Starting July 2, two additional round-trips will be offered from the Laguna Niguel/Mission Viejo Station to the Fullerton Station as part of the Metrolink Service Expansion Program (MSEP) to accommodate growing demand on the Orange County Line. The MSEP is funded by the Orange County Transportation Authority. And Inland Empire-Orange County Line riders will have the chance to take an additional round-trip from Riverside to Laguna Niguel/Mission Viejo starting July 2. The Southern California Regional Rail Authority’s (SCRRA) Southern California Optimized Rail Expansion (SCORE) program is an ambitious long-term capital improvement program to increase service on most of its lines to 15- and 30-minute frequencies, and SCRRA was recently awarded nearly one billion dollars in TIRCP funds for initial improvements. Finally, the report takes a look at existing conditions; a needs assessment which discusses, among other things, capacity constraints and opportunities for improved connectivity, including rail access to the region’s airports; and rail projects in the pipeline, both under construction and unfunded strategic long-term projects.

The route contains a diverse spread of scenery, from the skyscraper skylines in the cities, areas of low lying industry, scrubland, sandy beaches and urban sprawl. Freight trains are common between Los Angeles and Fullerton due to the many industry sidings and yards. South of Fullerton, freight trains are less common and typically only run at night. Highlights along the route include the stadium at Anaheim, many marinas and beach vistas, San Onofre Nuclear Power Station and the piers at San Clemente and Oceanside. The Pacific Surfliner train is operated by Amtrak using “Surfliner” bi-level, high-capacity passenger cars. A fleet of 15 EMD F59PHI engines in matching “Surfliner” livery typically haul the cars, but engines from the long-distance fleet are often used, such as the P42DC. As there is no suitable turning equipment on the route, trains are operated in push-pull mode. Trains run engine first out of Los Angeles Union Station with a cab car at the rear, whereas travel from San Diego to Los Angeles will involve running cab car first.
