The council does hold information within the definition of your request. Request I am writing to request information under the Freedom of Information Act about applications to schools, made under the exceptional medical or social needs admission (EMSNA) rule. Can you please tell me: -How many applications did you have for entry to schools this academic year (2018/19), which requested special consideration on the grounds of a child's exceptional medical or social needs. Please break down this information by primary and secondary school. -How many applications on these grounds you received for each of the four preceding academic years (2014/15, 2015/16, 2016/17, 2017/18) -How many applications on these grounds were successful each year -How many applications on these grounds were declined each year -Figures for how many primary and secondary schools accepted EMSNA applicants and how many children were accepted in total. (Eg 200 successful applicants across 50 schools in 2018/19. 150 across 40 schools in 2017/18). For this academic year only: -A breakdown of the grounds and evidence given by successful applicants, (eg that their child has autism and their desired school has specialist teachers.) -A breakdown of the medical and/or social needs reasons given by parents whose applications were unsuccessful, (eg that their child has asthma or needs to stay in particular friendship group.) -Details of the school in your area accepting the highest number of EMSNA applicants: the name of the school and how many applicants it accepted. -And any other comments you would like to make on the issue Response In Cumbria, the local authority (LA) is the admission authority for community and voluntary controlled schools. Foundation, voluntary aided, free schools and academies are own admission authority schools and are therefore responsible for their own admissions. Please see attached list that sets out those schools for which the LA is the admission authority and the schools that have responsibility for their own admissions. The LA Admission Arrangements do not include an exceptional medical or social needs criterion so the response to all questions is zero.     PRESS RELEASE – 06.02.2009 SMALL SCHOOLS WORK The small rural secondary schools which make up the Rural Academy of Cumbria are leading the way in raising pupils’ attainment. Not only are their results improving faster than many schools in Cumbria but three of them were amongst the top five most improved schools in the country in 2008. Susie Shepherd, headteacher of Solway School, Silloth and chair of the Rural Academy Steering Group said, ‘We are all delighted with our 2008 examination results. Since 2004 the member schools have demonstrated the truly collaborative approach summarised in our motto, ‘Shared futures from local strengths’’ The Rural Academy of Cumbria was established to support the original partnership of nine schools which were all designated as specialist technology schools in 2004. Their bid for specialist school status as a group of collaborating schools was a unique achievement and resulted in them all receiving additional resources from the government which they would not have been able to achieve on their own. Member schools of the Rural Academy serve very varied communities spread out across Cumbria. The majority of the schools have less than 250 pupils with the largest, Appleby Grammar School, having just over 600. The schools have worked together and used their collective expertise to bring about rapid and wide-ranging improvements in the quality of the education they provide for their pupils. Over the past four years the examination results for each of the schools have been improving and in 2008 they have achieved their most notable successes to date. Settlebeck School, Sedbergh and Solway School, Silloth were joint third in the list of most improved secondary schools in the country.

(2) The scheme’s purpose is to ensure that, as far as reasonably practicable: i) Every parent or carer living in Cumbria who has applied for a place for their child for entry in September 2020 to Reception in an infant or primary school, Year 3 in junior school or to Year 7 at a secondary school in the normal admissions round, receives only one offer of a school place for each child on: (a) 1 March (or the next working day) for transferring to Year 7 at a secondary school; NOTE: The School Admissions Code 2014 states that, ‘for secondary school applications, all offers must be made on the same secondary National Offer Day ie. 1 March or the next working day’.
