LOAN 2915-PRC: JIANGXI FUZHOU URBAN INTEGRATED INFRASTRUCTURE IMPROVEMENT

BUS (BRT)/ NON-MOTORIZED (NMT) DESIGN, IMPLEMENTATION AND OPERATION SUPPORT

I. INTRODUCTION

1. Sustainably supporting rapid urbanization is a key development challenge for the PRC, where 300 million people are expected to move to cities by 2020. Such mass migration will require a major expansion of second-tier cities such as Jiangxi Fuzhou to relieve pressure on existing urban centers and provide economic opportunities for vast numbers of people now engaged in agriculture. Major investments in urban infrastructure, transport, and related services will be necessary to accommodate development in second-tier cities and support sustainable urbanization and inclusive growth.

2. Fuzhou is a prefectural level city in Jiangxi Province. It has a total population of 3.8 million, of which 1.0 million is urban. The Fuzhou urban district where the project is located has a current population of about 500,000 and is expected to grow to 750,000 by 2020. In 2012, the Asian Development Bank (ADB) approved a loan to support the city (i) inclusive growth and balanced development by promoting sustainable urbanization and (ii) resource efficiency and environmental sustainability by promoting efficient and sustainable urban transport.

3. The project includes the following five main outputs intended to substantially improve the urban transport system in Fuzhou.

Output 1: rapid transit system Output 2: Urban transport hub Output 3: Fenggang River greenway Output 4: Station access roads Output 5: Institutional strengthening and capacity

4. Output 1: system. The BRT corridor will extend 12.2 km from the north of Fuzhou through the central business district to the urban transport hub at the new railway station (output 2). Ten kilometers of the corridor will be created by reconstructing and reconfiguring existing roads, and the remaining 2.2 km will be new roads built under output 4. The BRT corridor will have dedicated center-running bus lanes with a proposed 22 stations on island platforms. The project will include the procurement of 51 BRT , which will constitute about a quarter of the municipal bus company’s fleet.

5. Output 2: Urban transport hub. The urban transport hub will link the BRT and regular bus systems to the new railway station. The hub will incorporate a station for BRT and local buses with four bus bays; BRT ticketing and support facilities; a bus staging area; parking for cars, motorcycles, and bicycles; and pedestrian walkways linking the BRT station to the railway station. New bus company offices, a control center, and bus storage and maintenance facilities will be constructed adjacent to the bus transfer facility.

6. Output 3: Fenggang River greenway. The Fenggang River is a winding waterway on the west side of the Fuzhou urban area. The river is now integrated into the irrigation system for

1 rice cultivation. During the rainy season, farmland on both sides of the river floods. The river runs through the new development area, past the front of the new railway station, to the old city. The river must be improved to ensure that the new development area will not flood. Phase 1 of the Fenggang River Improvement Project has already been completed enabling flood control near the city center and providing within Fuzhou recreation areas, parkland, and a path for NMT. As part of this project, the Fenggang River improvement will be extended by 4.1 km, passing directly in front of the railway station. This output will enable flood control and provide parks and a continuous NMT corridor between the old city and the development area adjacent to the new station.

7. Output 4: Station access roads. The road component will develop the transport network to connect the new railway station to BRT (output 1), the urban transport hub (output 2), the Fenggang River greenway (output 3), and major road and bus corridors in the existing urban area. The four road sections under the ADB-financed project are urban trunk roads in the approved master plan for the new development area. Altogether, 10 km of new roads will be constructed and will include utilities, streetscape improvements, pedestrian enhancements, and lanes for non-motorized vehicles.

8. Output 5: Institutional strengthening and capacity building. Capacity development and institutional strengthening will be implemented to ensure that the executing agency and implementing agency have sufficient capacity to manage the project and that the municipal bus company is able to plan, implement, and effectively operate the BRT system. This output will have two parts. The first part will support project management and implementation to ensure that project outputs are delivered on time and within budget in accordance with ADB policies and procedures; develop and maintain the project performance monitoring system; assist with procurement and disbursement; oversee detailed design; and ensure that safeguard measures are implemented, monitored, and reported. The second part will build capacity in traffic management, road safety, and BRT operation and management.

II. OVERALL TEAM COMPOSITION AND QUALIFICATIONS

9. The EA will recruit a consulting firm to carry out the supervision of the design, implementation and operation tasks for BRT and NMT component of the 5 outputs above over the design and project implementation period. The experts in each area are expected to be engaged according to the implementation schedules of the outputs. The expertise required under this contract and the tentative person-months are as follows:

III. TERMS OF REFERENCE

A. Consulting Services

International Consultants

1. BRT Specialist / Team Leader (4 person-months, international)

10. The team leader is responsible for the following tasks:

(i) The team leader (international BRT specialist) is responsible for leading the consulting team to provide timely and professional advisory and supervision services to the EA and IA for the BRT and NMT components of the5 outputs of the project; (ii) The team leader should prepare work schedule of all team members according to the project implementation schedule; (iii) The team leader is responsible for coordinating tasks with the local design team and IA to maximize the efficiency and effectiveness of the consulting service; (iv) The team leader is responsible for preparing and executing workshops and training during the implementation; (v) The team leader is responsible for reporting to ADB project office about the progress of the project, activities conducted and recommendations prepared; (vi) Review the BRT detailed design and prepare recommendations for BRT lanes design and allocation, BRT station and substation layout and traffic engineering issues around BRT stations and others along the corridor, and supervise the implementation; (vii) Review recommendation for BRT station design from the BRT operations point of view and supervise the implementation with the assistance by the BRT station architect; (viii) Review NMT related design and prepare recommendations for the 5 outputs and supervise the implementation with the assistance by the NMT specialist; (ix) Review technical part of the BRT related bid documents; (x) Prepare a consolidated review, recommendation and supervision reports for BRT and NMT components; (xi) Prepare BRT publicity and marketing plan during implementation for the EA; (xii) Prepare before-and-after study plan for the BRT operation.

2. Public Transport Operation Plan Specialist (2 person-months, international)

11. The public transport operation plan specialist is responsible for the following tasks:

(i) Setup station-based public transport network analysis model for the existing bus service and future public transport service with BRT; (ii) Prepare data survey plan for the operational plan and conduct survey; (iii) Prepare BRT operational plan (BRT bus requirements, fleet plan, dispatch plan and etc.); (iv) Evaluate the route network design and suggest opportunities for improving service, increasing and operational cost reduction; (v) Provide input for BRT lane design, BRT vehicle selection and station design according to operational analysis; (vi) Provide recommendations to the local operator for operation plan with analytical results on passenger numbers, fleet requirement and service level;

(vii) Prepare operation plan report; (viii) Provide capacity building to the local operator on BRT/bus routing and operational plan.

3. BRT Station Architect (1.5 person-months, international)

12. The BRT station architect is responsible for the following tasks:

(i) Review locally prepared BRT station design and provide architectural and functional recommendations for the improvement; (ii) Monitor BRT station construction and produce recommendations for the improvement; (iii) Consult with other team members for architectural and functional improvement of the BRT station; (iv) Prepare BRT station signage and advise EA/IA for preparing BRT logo design; (v) Provide capacity building to the local counterpart for BRT station design and construction.

4. BRT Institutional/Regulatory Specialist (1.5 person-months, international)

13. The BRT institutional/regulatory specialist is responsible for the following tasks:

(i) Review and improve design of the institutional/regulatory aspect of BRT project; (ii) Monitor and supervise the implementation of the institutional/regulatory components of the BRT project (iii) Prepare institutional/regulatory related data collection plan and supervise any data collection; (iv) Provide input regarding BRT institutional arrangements and ; (v) Prepare institutional/regulatory plan report; (vi) Provide capacity building to the local counterparts on BRT institutional and regulatory issues

National Consultants

1. BRT Specialist / Deputy Team Leader (7 person-months, national)

14. The deputy team leader and BRT specialist (BRT) is responsible for the following tasks:

(i) The deputy team leader (national BRT specialist) is responsible for leading the nation consulting team and coordination role between local counterparts and the international team; (ii) The deputy team leader (national BRT specialist) is responsible for providing timely and professional input to the international team; (iii) The deputy team leader should prepare work schedule of national team members according to the project implementation schedule; (iv) The deputy team leader is responsible for coordinating survey activities and executing survey specified by the international team; (v) The team leader is responsible for preparing training, workshops and seminars planned by the international team; (vi) The team leader is responsible for preparing the progress reports in Chinese.

15. The BRT specialist and deputy team leader (National) is responsible for the following technical issues:

(i) Assist international team review the BRT detailed design and prepare recommendations for BRT lanes design and allocation, BRT station and substation layout and traffic engineering issues around BRT stations and others along the corridor, and supervise the implementation; (ii) Assist international team in reviewing technical part of the BRT related bid documents; (iii) Assist international team for preparing a consolidated review, recommendation and supervision reports for BRT and NMT components; (iv) Assist international team in preparing BRT publicity and marketing plan during implementation for the EA; (v) Assist international team in preparing further BRT and NMT plans for the future urban transport of the city; (vi) Assist international team in preparing parking management recommendation along the BRT corridor and parking policy for the city; (vii) Assist international team in preparing before-and-after study plan for the BRT operation.

2. Public Transport Operation Plan Specialist (2 person-months national)

16. The Public transport operation plan specialist is responsible for the following tasks:

(i) Prepare data needed for setting up station-based public transport network analysis model for the existing bus service and future public transport service with BRT; (ii) Execute data survey for the operational plan and conduct survey; (iii) Assist international team in evaluating the route network design and suggest opportunities for improving passenger service, increasing passengers and operational cost reduction; (iv) Assist international team in preparing input for BRT lane design, BRT vehicle selection and station design according to operational analysis; (v) Convey recommendations to the local operator for operation plan with analytical results on passenger numbers, fleet requirement and service level; (vi) Assist international team in preparing operation plan report; and (vii) Assist international team in providing capacity building to the local operator on BRT/bus routing and operational plan.

3. NMT Specialist (5 person-months, national)

17. The NMT specialist is responsible for the following tasks:

(i) Assist international team in reviewing and improving design of the NMT components of the project for five outputs of the projects; (ii) Monitor and supervise the implementation of the NMT components of the project (iii) Execute NMT related data survey and supervise NMT survey; (iv) Assist international team in providing input for BRT lane design, and station design according to NMT operational analysis; (v) Assist in develop NMT related street furniture and signage; (vi) Provide recommendations for bike sharing system to the EA; (vii) Prepare NMT plan report in Chinese;

(viii) Provide assistance for capacity building to the local counterparts on NMT plan and implementation (ix) Prepare further BRT and NMT plans for the future urban transport of the city; (x) Prepare parking management recommendation along the BRT corridor and parking policy for the city;

4. BRT IT System Specialist (2 person-months national)

18. The BRT IT specialist is responsible for the following tasks:

(i) Review system specifications for collection system, bus management system, and bus information system and produce recommendations; (ii) Review system specifications for BRT control center and produce recommendations; (iii) Review other BRT related systems and communication system and produce recommendations; (iv) Review in-vehicle systems, CCTV systems and produce recommendations; (v) Review BRT web site design and specifications for the initial year of its publication. (vi) Review bid documents concerning the following additional sections for specification including: (a) Initial management of system; (b) Warranty provision; (c) List of spare parts (initial year of spare parts); (d) List of any required tools, software, and diagnostic equipment; (e) Supply of manuals and instructions; (f) System testing and commissioning process; and (g) System approval process.

B. Workshop, Training and Seminar

19. Indicative training programs included in the following list will be delivered by the project management consulting service during the course of project implementation.
