No 5 á61 SANTIAGO, 3 0 Nov 2010 VISTO: Lo dispuesto en el DS Ne491,171, y DL Ne668174, ambos del Ministerio de Educación; Decreto Supremo No222, de 2010, del Ministerio de Educación; Ley N, 20.407 de Presupuestos del Sector Público para el año 2010; Ley 19.880, que establece Bases de los Procedimientos Administrativos que rigen los Actos de los Órganos de la Administración del Estado; y Resolución N.'Q1600, de 2008, de Contraloría General de la República. CONSIDERANDO: 1. Las bases del CONCURSO DE BECAS DE DOCTORADO EN EL EXTRANJERO, BECAS CHILE, CONVOCATORIA 2010, aprobadas por Resolución Exenta Na 1909, de fecha 17 de mayo de 2010, de CONICYT, que se anexa a la presente resolución, entendiéndose como parte integrante de la misma (Anexo 1). 2. La convocatoria del certamen aludido, publicada en el diario El Mercurio, de fecha 16 de mayo de 2010 (Anexo 2). 3. La Resolución No2129, 27 de mayo de 2070, que modificó la resolución precedentemente señalada (Anexo 3). 4. La publicación en el diario El Mercurio, de fecha 3 de junio de 2010, que da aviso de la modificación señalada precedentemente (Anexo 4). 5. La Resolución Exenta N' 5394, de fecha 25 de noviembre de 2010, que designa miembros del Comité de Selección del Programa Becas Bicentenario de Postgradq Becas Chile, Convocatoria 2010 (Anexo 5). 6. El Acta suscrita por el Comité de Selección precedentemente señalado, de fecha 26 de noviembre de 2010, que contiene la propuesta del puntaje de corte del certamen y el número de postulantes a seleccionar (Anexo 6). 7 La nómina completa de postulantes al concurso (Anexo 7); nómina de postulantes fuera de bases (Anexos B); nómina de postulantes seleccionados por CONICYT (Anexo 9) nómina de postulantes no seleccionados (Anexo 10); evaluación realizada por Comisión Fulbright, en conformidad al numeral 8.6 de las bases que regularon el concurso (Anexo 71); y nómina de postulantes seleccionados por CONICYT y por Comisión Fulbright (Anexo 1,2). B. En conformidad a la disponibilidad presupuestaria de Becas Chile, CONICYT, de acuerdo a sus facultades, ha determinado en 24,754 el puntaje de corte para el presente concurso. 9. Lo informado por el Programa de Capital Humano Avanzado en su Memorando N" 2211, de fecha 30 de noviembre de 2010 (Anexo 13), y 10. Las facultades aue detenta esta Presidencia. RESUELVO: 1. APRUÉBASE el fallo de selección y adjudicación del CONCURSO DE BECAS DE DOCTORADO EN EL EXTRANTERO, BECAS CHILE, CONVOCATORIA 2010. 2. OTÓRGUENSE 439 Becas de Doctorado en el Extranjero, Becas Chile, Convocatoria 2010 a las personas individualizadas en Anexo 9, no obstante la condición de becario/a y el goce de los beneficios asociados al doctorado quedará supeditado a la aceptación de éstos en sus respectivos programas de postgrado. 3. NOTIFÍQUESE por el Programa de Capital Humano Avanzado el resultado del certamen a las personas individualizadas en Anexo 9, a fin de que ejerzan su derecho a aceptar o rechazar la adjudicación de la beca, de conformidad a lo indicado en el numeral72.4 de las bases concursales. 4. CELÉBRENSE los respectivos convenios de beca con los galardonados, y apruébense el acto administrativo que corresponda. 5. DÉJESE constancia que contra la presente resolución procede el recurso de reposición, en conformidad a lo dispuesto en la Ley 19.880, que establece Bases de los Procedimientos Administrativos que rigen los Actos de los Órganos de la Administración del Estado; sin perjuicio de cualquier otro mecanismo de impugnación que establezca la ley. Barr-Melej This dissertation examines the struggle between Chile’s opposition press and the dictatorial regime of Augusto Pinochet Ugarte (1973-1990). It argues that due to Chile’s tradition of a pluralistic press and other factors, and in bids to strengthen the regime’s legitimacy, Pinochet and his top officials periodically demonstrated considerable flexibility in terms of the opposition media’s ability to publish and distribute its products. However, the regime, when sensing that its grip on power was slipping, reverted to repressive measures in its dealings with opposition-media outlets. Meanwhile, opposition journalists challenged the very legitimacy Pinochet sought and further widened the scope of acceptable opposition under difficult circumstances. Ultimately, such resistance contributed to Pinochet’s defeat in the 1988 plebiscite, initiating the return of democracy.

El artículo presenta algunos resultados de una investigación más amplia sobre el proceso de conformación de policías en Chile durante el siglo XIX. Se ocupa principalmente del cuerpo de los Gendarmes de las Colonias, creado en 1896 para enfrentar el bandolerismo en las regiones del sur del país. Esta fuerza, encabezada por el controvertido capitán de ejército Hernán Trizano, cumplió labores policiales en aquellos parajes y, a poco andar, se extendió también hacia otras provincias. En el texto se exponen los antecedentes sobre los gendarmes recopilados a partir de archivos de ministerios e intendencias. Asimismo, se discuten las condiciones de operación y los efectos de la intervención de esta fuerza, cuya organización, modelo operativo y carácter militarizado inspiró al futuro cuerpo de los Carabineros de Chile. The article presents some results of a more extensive investigation about the creation of modern police forces in Chile during the nineteenth century. It deals with the so- called Gendarmes de las Colonias, created in 1896 to fight against banditry in the southern regions of the country. This force, headed by the controversial army captain Hernan Trizano, fulfilled police work in those places and was quickly extended to other provinces.

Para la organización de este análisis se ha tomado en consideración la Lista de Cuestiones presentadas por el Comité al Estado de Chile en relación con el sexto informe periódico de Chile. 1 El Informe concluye que el Estado chileno no ha dado cumplimiento a las obligaciones del Pacto en relación a estos pueblos y a sus integrantes, generando con ello una situación de grave vulnerabilidad.
