf station could reduce pressure on Clapham Junction station.

“The Assembly acknowledges the significant public support for the scheme and the absence of any ongoing liability. Transport for London is working with Wandsworth Council to assess the costs and benefits, and to explore opportunities to secure the outstanding funding needed.

“The Assembly calls on the Mayor to appoint TfL as the delivery agent and to make representations to the government for financial support or underwriting to help the scheme progress, providing the economic case is confirmed.”

6.2 Upon being put to the vote, the motion in the name of Caroline Russell AM was agreed (with 6 votes cast in favour and 0 votes cast against).

6.3 Florence Eshalomi AM moved and Fiona Twycross AM seconded the following motion:

“This Assembly notes that, in July, an emergency timetable was introduced by Govia Thameslink Railway, which resulted in 341 services being cut. This follows months of delays and cancellations to their services.

It is beyond doubt that Govia Thameslink Railway is failing to provide an adequate service, and it must now be considered to be in breach of its franchise agreement.

“This Assembly welcomes the fact that, in January 2016, the Department for Transport announced proposals that would see the transfer of rail services that operate mostly or wholly within the Greater London boundary to TfL when the current franchises are due for renewal.

“This decision followed the London Assembly Transport Committee’s report Devolving Rail Services to London: Towards a South London Metro, which recommended reform of London’s rail services.

“This Assembly further notes the Mayor’s manifesto commitment to “push for TfL to take over responsibility for more commuter routes”, and his recent offer to the Department for Transport to put a senior TfL team in charge of the Govia Thameslink Railway Southern franchise, which was subsequently rejected by the Rail Minister, Paul Maynard MP.

“This Assembly therefore calls on the Government to reconsider its decision not to strip Govia Thameslink Railway of its franchise, pass day-to-day management of the franchise to TfL, and urgently re-tender the franchise so that London metro services are passed permanently to TfL.”

6.4 Andrew Boff AM moved, and Keith Prince AM seconded, the following amendments to the motion:

In the 4th paragraph, remove “This decision” and replace with “These proposals”.

In the fifth paragraph, remove “further” between “Assembly” and “notes” and insert “with approval” after “notes” and before “the Mayor’s”.

In the fifth paragraph, remove “and” before “this recent” and replace with “but notes with dismay”.

In the fifth paragraph, insert “misconceived” between “recent” and “offer”.

In the sixth paragraph, remove “reconsider its decision not to”.

In the sixth paragraph, remove “pass day-to-day management of the franchise to TfL, and urgently re-tender the franchise so that London metro services are passed permanently to TfL” and replace with “as soon as is practicable in order to devolve control of London’s mainline rail to Transport for London as speedily as possible, while making clear that Transport for London should then contract out those services – as it does with the very successful London Overground – rather than seek to run the services itself. This Assembly further calls on the Mayor to listen to those within TfL who are extremely concerned about his seeming desire for TfL to run the Southern franchise and to stop acting in such a way as to put at risk the chances of significant devolution on London’s mainline rail.”

6.5 Upon being put to the vote, the amendments to the motion, was lost (with 7 votes cast in favour and 12 votes cast against).

6.6 Upon being put to the vote, the motion in the name of Florence Eshalomi AM was agreed (with 14 votes cast in favour and 5 votes cast against).

6.7 Caroline Pidgeon AM moved and Jennette Arnold AM seconded the following motion:

“This Assembly notes with concern that discrimination against assistance dog owners is widespread, with three quarters of those owners surveyed by Guide Dogs for the Blind reporting that they had been refused access to services at some point because they had an assistance dog with them. This Assembly also notes evidence collected by BBC London Television on the prevalence of this problem in London in 2014.

“This Assembly further notes that while owners of assistance dogs are entitled by law to access goods and services without discrimination, the law in practice is not effective with the worst offenders of this legislation being private hire drivers, with a small minority of offending drivers having a devastating effect on assistance dogs owners.

“This Assembly backs the Guide Dogs for the Blind campaign to ensure that there are far more effective sanctions against drivers who refuse access, noting that the average fine currently imposed is a modest £195.

“This Assembly urges the Chair of the London Assembly to write to the Secretary of State for Transport expressing support for the penalty for refusing carriage to be amended to a level 4 fine, in keeping with offences such as ticket touting, so as to ensure that both drivers and magistrates are fully aware of the unacceptable nature of refusing access to assistance dog owners in London.”

6.8 Upon being out to the vote, the motion in the name of Caroline Pidgeon AM was agreed unanimously.

7 Changes to Committee Memberships (Item 7)

(a) That, further to nominations received from the GLA Conservatives Group, Tony Arbour AM be appointed as a member of the Environment Committee to replace Tony Devenish AM;

5th Mayor’s Report to the Assembly MQT – 19 October 2016

This is my fifth Mayor’s Report to the Assembly, fulfilling my duty under Section 45 of the Greater London Authority Act 1999. It covers the period from 1st September to 5th October.

Executive Summary

Hopper Bus Fare

On 12 September, I made travelling on a bus in London cheaper and more convenient for millions of Londoners when I launched my one hour ‘Hopper’ fare. The Hopper allows passengers to change onto another bus or tram for free within one hour of touching in at the start of their journey.

The new fare will mean an estimated 30 million bus journeys currently costing £1.50 will now become free every year.

London is Open – trade trip to North America

From 14 – 19 September, I visited Montreal, Chicago and New York, during which I shared a platform with the Prime Ministers of Canada and Italy, President of Argentina and former President of the United States of America. I also met with Mayors of all three cities, as well as numerous business people.

The purpose of the trip was to strengthen ties with the three cities and to demonstrate that London remains open for business and a key destination for investment and tourism following the EU referendum.

Launch of London Living Rent

On 18 September, I set out the first details of my plans for ‘London Living Rent’ – a new type of tenancy for newly-built affordable homes that will help average earners in the capital save for a deposit by offering them a below-market rent. London Living Rent homes will have rents based on a third of average household incomes.

Plans to deliver a ‘world-class’ taxis and private hire service for Londoners

On 13 September, I heralded a new era for the capital’s taxi and private hire markets as I set out an unprecedented programme of far-reaching improvements that will drive up standards, boost the quality of service for Londoners and protect the future of London’s iconic black cabs.

The Taxi and Private Hire Action Plan includes specific new measures to support licensed taxi drivers, and sets out ambitious plans to enhance public safety, and also improve London’s air quality.

Deputy Mayor for Social Integration

Page 17 1 On 9 September, I announced that Matthew Ryder QC, one of the country’s leading lawyers, will join my team at City Hall as my Deputy Mayor for Social Integration, Social Mobility and Community Engagement.

Matthew will help ensure Londoners from different faiths, ethnicities, backgrounds and social classes are better integrated in a city that is the most diverse in the country.

Policing, Crime and Security

Sir Bernard Hogan-Howe

On 29 September, the Commissioner of the Metropolitan Police, Sir Bernard Hogan-Howe, announced his decision to retire in February 2017.

I would like to thank Bernard for his years of service and dedication to keeping Londoners safe - I have enjoyed working closely together with him over the past five months, and will continue to do so until he retires.

Bernard oversaw the excellent policing of the 2012 Olympic Games and has taken big steps towards making our police service more representative of London.

I will work closely with the Home Secretary to ensure we find the best possible candidate to appoint as the new Commissioner, so that we can continue to keep Londoners safe.

Passing Out Parade

On 9 September, I attended the Metropolitan Police Passing Out parade for 300 new police recruits. Whilst this was a special day for these new recruits, it also marked a milestone for the MPS, reaching 4,000 Black, Asian and minority ethnic (BAME) officers for the first time.

I am delighted on the progress made, but we still have more to do, and that is why I announced a legal review to ensure the MPS is doing everything it can to utilise existing legislation. I am determined to make more progress towards my aim of having a MPS that is as diverse as the make-up of Londoners. This is not about tokenism, but about building trust and respect between our vital police force and all Londoners.

One of the best things about London is its astounding diversity. But to continue to be one of the safest big cities in the world, and I want us to become even safer, we need our capital's police force to reflect this, and to look like the communities it is charged with keeping safe.

Pioneering new project to help young victims of sexual abuse

On 13 September, the Home Secretary Amber Rudd and my Deputy Mayor for Policing and Crime, Sophie Linden, joined me at the Children and Young Persons Haven at King’s College Hospital to announce a pioneering project to help children who have been victims of sexual abuse or exploitation.

The UK’s first two Child Houses, funded by £7.2m secured by MOPAC and NHS (London) from the Home Office Innovation Fund, will offer medical, investigative and emotional support in one place, removing the need for young victims to go through the trauma of repeating their statement several times to different agencies.

This multi-agency approach will help gather better evidence and increase the speed of its delivery to court, as well as offering longer term support to victims of child sexual abuse in the criminal justice system.

The new Child Houses, which will open next year, will build on the work of the CYP Haven. While the Haven offers an urgent 24/7 response, a predominantly clinical service and short term care and support, the Child Houses will provide a multi-agency, long-term support and advocacy service under one roof.

Criminal justice aspects of aftercare will be embedded in the service, with evidence gathering interviews led by child psychologists on behalf of the police and social workers, and court evidence provided through video links to aid swifter justice.

City Hall holds MPS and justice partners to account

I am pleased that City Hall will now hold regular public meetings to hold the Metropolitan Police Service and criminal justice partners to account, and ensure everything possible is being done to keep Londoners safe.

The first of these new public meetings took place on 28 September, where my Deputy Mayor for Policing and Crime, Sophie Linden, questioned the Metropolitan Police Commissioner, Sir Bernard Hogan-Howe.

The ‘Policing Matters’ meetings will consider a concerning rise in crime including gun crime over the last year; crime rates by area; and what more can be done for the most vulnerable Londoners and to improve confidence in London’s communities.

Transport

Hopper Bus Fare

It will be automatically given to anyone who uses ‘pay as you go’ with Oyster or contactless payment cards.

The new fare will mean an estimated 30m bus journeys currently costing £1.50 will now become free every year. It will particularly benefit Londoners on lower incomes who often rely on the bus network to get around.

The new Hopper will provide two journeys for the price of one within an hour and TfL is now working on delivering unlimited bus and tram transfers within one hour in 2018.

I approved the proposed revision to TfL fares to be implemented from 11 September 2016 and directed TfL, pursuant to the power in section 155 (1)(c) of the Greater London Authority Act 1999, to implement the fares on 11 September 2016.

Commitment to building greener, public transport-focused crossings

Page 19 3 On 4 October, I outlined my commitment to providing greener and more public transport- focused river crossings in the east and south east of London.

I have has set out a package of new river crossings to be built in the next five to ten years that will vastly improve travel across the capital, while supporting new affordable homes and business opportunities in east London.

These include:

 Plans for a new pedestrian and cycle bridge linking Rotherhithe & Canary Wharf to be accelerated;  A series of enhancements to be made to the proposals for Silvertown Tunnel to make it greener and more public transport-focused, and exploring further benefits for local residents who use the tunnel;  A DLR crossing at Gallions Reach, helping support the development of around 17,000 new homes across Newham and the Royal Borough of Greenwich;  Further assessment work for a Barking Riverside-Abbey Wood London Overground crossing; and  Further assessment of a North Greenwich-Isle of Dogs ferry, supporting new development on the Greenwich Peninsula and the Isle of Dogs

New TfL Board

On 6 September, I announced my appointments to a new slimmed-down TfL Board that better represents the diversity of the capital.

The previous TfL Board included 13 men and four women, with no BAME representative. By contrast my new Board will be 57 per cent female, 29 per cent BAME and 13 per cent with a disability – with the final position to fill.

As part of my work to make TfL more efficient, I have reduced the Board by two members, two advisors and restructured payments to all members, thus saving approximately £190,000 a year compared to 2015/16.

First fully electric bus routes for Central London

On 9 September, I announced that routes 507 and 521 will exclusively run a 51-strong fleet of all-electric buses by the end of the year, as part of my ambitious campaign to dramatically improve air quality in the capital. Combined with 22 all-electric buses already running in outer London, it will take the capital’s entire fleet of electric buses up to 73 – the largest in Europe.

The move to the all-electric single-deck buses, made in Britain by Chinese company BYD and British manufacturer ADL, will eliminate NOx emissions on the routes and reduce CO2 emissions by 40 per cent. The buses will also be the first to include screens showing the next five stops and how the Tube and Overground is running, as well as 12 seats with USB sockets to help passengers charge their phones.

The phased delivery of the 51 buses marks a significant step forward in my comprehensive plan to transform the capital’s bus fleet. This plan includes all 300 single-deck buses that travel through central London to be zero emission by 2020, and all 3,100 double deck buses to be hybrid by 2019.

Page 20 4 Plans to deliver a ‘world-class’ taxis and private hire service for Londoners

On 13 September, I heralded a new era for the capital’s taxi and private hire markets as I set out an unprecedented programme of far-reaching improvements that will drive up standards, boost the quality of service for Londoners and protect the future of London’s iconic black cabs.

The Taxi and Private Hire Action Plan includes specific new measures to support licensed taxi drivers, and sets out ambitious plans to enhance public safety, and also improve London’s air quality.

Special new measures being introduced to help London’s black cab industry to continue to flourish include:

 TfL will open up an extra 20 bus lanes for use by taxis this year and is asking London Boroughs to consider access for taxis to a further 40 on roads they control;  The number of taxi ranks will also be increased by at least 20 per cent by 2020; and  The use of new technology to provide customers with information to help connect them with taxis more quickly and easily - adding taxi information to TfL’s journey planner by summer 2017.

The iconic black cab trade – already recognised as the finest service of its type in any city – will also be helped to become the greenest in the world.

 From next year, up to £5,000 will be available to drivers who scrap the oldest and most polluting taxis. A grant of £3,000 will be provided towards the first 9,000 Zero Emission Capable (ZEC) taxis and TfL is asking the Government to guarantee the ‘plug-in grant’ for these vehicles, which would take the total grant to £7,500; and  From 1 January 2018 no more new diesel taxis will be licensed.

A range of measures are also being introduced to enhance public safety, many of these were outlined in the recent Private Hire Regulations review. These include:

 A formal English language requirement for all private hire drivers;  The provision of driver and vehicle details to customers, including a photo of the driver, before the start of each journey; and  Even more robust insurance requirements.

Letter to private hire drivers and passengers

On 23 September, I wrote to private hire drivers and their passengers to outline my determination to create a vibrant market with space for all providers to flourish.

I have responded to an Uber email campaign about the future of the capital’s taxi and private hire trades by outlining my efforts to drive up standards, enforce regulations fairly and improve safety for every passenger and driver in London.

Review into Garden Bridge project

On 22 September, I announced that Dame Margaret Hodge MP, former chair of the Public Accounts Committee, will conduct a review into the Garden Bridge project.

The review into the proposed £185 million footbridge linking Temple with the Southbank will look in detail at whether value for money has been achieved from the taxpayers’ contribution to the project, and investigate the work of TfL, the GLA, and other relevant authorities around the Garden Bridge going back to when the project was first proposed.

Dame Margaret Hodge spent five years as Chair of the Public Accounts Committee scrutinising public spending across all areas of Government, and earned widespread respect from all sides of the political spectrum, holding leading public figures to account.

I promised to look into the decisions made around the public sector contribution to the project, and subsequently published the full business plan for the Garden Bridge project, as well as a list of its funders that could be made public.

I have pledged to make the project more open and transparent compared to his predecessor, and have made my view clear that no new London taxpayers’ funds should be committed to the Garden Bridge.

Measures to rid London of dangerous lorries

On 30 September, I announced ground-breaking proposals to make London’s roads safer for pedestrians and cyclists by removing the most dangerous lorries from the capital’s roads by 2020.

TfL’s Direct Vision Standard, a world first, will use a ‘star rating’ from 0 to 5 stars to rate construction and other heavy goods vehicles (HGVs) based on the level of vision the driver has directly from the cab.

Under the plans to be consulted on shortly, the most dangerous ‘off-road’ HGVs will be banned from London’s streets entirely by January 2020.

These HGVs would be ‘zero star rated’ by the Direct Vision Standard. Only HGVs meeting 3 stars or above – ‘good rating’ in the new Direct Vision Standard - would be allowed on London’s roads by 2024.

Recent data shows that HGVs were involved in 22.5 per cent of pedestrian fatalities and 58 per cent of cyclist fatalities on London’s roads in 2014 and 2015, despite only making four per cent of the miles driven in the capital.

The restriction of drivers’ field of direct vision by vehicle design has been proven to have contributed to many of these fatalities.

There are around 35,000 of the zero star-rated ‘off-road’ HGVs currently operating on London’s roads, and they were involved in around 70 per cent of cyclist fatalities involving HGVs in the last three years. It is this type of vehicle that I have pledged to remove from London’s roads by 2020.

TfL and the wider Greater London Authority group will lead by example and adopt the new Direct Vision Standard in all future contracts from the new financial year, to ensure that no trucks with poor direct vision are used in their future supply chains.

Page 22 6 TfL and I will also work with developers and councils to encourage them to do the same, and I have pledged to continue pressing the EU to introduce new EU wide safety standards for HGVs.

Bright future for Cycle Hire

On 3 October, I welcomed the next generation of London’s cycle hire scheme, Santander Cycles, after TfL signed a deal that will bring an upgraded UK-manufactured bike to the capital’s streets.

TfL has awarded Serco a new five year contract to distribute and maintain the popular hire scheme. This includes the manufacture of an upgraded bike, which will be made by British company Pashley Cycles at its factory in Stratford-upon-Avon.

This next generation bike will retain the popular features of the existing model, but will be lighter and more manoeuvrable with smaller wheels, a lower frame, a new gear hub and a more comfortable seat. It is anticipated that they will be on the streets in 2018, with around 500 supplied each year to replace older models.

Utility firm handed largest ever fine for mismanaging streetworks

TfL has successfully prosecuted energy company London Power Networks, a subsidiary of UK Power Networks, as part of its commitment to ensure roadworks cause the minimum disruption as possible to road users.

The offences included two counts of carrying out work without a permit and a further two counts of failing to serve the required statutory streetworks notices before beginning work, follow schemes undertaken in Bressenden Place and Lower Grosvenor Place on 9 February.

Lace up for an Autumn Amble

On 1 and 2 October, Londoners were able to join guided walks around the capital for free as part of TfL’s Autumn Ambles weekend. The 42 guided walks showcased some of the city’s best attractions, architecture and open spaces.

The free guided walks ranged from short strolls to challenging treks and took in some of London’s famous landmarks and panoramic views. All walks started and finished within easy reach of public transport and explore sections of the city’s seven popular Walk London Network routes, with knowledgeable Walk London guides leading the way.

I have put a new focus on making it easier and more enjoyable to walk around London, and TfL is working with London boroughs, businesses and schools to make this commitment a reality.

A wide range of improvements to London’s streets, junctions and public spaces are underway with more than 1,500 Legible London signs across the capital to help people find their way. TfL has also launched a new version of the Tube map, which shows how many steps it takes to walk between stations in zones 1 and 2.

Public support plans for a safer and simpler King’s Cross gyratory

Page 23 7 Initial proposals to radically change the King’s Cross gyratory network have been supported by the majority of respondents to a recent public consultation.

Improved pedestrian facilities were among the most important change according to respondents. TfL will now develop the plans with Islington and Camden councils and launch a detailed consultation next year

The majority of people living, working or passing through the King’s Cross area have supported early proposals for a transformation of the area. The plans, developed by TfL and Islington and Camden councils, include new road layouts and better facilities for pedestrians and cyclists, which were supported by 70 per cent of those who responded to the consultation held earlier this year.

The next step for this radical improvement is to consider all responses to the consultation before developing - alongside Islington and Camden - detailed proposals for further consultation next year.

The detailed plans will be developed to ensure they are coherently linked to other major schemes and improvements taking place across this part of London, including the extension of the North-South Cycle Superhighway between Stonecutter Street and King’s Cross, and borough cycling schemes as part of the Quietway and Central London Grid programmes.

Plan ahead for autumn weekend closures affecting TfL Rail

Customers have been advised that work to improve stations, tracks and prepare for new trains and future Elizabeth line services, will result in a number of weekend closures between Liverpool Street and Shenfield this autumn.

The work, which is being carried out by Network Rail and will affect both TfL Rail and Abellio Greater Anglia services, will include the remodelling of track at Shenfield, and upgrading and replacing old overhead power lines between Liverpool Street and Shenfield. When complete, this will reduce delays and improve reliability for rail passengers.

Network Rail will continue platform work to prepare for the new longer air-conditioned trains, which are currently being built and tested and will start serving the route from May next year. Station improvement work, that cannot take place when trains are running, will also take place, including both TfL and Network Rail preparatory work for new lifts at stations.

Rail replacement buses will operate and customers are advised to check tfl.gov.uk to plan their route, and for updates on engineering works and transport service changes that may affect journeys.

TfL Rail operates the stopping service between Liverpool Street and Shenfield. This will become part of the Elizabeth line in December 2018 when the central tunnels through London are opened.

Companies come together to plan for building Crossrail 2

On 14 September, TfL and Network Rail brought together a wide range of experts from the world of engineering, design and construction who could be involved in the next stage of the proposed new Crossrail 2 railway.

Page 24 8 The industry event, which was attended by organisations representing the breadth of the future supply chain, set out plans for the development of the Crossrail 2 project that would relieve pressure on the transport network across London and the south east, enabling 270,000 more people to enter central London every morning at peak time.

This early engagement will encourage collaborative working and early innovation, driving down costs and ensuring the railway can be delivered on time and in a way that represents the very best value for money.

It will also allow the industries to develop their plans for investing in skills and the future workforce. This will build on the success of the Crossrail construction project, which has already created over 570 apprenticeships.

During the construction of the proposed railway, up to 60,000 full time jobs could be supported across the UK in the engineering, construction and manufacturing supply chain, thus driving hundreds of millions of pounds to regional and local economies. In total, the railway could drive the development of 200,000 homes and support 200,000 new jobs.

TfL helping minimise disruption during City of London’s essential Tower Bridge closure

TfL has set out plans to help reduce disruption during the City of London’s maintenance work on Tower Bridge. The three-month closure, which began on 1 October, means vehicles are unable to use the bridge.

TfL is advising road users of disruption to the surrounding area and has implemented a ban of all non-emergency roadworks on surrounding roads to help reduce the impact. Additionally TfL has also put in place plans to swiftly remove any vehicles blocking key surrounding routes to help reduce disruption.

During the closure of the bridge, drivers, cyclists and bus users need to use an alternative route and should allow extra time for their journey. A signed diversion will be in place taking drivers northbound over London Bridge and southbound over Southwark Bridge. As Tower Bridge is outside of the Congestion Charge zone, drivers will not be liable for the Congestion Charge if they do not deviate from the signed alternative routes.

To help support the City of London, TfL has carried out a range of activity to alert local residents, businesses and road users of this closure. More than 900,000 emails have been sent out to road, bus and other public transport users about the work, ensuring local people, businesses and those making deliveries in the surrounding areas are aware of the closure. Signage is also in place on Tower Bridge and the approaching roads to warn of the closure.

The 122-year-old Tower Bridge was last refurbished in the 1970s and the iconic structure now requires major maintenance, including re-decking of the lifting bascules, new expansion joints, waterproofing of the viaduct arches and resurfacing.

Full line closure of Gospel Oak to Barking railway line

The second phase of major upgrade work to the London Overground between Gospel Oak and Barking has resulted in the whole line being closed on weekdays and weekends since Saturday 24 September, as part of Network Rail's Railway Upgrade Plan.

Page 25 9 Replacement bus services are available for parts of the journey and customers are advised to plan their journeys in advance. Regular pay as you go users of the Gospel Oak to Barking line will be automatically refunded the additional cost of travel via Zone 1 by Tube or rail.

Network Rail is delivering the project, which is funded by the Department for Transport and TfL. The project will see TfL introduce new four car electric trains to replace the existing two car diesel trains from January 2018, helping to meet growing passenger demand. The trains are being built by Bombardier for TfL.

Network Rail is carrying out major work, including lowering four major sections of track, installing structures to carry the overhead wires and rebuilding four bridges.

This upgrade will have huge benefits to passengers and neighbours. It will enable longer, quieter and cleaner trains to run.

Ilford station’s revamped ticket hall opens at York Road

A renovated ticket hall at Ilford station has opened to the public, providing an alternative to the main entrance on Cranbrook Road.

The new entrance provides a much more welcoming and secure environment for customers accessing the station from the north side, with a new ticket machine, lighting, CCTV and real- time updates on customer information screens.

The main Ilford station entrance on Cranbrook Road will also be redesigned and rebuilt by Network Rail and Crossrail Limited, with improvements over the next few years including new lifts, as part of Network Rail’s Railway Upgrade Plan.

The modernisation of Ilford station is part of a TfL programme of improvements being carried out along the route that will become the Elizabeth line, with customers at Manor Park, Seven Kings, Maryland, Chadwell Heath and Brentwood stations to benefit from new ticket gates and ticket machines, as well as improved customer information, lighting, external renovation and some new accessible toilets and retail spaces.

The Economy, Business, Enterprise and Regeneration

I was pleased to be able to meet with community and faith representatives, attend cultural events and visit various business and redevelopment projects during the trip. Over the 5 working days, I attended 29 events in total, making 13 speeches to an estimated 3000 people.

The purpose of the trip was to strengthen ties with the three cities and to demonstrate that London remains open for business and a key destination for investment and tourism following the EU referendum.

Page 26 10 In meetings with senior politicians and city leaders, discussions covered key issues of common interest, including the need for greater social integration, regeneration and new affordable housing.

I was accompanied in Chicago and New York by a delegation of 30 tech entrepreneurs based in London. The aims of the Trade Mission were to:

 showcase the talent of London's high growth tech sector;  introduce the delegates to decision makers within major corporates for partnership or procurement opportunities; and  support the delegates in securing investment to help scale their businesses internationally

Many of the businesses have already formed new partnerships with companies they met and numerous business leads have been created for the entrepreneurs that they are hoping to translate into significant business opportunities. Likewise a number of FDI leads have been created which will potentially create numerous jobs in London in the future.

London is Open – meeting with President of the European Parliament

On 22 September, I met the President of the European Parliament, Martin Schulz, at City Hall to stress that London is open and to emphasise the importance of the capital having a seat at the negotiating table in the aftermath of the United Kingdom’s decision to leave the European Union.

London was the only region of England which voted to remain in June’s referendum, and I am lobbying ministers to ensure that the capital’s voice is heard when exit negotiations commence.

I reassured President Schulz, who came to City Hall, that EU citizens living in the capital will always remain welcome in the city. I told the President that London’s interests in the EU are a key part of the city’s success and that both the capital and the devolved nations must be actively engaged in the process to leave the EU.

I also stressed that London needs comprehensive access to the single market and the ability to keep and attract talented people from across the EU.

Summit to protect life sciences in aftermath of Brexit

On 23 September, City Hall hosted a summit with some of the leading figures from London’s life sciences industry to discuss how to best protect the sector in the aftermath of the country’s decision to leave the European Union.

The summit focused on the opportunities for this vitally important sector and was attended by some of the country’s most distinguished life scientists, including Sir Paul Nurse, Chief Executive of the £700million Francis Crick Institute, which will open later this year.

Chaired by Rajesh Agrawal, my Deputy Mayor for Business, the summit looked to reassure the life sciences sector that London remains open for business and that the sector remains fundamental to London’s business, research, innovation, skills and health landscape.

The meeting also discussed the challenges posed by Brexit and what the life science sector will need from the Government’s negotiations with the EU.

Celebrating London’s food and drink producers at the Urban Food Awards

On 21 September, some of the city’s brightest and best producers were celebrating after being selected top of their individual categories in the third annual marker event for the very best food and drink produced by London companies with 50 employees or fewer.

The group of locally-based producers were crowned at an awards event at the capital’s world famous Borough Market, recognising their outstanding contributions to London’s food scene.

Thousands of Londoners voted for their top growers, products and retailers at the Urban Food Awards, which is organised by City Hall, Borough Market and London Food Link. A panel of judges including chefs Tom Hunt, Rowley Leigh and Oliver Rowe and food writer Olia Hercules, had the enviable task of whittling down the shortlist in 11 food and drink categories.

This year, I presented a brand new award recognising the innovative use of surplus food. The Best Surplus Food Initiative award recognises excellent work being done by producers to avoid food waste, in a city where the Evening Standard’s campaign Food for London has shown 875,000 Londoners worry about where their next meal is coming from.

The award was won by Gourmet Goat, which uses surplus goat meat from dairy farms, vine leaves from Forty Hall Vineyard in Enfield and other surplus products to make delicious eastern Mediterranean-style dishes.

Review of London & Partners

I have approved an internal review into the impact and efficiency of GLA funding of London & Partners programmes, to ensure the best possible promotion of London supported by GLA staff resources.

I have agreed a contingency of £25,000 that the Executive Director of Development, Enterprise and Environment may if necessary draw on to procure specialist consultancy support for the review.

Civic Crowdfunding Programme

On 14 September, my Regeneration Team held a celebratory Winner’s Workshop at City Hall for the recipients of funding in the third round of the Mayor’s Civic Crowdfunding Programme.

The innovative programme invites London’s communities to come together and propose ideas to regenerate their local area, harnessing the support of City Hall, local residents and beyond.

Over the first two rounds, we have pledged £600,000 to 35 local projects and in the third round an additional £225,000 of Mayoral pledges was announced to support 20 new projects driving regeneration of their local areas.

Projects include providing new workspaces with training opportunities, boosting healthy eating and food growing and supporting public events for all Londoners. These projects have so far seen over £380,000 pledged, alongside the GLA contribution, from almost 3500 backers, making this the biggest civic crowdfunding drive that London has ever seen.

Page 28 12 Growing Places Fund – Tempus Energy

I have approved the novation and variation of the GLA’s Growing Places Fund agreement with Tempus Energy Limited to Tempus Technology Limited to optimise delivery of the ‘Tempus Energy’ project and repayment of funding to the GLA.

I have delegated authority to approve any future re-profiling of loan repayments to the Executive Director-Development, Enterprise & Environment, provided always that such re- profiling does not alter the five year long stop date for repayment noted above.

Housing and Land

Plans for up to 10,000 new homes in Barking

On 6 September, I paved the way for up to 10,000 new homes in Barking – with a target of 50 per cent being affordable homes to rent or those for first-time buyers – after approving the masterplan for Barking Riverside, the single largest regeneration site in the capital.

Under the previous Mayor, the plans included only 28 per cent affordable housing. Despite still operating under the existing London Plan set by the previous Mayor, I have now agreed a scheme that includes a minimum of 35 per cent affordable from the outset, with provisions to raise this in line with my long-term aim to 50 per cent over time through additional investment and viability reviews.

Launch of London Living Rent

On 18 September, I set out the first details of my plans for ‘London Living Rent’ – a new type of tenancy for newly-built affordable homes that will help average earners in the capital save for a deposit by offering them a below-market rent.

London Living Rent homes will have rents based on a third of average household incomes. New homes will be offered to low and middle-income households, typically earning between £35,000 and £45,000, who are currently renting privately. Across London, this would see the rent for a two-bed flat drop below £1,000 – compared to average private rents of £1,450.

Further details of the new programme will be released in the coming months, and I have begun working with housing associations and boroughs to kick start the delivery of new homes at these rent levels. The new Mayor of Hackney, Phil Glanville, has set to work implementing his manifesto pledge to build 500 homes for London Living Rent.

I also set out my plans to work with housing associations to put an end to so-called “rent conversions”, whereby existing social housing is re-let at higher rents. The previous Mayor encouraged these rent hikes for over 19,000 social rented properties, where rents rose by up to £5,500 per year, often pushing up the housing benefit bill.

Tottenham Housing Zone (Phase 1) – Hale Village Tower

I have agreed to allocate a further £55,159,294 to fund an intervention to unlock and accelerate the delivery of additional homes within the Tottenham Housing Zone. Subject to the satisfactory outcome of due diligence, I agree to fund this further Financial Transaction

Page 29 13 intervention as part of a mixed development finance package in order to unlock the Hale Village Tower site.

I have delegated authority to the Executive Director of Housing and Land, in consultation with the Deputy Mayor for Housing & Residential Development, to determine (by means of a record in writing) that such due diligence has been satisfactorily undertaken and that it is appropriate for GLA Land and Property Limited (GLAP) to contractually commit Housing Zone loan funding of £55,159,294 to the site.

I have additionally delegated authority to the Executive Director of Housing and Land to approve any amendments required to the Overarching Borough Agreement between the London Borough of Haringey and the GLA dated 3 September 2015 as he considers necessary or expedient.

Environment

Londoners back plans to tackle air pollution

On 14 September, I published consultation results obtaining the views of a record 15,000 Londoners – the highest number of responses to a City Hall consultation ever. Londoners gave me their overwhelming support to press ahead with a bold and comprehensive package of measures to tackle clean up the capital’s filthy air.

We are leading the way in taking urgent action to help end London’s ‘public health emergency’ after revealing that the equivalent of almost 9,500 Londoners die from long-term exposure to air pollution every year and 443 schools in the capital are in areas exceeding safe air quality levels.

The consultation revealed that 79 per cent of Londoners consulted supported my proposal to bring the Ultra Low Emission Zone forward to 2019 and that 71 per cent believe it should be expanded to the North and South Circular.

Consultation results indicate widespread support for my call to Government for a diesel scrappage scheme to help Londoners switch away from the most polluting .

There is even stronger support for implementing an early £10 Emissions Surcharge (dubbed the ‘T-charge’) on the most polluting vehicles entering central London from 2017. The consultation found 81 per cent supported the charge, which would apply to all vehicles with pre-Euro 4 emissions standards – typically those registered before 2005 – and will cost an extra £10 per day on top of the existing Congestion Charge.

Since the consultation, I have already implemented a new programme of air quality advice and alerts following strong demand from Londoners. On the day before high and very high air pollution days, alerts will now be displayed on road signs, at bus stops and station entrances.

Education and Youth

Expansion of healthy food schools project

Page 30 14 On 16 September, I announced that more schools in two of London’s largest boroughs will be able to take advantage of a ground-breaking gardening scheme that has already encouraged thousands of young people to grow their own food and make healthy eating choices.

I announced the expansion of the London School Garden Grants initiative, which is a partnership between City Hall and Whole Foods Market’s charitable arm, the Whole Kids Foundation, during a visit to a pop-up market near the location of a new branch of the retailer opening in Englewood, Chicago, a neighbourhood with high levels of poverty. This took place during my North American trip.

The London School Garden Grants initiative has already been working with 21 schools in the boroughs of Lambeth and Croydon, allocating funding to change the food environment in nursery, junior, primary and secondary schools and encouraging nearly 3,000 pupils to think a little more carefully about the food they eat.

The announcement means that from later this month more schools in these two boroughs will be able to apply for London School Garden Grants ranging from £500 to £3,000.

This funding can be spent on plants and seeds, tools, planting beds, sheds, greenhouses, water butts, composters, or even a chicken coop – as one school did last year. Pupils will be supported by parents, teachers and volunteers to establish and maintain the gardens.

London Curriculum

On 29 September, I launched the first London Curriculum teaching resource, ‘Going Underground’, for primary school children at the London Curriculum Festival.

Hundreds of primary school children gathered near City Hall on the banks of the Thames and in Potters Field for tasters of what the London Curriculum offers them and their teachers.

My Statutory Deputy Mayor, Joanne McCartney, and I were joined by Darcey Bussell and Russian philanthropist, Yelena Batturina, whose BE OPEN Foundation supported the festival and the roll-out of the programme. Support was also given by the Mayor’s Fund for London.

Over 1,800 primary schools across all 33 London boroughs now have the opportunity to bring learning to life inspired by London’s people, places and heritage, in everything from history and poetry, to science and art. Schools can sign up to the London Curriculum and receive access to a brand new suite of resources and opportunities for Key Stage 2 teaching. This includes trips to the Houses of Parliament, the Natural History Museum and Guildhall Art Gallery and Amphitheatre.

Getting Ahead London

On 16 September, my Statutory Deputy Mayor, Joanne McCartney, launched Getting Ahead London at PwC. This is my new scheme for identifying and supporting talented school senior leaders who aspire to become future heads and principals in London.

Joanne congratulated the 60 participants from schools across 25 London Boroughs on getting through what was a tough assessment process, with double the number of eligible applicants, and thanked them for their commitment to moving into headship and being part of London’s continuing success story.

Page 31 15 The audience also heard what Ofsted looks for in good and outstanding schools from Mike Sheridan HMI, Regional Director of London, Ofsted, and on the evolving context for leading schools from Sam Freedman, Executive Director of Programmes, Teach First.

PwC ran a masterclass to share private sector perspectives on different models of leadership and Challenge Partners matched the participants with their 20 coaches, who are headteachers from successful London schools and who have National Leader of Education status. It is the coaching relationship and work shadowing that is at the core of the programme’s support to the deputy and assistant headteacher participants.

Getting Ahead London will run as a pilot over this school year, with key events in February and June 2017 to focus on establishing and embedding leadership. This pilot year is being evaluated externally by UCL.

Early years funding formula

One of my keys concerns as Mayor is the threat to London’s educational success from the school and early years funding formula reforms of Government.

I therefore made a robust response in September to the Government’s early years and childcare funding formula consultation, and I will continue to make a strong case, working with the London boroughs, that London’s high needs are adequately recognised by Government.

While welcoming the greater transparency and overall increased funding available based on the new early years and childcare formula, I expressed major concerns on the implications for London of the proposed universal basic funding rate to deliver free childcare places. This is in the context of huge pressure on good childcare places in London and great variations in running costs across the capital and compared with the rest of the country. I am particularly concerned that some nurseries may be put at risk, yet these early years education settings tend to attract children from the most disadvantaged families and achieve the highest quality outcomes for them.

On 14 September, my Statutory Deputy Mayor, Joanne McCartney, spoke at an event How to Build Diversity in TV and Film which was focused on skills training for young people who want to get into the tech and media sectors.

On 22 September, my Statutory Deputy Mayor, Joanne McCartney, spoke and hosted an evening reception in City Hall for the Alzheimer’s Society ahead of World Alzheimer’s Day. The vision of a dementia friendly City was featured as part of Joanne’s speech.

Review of Resourcing of the London Fire Brigade

I have approved a review looking into the resourcing of the London Fire Brigade and agreed expenditure of up to a maximum of £7,500 to procure the services of Anthony Mayer to undertake the review.

Volunteering

Team London Celebration Event

On 8 September, Team London welcomed volunteers to City Hall for a celebration event to thank those volunteers who gave up thousands of hours of their time to Team London programmes across the past summer.

The event included fun and games for all the attendees, as well as a chance to meet the Team London team, hear an update on Team London’s activities in 2016 and plans for 2017 and catch up with friends they had volunteered with over numerous events throughout both the Summer and the year as a whole.

The positive impact that volunteering has in London’s communities wouldn’t be possible without the thousands of committed and dedicated volunteers who are willing to give up their time to support Team London programmes and charities that Team London engages with.

The Team London Ambassadors alone gave over 15,000 volunteering hours over six weeks of the summer. As such, this event was a more than fitting way to say thank you and to show our gratitude for their continued dedication and willingness to create positive social impact through volunteering.

London 2017 Volunteer applications

I am delighted to announce that the volunteer application process to support the IAAF World Championships and World ParaAthletics Championships in the summer of 2017 has now opened. The response so far has been absolutely fantastic, with over 5,000 applications to volunteer at the Championships already received within one week of the application process going live.

With many previous 2012 Games Makers and Team London Ambassadors applying for roles already, alongside numerous new volunteers, we are confident that the skills and experience of the volunteers that will be selected to support these championships will help to deliver another world class sporting event to the people of London in the summer of 2017.

Fourth Plinth Commission Unveil

On 29 September, I unveiled the latest artwork to be installed on the iconic Fourth Plinth in Trafalgar Square, the first major work of public art I have unveiled since becoming Mayor.

The Fourth Plinth programme reflects the best of London in so many ways – it is creative, pioneering, surprising and a delight for the millions of Londoners and visitors from across the globe who visit Trafalgar Square every year.

David Shrigley’s sculpture, ‘Really Good’, is wonderfully optimistic and it shows that London is open to the world and that we remain full of creativity and positivity.

Big Dance Bus

On 10 September, the Big Dance Bus completed its fourth and final tour across the capital.

Londoners of all ages and abilities took part in 22 event days, with hundreds of dance groups, an demonstrations of an A-Z of dance styles. The centrepiece commission 'Dance Decades' by the Big Dance Resident Bus Company was choreographed by Natasha Khamjani & Fleur Davidson to mark a decade of the Big Dance programme.

A highlight day of the tour was at the Liberty Festival, as part of National Paralympic Day on 3 September, which celebrated the GLA's 2016 partnership with the Wheelchair Dance Sport Association with workshops and performances for everyone.

Creative Industries

On 6 September, I accepted Politician of the Year Award at GQ’s Men of the Year 2016 Awards. My Statutory Deputy Mayor, Joanne McCartney, also made a speech to media, broadcasting and film executives about the importance of diversity in the creative industries.

My Deputy Mayor for Culture & Creative Industries, Justine Simons, attended The London Design Festival, which I fund, generating £25 million in new sales each year. The Festival ran from 16–24 September and included the UK’s inaugural Design Biennale. This was a world first - a major international exhibition of site-specific design installations from over 35 of the world’s most ambitious countries and cities. Participants included China, India, Germany, the USA, Indonesia, Russia and South Africa. It was the first Biennale in a major capital city to give design this significant platform.

Justine also attended the opening of London Fashion Week, which I fund. This ran between 15 – 20 September and over the past year has generated £100 million in fashion orders. For the first time, Christopher Kane live streamed his show, while British Fashion Council streamed content on 20 outdoor screens across Birmingham, Glasgow, Leeds, Liverpool, London, Manchester and Newcastle.

Fashion industry backs campaign to show the world London is Open

London’s thriving fashion industry has joined my campaign to tell the world that the city remains the international fashion, business and cultural capital and that its doors are open to talent from across the globe.

To mark the end of London Fashion Week, a behind-the-scenes fashion film - created for my #LondonisOpen campaign and supported by the British Fashion Council – was released

Page 34 18 featuring the breadth of the fashion industry, from catwalks to design schools and paparazzi lenses to fashion media houses. Iconic brands, fashion figures and institutions have all backed my #LondonIsOpen campaign, including Henry Holland, Greg Williams, Central Saint Martins, Joseph, Martha Ward, Mount Street, DAKS, Vogue House, Models1, Nicholas Kirkwood, the British Fashion Council and Dylan Jones.

#LondonIsOpen was launched to spread the message that, following the EU referendum, London remains united, full of creativity and open for business, a message echoed by the British Fashion Council and the fashion industry as a whole in London. The city has long been considered a diverse and creative driving force for contemporary fashion as well as a notable part of the London economy. Fashion Designers, brands, schools, models, fashion figures and photographers, all those who make up one of the biggest industries in the UK, have got behind the #LondonIsOpen campaign to pledge their support.

Mayor’s Music Fund Scholars’ Awards Day

On 3 October, I was delighted to welcome the new cohort of Mayor’s Music Scholars to City Hall to receive their awards. These 42 musically talented but disadvantaged young Londoners, aged between 8 and 11, were awarded four-year scholarships collectively worth almost £170,000, and were nominated to become this year’s Mayor’s Music Fund Scholars because they have shown talent and commitment, but don’t have the financial means to pursue their potential.

The Mayor’s Music Fund also announced three new Partnership Projects in Bromley, Camden and Waltham Forest, giving young people aged 7-21 opportunities to learn from and work alongside professional musicians.

Gigs

On 4 September, my Gigs busking competition was won by 13 year old Lewisham musician Clarissa Mae. The industry panel of judges chose Clarissa after she took top honours in the Youth category. 12 acts came together to impress at the Grand Final, held at Westfield Stratford City. 17 year old Cyreez Lewis won the Soloists and Duos category and 25 year old Nicola Hogg was named winner of the Gigs Songwriting Prize, which is sponsored by PRS for Music.

The Gigs competition is my platform for young musical talent, allowing acts to build confidence, develop their performance skills and get their music heard. This year over one million people saw a Gigs performance at some of the city’s highest footfall locations.

Great Fire 350

On 4 September, my Deputy Mayor for Culture and Creative Industries, Justine Simons, attended the spectacular finale of the London’s Burning festival, with the burning of a large- scale representation of the 17th Century London skyline floating on the River Thames, by artist David Best.

My Statutory Deputy Mayor, Joanne McCartney, also attended a special service marking the 350th Anniversary of the Great Fire of London at St Paul’s Cathedral. Joanne read a short passage from a seventeenth century account of the Fire.

On 25 September, my Deputy Mayor for Culture & Creative Industries, Justine Simons, attended the 8th festival of Japanese culture in Trafalgar Square on my behalf, which included performances, martial art and food.

Totally Thames

I was very happy to have given my support to Totally Thames, a month long campaign celebrating the role of the Thames in the city and bringing the river to life via an exciting season of arts, cultural and river events throughout the 42-mile stretch in London.

This year’s exciting programme included a spectacular 3 storey high lantern installation made of Hanji, traditional Korean paper, by Ik-joong Kang, one of Korea’s most celebrated multi- media artists, which floated on the Thames during September.

The festival contained over 150 events, including new cultural commissions, education and outreach programmes, and riverfront festivals and exhibitions. One of the exhibitions, Rivers of the World, was staged at City Hall.

On 2 September, my Statutory Deputy Mayor, Joanne McCartney, spoke at the Totally Thames Launch Party, emphasising that culture is at the very centre of my agenda for London.

Liberty Festival 2016

On 3 September, I attended National Paralympic Day and Liberty Festival at Queen Elizabeth Olympic Park. The Liberty Festival, now in its 14th year, celebrates the talents of deaf and disabled artists and took place together with a programme of Paralympic and community sports.

I attended the reception at the start of the event, which brought together stakeholders from LLDC, BPA, UCL, Embassy of Brazil, disability arts and sports groups, and community organisations. In particular, I was able to announce the launch of the world’s first ‘Global Disability Innovation Hub’, led by UCL on behalf of London partners at Queen Elizabeth Olympic Park.

The Hub will bring together the world’s best academics, disability experts, designers, and communities to improve the lives of disabled people across the world through technology, co- design and innovation. This unique Hub will provide a permanent legacy from the Paralympic Games in 2012, finding practical uses for the latest research on disability and innovation through design. It will have a permanent home in the brand new UCL East campus.

The Liberty Festival, with its programme of live music, dance, film, visual arts, theatre and children’s activities, received grant funding for the 11th year by Arts Council England, and now looks ahead to opportunities around the cultural programme for the IPC World Championships in July 2017.

London Mela

On 3 September, I was delighted to attend London Mela@Wembley Park, where I had the honour to introduce Panjabi Hit Squad to the main stage. The event has been undergoing a development process, which I am pleased to be supporting through continued funding alongside London Borough of Ealing.

This development has seen a ‘pause’ of the event in its original format - staged at Gunnersbury Park in Ealing - whilst it develops its structure and vision and develops new partnerships and engagement opportunities.

The smaller ‘satellite’ event at Wembley Park enabled the London Mela brand to continue during this development phase, whilst creating new partnerships. Four London Borough Mayor’s joined me at the event, alongside Dawn Butler MP for Brent Central, and highlighted their support for the future development of the event.

Appointments

Deputy Mayor for Social Integration

On 9 September, I announced that Matthew Ryder QC, one of the country’s leading lawyers, will join my team at City Hall as my Deputy Mayor for Social Integration, Social Mobility and Community Engagement.

Matthew will help ensure Londoners from different faiths, ethnicities, backgrounds and social classes are better integrated in a city that is the most diverse in the country, where the population is at record levels and where more than 100 languages are spoken. His task will be to ensure Londoners of every gender, ethnicity, faith, culture, age, sexuality and socio- economic background don’t just live side by side, but live truly interconnected lives.

Appointment of a Senior Adviser to the Mayor on Health Policy

I have committed to championing London’s NHS, campaigning for extra powers to co-ordinate Health Services and improving public health and health inequalities. I have therefore approved the appointment of Dr Tom Coffey as my unpaid Senior Adviser on Health Policy.

London Fire Commissioner

The London Fire and Emergency Planning Authority have appointed Dany Cotton as Interim London Fire Commissioner.

Dany, who is currently Director of Safety and Assurance at London Fire Brigade, will take over the running of London's fire and rescue service from 1 January 2017, after London Fire Commissioner Ron Dobson leaves the Brigade at the end of December 2016.

Sport and Olympic and Paralympic Legacy

Mossbourne Riverside Academy

I am pleased that the Queen Elizabeth Olympic Park has successfully opened its first new and permanent school – the Mossbourne Riverside Academy.

Located in Hackney and part of the Mossbourne Federation, the school provides education for Early Years Foundation Stage and Key Stage 1 – and will evolve to provide for all primary year groups. The school will form part of East Wick, one of five new communities on the Park.

- 5 - pick up a sub-lease once M&G obtained vacant possession and refurbished the property. However, the additional liability is unlikely to exceed the £1.3m cost to GLAP that would almost certainly have arisen had the Veolia deal not completed.

Page 107 Unlawful Encampments Question No: 2016/3874 Unmesh Desai Recently the Barking and Dagenham Chamber of Commerce met with the local business community, Members of Parliament Jon Cruddas for Dagenham and Rainham, and Mike Gapes for Ilford South, and representatives from the Metropolitan Police and councils covering the boroughs of Barking and Dagenham, Redbridge, and Havering. The purpose of the meeting was to discuss a cross border, tri-borough approach to the growing issue of unlawful encampments in the respective areas.

The meeting which was formulated around creating a multi-agency cross border team with the authority, working with police elements to move members of the travelling community on before any damage can be extended to private, public or commercial land through prolific fly tipping.

It is important to note that the issue is not one with the travelling community, but with a criminal element operating within the traveller community. The unlawful encampments have collectively resulted in millions of pounds being expended by the council and the business community, both through clearing the resultant fly-tipped rubbish, and through preventative security provision.

It has been highlighted by the police that this is not the typical behaviour of travelling communities, and is by association causing a large amount of xenophobia towards this minority. That is why it is important that we commit to a London-wide solution to crack down on the individuals that are operating within the travelling community for profit through illegal mass fly-tipping.

The criminal element are profiteering to the detriment of already strained local authorities which are having to foot the bill for clearance, and the redirection of services which is by default having a negative impact on council's ability to deliver other vital services to residents.

This is not exclusive to East London, this is a growing issue. Will the Mayor of London commit to working with local authorities, and the Metropolitan Police to deliver a long term strategy to deter unlawful encampments which does not involve simply moving criminal activity from borough to borough?

It is an offence under The Road Traffic (Vehicle Emissions) Regulations 1986 for vehicles to be left with engines idling unnecessarily whilst stationary. It is also a requirement of Regulation 88 of the Road Vehicles (Construction and Use) Regulations 1986, as amended, that drivers switch off engines in parked vehicles. Indeed, it is a TfL requirement that all buses parked at stands should do so with their engines turned off. However, there are very frequently buses on the route 29 stand on Gower Street (south of Bedford Square) on the 8/134 stand on Tottenham Court Road and on the 176 stand on Great Russell St parked with their engines running. Will you ask TfL to ensure that bus drivers are aware of the requirements governing parking on bus stands and identify who is responsible for enforcement of this at TfL?

'It is difficult to predict with certainty the precise impact of the business rate revaluation in London. Forecasts suggest that the total in London could increase by around 10% £700 million but the precise details will not be known until the valuations for each property are published by the Valuation Office on 30 September. These assumptions were reflected in my predecessor's final budget.

The largest increases are likely to be in central and inner London; some - mainly in outer London - could fall. I am committed to ensuring that any increases in bills are phased in as slowly as possible - ideally with limited changes in 2017-18 - and I will work closely with business organisations in London to campaign against any rises that will damage the city's competitiveness.'

The eviction, as campaigners suggest, would mean end of livelihoods and loss of local independent family businesses. I have experienced a similar situation with TfL owned units at Alperton Station in Brent. Are you and TfL able to take an appropriate strategic and holistic approach to better treat longstanding tenants so that they do not lose out and small independent traders (often family run businesses employing local staff) are able to maintain their business and contribute to the local economy? If there is no level playing field and they end up having to compete with franchises they and the local community will be the losers in the end.

Sudbury Hill Urban Realm Scheme Question No: 2016/3999 Navin Shah Regrettably the proposed scheme does not make any provision for either of the rail stations to become fully accessible - this flies in the face of the stated aim of improving access to the stations. I believe that in the case of Sudbury Hill Harrow Station access is easily achievable. Would you support local residents and groups to incorporate accessibility of the stations to the Sudbury Hill Urban Realm Scheme?

Wembley Park Station Question No: 2016/4008 Navin Shah East London stations such as Stratford, Bromley-by-Bow and West Ham have moved into Zone 2 / 3 in the last few months. I welcome this and ask the Mayor to move Wembley Park station from the current zone 4 to 3. There is a strong case for this as the station is a prideful choice of commuters to Wembley Stadium and the Arena and is the first station on the Jubilee Line to be in zone 4 and the first one on the Metropolitan Line. I'd also like to point out that the Met Line has no stops between Finchley Road and Wembley Park - it is the only underground line that does not serve Zone 3.Zone 3 designation for Wembley Park station would save my Brent commuters in the region of £340 per year and put the station on par with the East London stations like Stratford. My constituents have raised this issue - can you please ask TfL to strongly look at the feasibility for this?

1. Summary

1.1 As part of its governance arrangements, the GLA and its functional bodies are signatories to a GLA Group Framework Agreement. The Agreement is an overarching commitment in relation to the culture and individual behaviours of the GLA Group and contains specific corporate governance commitments.

1.2 The Agreement has recently been updated and the Assembly is asked to sign up to the revised Agreement, subject to its approval by the Mayor.

2. Recommendation

2.1 That the Assembly notes the report and agrees to sign up to the Greater London Authority Group Framework Agreement, as set out in Appendix 1 to this report, subject to its approval by the Mayor.

3. Background

3.1 The GLA has a range of rules and guidelines in place which can be viewed here . The key Governance documents are: (a) The GLA Act 1999 (as amended) which established the GLA and subsequent legislation which impacts on its remit and responsibilities; (b) The GLA’s Standing Orders, which set out its decision making processes and scheme of delegation; (c) The GLA’s Scheme of Delegation of Functions to GLA Officers; (d) The GLA Group Framework Agreement, which is the subject of this paper. 3.3 The GLA reports on its compliance with its governance arrangements through the preparation of an Annual Governance Statement for submission to the external auditor. This Statement is reviewed by the Audit Committee each year prior to its sign off by the Mayor and its inclusion in the Annual Report and Statement of Accounts.

4 GLA Group Framework Agreement 4.1 In 2009, following a review of the GLA’s Corporate Governance, the Mayor and the Boards of the GLA’s functional bodies signed up to a GLA Group Framework Agreement. 4.2 The Agreement is a voluntary but firm commitment by all parties to be open, transparent and accountable for their actions and behaviour. It is also a commitment to hold to specific Mayoral and London Assembly expectations for the group to interact in a way that enhances accountability and service provision to Londoners. It is a high level document that sets common principles that apply across the Group, with the methods of implementation left to each Functional Body to determine. 4.3 The Agreement was reviewed in 2016 in consultation with each functional body. It has been simplified and reflects good governance practice. The three to highlight are: (a) Gifts and Hospitality: The Agreement proposes a £25 threshold for the reporting of gifts and hospitality across the Group. It also proposes that all bodies regularly report acceptance of gifts and hospitality by senior staff and Members to the relevant audit body. The GLA currently publishes details of any gifts and hospitality accepted by Members and Executive Directors on its website on a quarterly basis. A regular report will be submitted to the Audit Committee on gifts and hospitality accepted by Members and Executive Directors and their direct reports; (b) Declaration of Interests: It is proposed that a common template Register of Interests form be adopted by all relevant bodies within the Group. The form covers both statutory and some non- statutory disclosures so that it meets the requirements of all organisations/boards. It is recommended that the GLA adopts this form as part of its approval of the overall updated Framework Agreement; and (c) Transparency: There are additional, enhanced transparency and openness requirements set out in Part B of the Framework Agreement, paragraphs 2-8. 4.4 The GLA has in place protocols and processes that address all of the other requirements of the Agreement. 5. Legal Implications 5.1 The Committee has the power to do what is recommended in this report.

Preamble

This Agreement is made between the Greater London Authority (GLA) and its functional bodies, the London Legacy Development Corporation (LLDC), the Old Oak and Park Royal Development Corporation (OPDC), Transport for London (TfL), the Mayor’s Office for Policing and Crime (MOPAC) and the London Fire and Emergency Planning Authority (LFEPA) – collectively known as the GLA Group.

It is a voluntary and firm commitment by the GLA’s elected members, the Mayor’s appointees, members of functional body boards, and officers, to be open, transparent and accountable for their actions and behaviour. It is also a commitment to hold to specific Mayoral and London Assembly expectations, set out below, and for the Group to interact in a way that enhances accountability and service delivery to Londoners.

This Agreement does not cover other organisations to which the GLA provides general grant funding (ie. funding for core costs rather than just specific projects). These include: London & Partners, Museum of London, MedCity, SME Wholesale Finance (London) Limited, Film London, London Design Festival and the London Waste and Recycling Board. These organisations are not functional bodies and not formally part of the GLA Group. However, the GLA sets out governance requirements in relation to each body within relevant grant agreements.

Part A: Overarching commitment

Each organisation will ensure that it promotes a culture and individual behaviours that:  demonstrates and supports the seven core principles of public life (selflessness, integrity, objectivity, accountability, openness, honesty, leadership);  enhances openness, transparency and accountability;  strengthens coordination across the GLA Group; and  ensures effective and efficient service delivery to Londoners.

Part B: Specific corporate governance commitments

Each organisation within the GLA Group will ensure that:

Decision-making 1. It has clear and codified decision making and reporting procedures, which include an explanation of how the organisation consults the Mayor on relevant decisions. 2. Decisions taken by the board and/or senior officers acting under delegated authority are recorded and published (while not all parts of the GLA Group are subject to The Openness of Local Government Bodies Regulations 2014, each body should have an open and transparent approach, going beyond the basic statutory requirements).

Page 143 Openness and transparency 3. It meets the requirements embodied in the Local Government Transparency Code and seeks to go beyond them. 4. It has a codified openness and transparency policy similar in scope and approach to the GLA’s Openness and Transparency at the GLA document and based on the principle that all information should be accessible unless a relevant legal exemption applies or publication would be prohibitively costly. 5. Relevant papers should be provided at least 5 clear working days before committee meetings. 6. Establishes and maintains a transparency landing page on its website, through which regularly updated transparency information can be accessed, and ensures all documents falling within the terms of this Agreement are freely available and easy to find. 7. Publishes transparency data on the London Datastore. 8. Includes in its annual report information on how it has maintained and promoted transparency in the previous year.

Roles and responsibilities 9. Members and senior managers clearly understand the role and functions of other parts of the GLA Group and the proper process for interacting with the Mayor’s Office. 10. A clear and robust process exists to handle in confidence any concerns arising regarding the conduct of the GLA officers appointed directly by the Mayor (the “10 plus 2”). 11. Where Assembly/Board/Authority members or officers have multiple roles within the organisation or across the GLA Group, they properly discharge their functions and use resources in such capacities and avoid and manage conflicts of interests.

Codes of conduct 12. It has a code of conduct setting out the requirements for and governing the activities of its elected members and/or board members acting in their capacity. 13. It has a code of conduct setting out the requirements for and governing the activities of its staff. 14. It has clear, codified and robust systems to manage alleged breaches of either code.

Registration and declaration of interests, gifts and hospitality 15. It has a regime in place to register and declare interests and gifts and hospitality received by elected members, board members, independent persons, co-opted members, officers appointed by the Mayor and senior officers that is similar in scope and approach to the GLA’s policy, with a £25 threshold for declarations. The option of additionally including offers of gifts and hospitality that were declined within the declarations policy is for each organisation to determine. 16. It makes use of the template available here [add link] to register any interests, to aid consistency and transparency.

Page2 144 17. Registers are available to other Group bodies and the public via the organisations’ websites. Gifts and hospitality are reported to the relevant audit body on a regular basis and in collated form. [NOTE: This section (15 – 17) will also be applied to those bodies directly established by mayoral decision where the members of that body are additionally appointed by the Mayor.]

Standards 18. It sets out and communicates widely details of the role of its Monitoring Officer and/or other statutory and senior officer responsible for corporate governance, as well as the systems in place to deal with Standards-related issues. 19. It will develop and maintain procedures to allow anyone to make complaints in relation to probity and conduct issues for office-holders, similar in scope and approach to the GLA’s policy.

The London Assembly 20. It has a demonstrably proactive and positive approach to engaging with the London Assembly, including a proper allocation of resources to deal with Assembly queries from the London Assembly and its Members. 21. It has codified systems, made freely available, to deliver responses to priority matters (so that there is no, or much less, need for the Assembly to use its statutory powers to request information). 22. A senior-level review is undertaken during each four-year term to assess and report on the body’s approach to engaging with the London Assembly and meeting points 21 and 22 above.

Correspondence and questions 23. It has in place an effective and codified process for handling correspondence from the public, press and elected politicians. 24. Information requests from committees and Assembly Members should be fulfilled within 20 working days. 25. Answers to Mayoral Questions should always be made public, not sent to Assembly Members confidentially.

Application and consistency across the Group 26. It has a specific senior post or specific senior posts with responsibility for ensuring compliance with the requirements of this agreement and maintaining and regularly reviewing related policies and procedures. 27. The codes, documents and procedures referenced in and flowing from this agreement are developed, maintained and revised in liaison with the GLA’s Monitoring Officer to ensure consistency across the Group. 28. Its responsible officer will meet regularly with the other relevant officers from across the Group to promote consistency. 29. All policies and procedures falling within the terms of this Agreement are used as an integral part of the induction process for elected members, board members,

Page3 145 independent members and officers, and that regular training on these areas is provided over time.

Mayoral Directions 30. Whilst there may be discussion and a divergence of opinion on some issues, once a statutory Direction has been issued the officers of each organisation subject to that Direction will engage with the GLA in a positive manner to fulfil the Direction’s requirements promptly and in full, whilst still meeting their obligations to their own organisation.

In addition the GLA will ensure that:

1. A code of practice to govern the process for Mayoral appointments (the 12 positions under section 67(1) of the GLA Act 1999) and the Mayor’s appointments to functional body boards is generally available [the current code of practice can be found at [insert link]. 2. Information on the lines of accountability for Mayoral appointments (including those that relate to the functional bodies and whether they are appointed under s67(1)(a) or (b) of the GLA Act) are freely available. 3. The roles and responsibilities of officers appointed by the Mayor, including their objectives and areas where there are particular constraints, are contained in relevant written documents and freely available as soon as is practicable following the appointment. 4. The detailed terms of any appointment by the Mayor of any elected GLA member, including objectives and any areas where there are particular constraints, are contained in relevant written documents and made freely available as soon as is practicable following the appointment. 5. The detailed terms of any appointment by the Mayor and London Assembly of the GLA’s statutory officers, including specific objectives and general responsibilities, are contained in relevant written documents and made freely available. 6. The Scheme of Delegation of Mayoral Functions is regularly reviewed, updated as necessary and published. 7. The detail of each decision taken by the Mayor through the GLA’s decision-making process is made freely available shortly following the Mayor’s formal authorisation, except in cases where exemption is required. 8. The detail of each decision taken by the Mayor to provide a statutory Direction or guidance to the relevant functional bodies and/or other relevant agencies is, once issued, made freely available. 9. There is a GLA Group-wide review of this document during each four-year term, led by the GLA’s Monitoring Officer.
