FRIDAY, FEBRUARY 7, 1997 The Board of Supervisors met at 10:00 a.m. Friday the 7thday of February, 1997, in the Supervisors' Room at the County Courthouse, Town of Poplarville, Mississippi with the following members of said Board and officers of said County present, to- wit: Charles Ray Perry, President, member from District No. Two; Charles Ray Stockstill, Vice-President, member from District No. Four; Anthony Hales, member from District No. One; Luther Ladner, member from District No. Three; Thomas F. Spiers, member from District No. Five; Gary Beech, County Administrator; Nova Carroll, Board Attorney; D.R. Davis, Chancery Clerk; and Danny McNeill, Sheriff. The following proceedings were had and entered of record to-wit: ORDER APPROVING CLAIMS FOR THE MONTH OF FEBRUARY, 1997. There came on this day to be considered by the Board of Supervisors of Pearl River County, Mississippi, the matter of approving claims for the month of February, 1997. Upon Motion made by Charles Ray Stockstill and seconded by Thomas F. Spiers, the following order was adopted, to-wit: Be It Ordered by the Pearl River County Board of Supervisors that the following claims against the County be and are hereby approved by the Board as presented by the County Auditor and Clerk of this Board as they are just claims against the County and that the Clerk of this Board is hereby authorized and directed to issue County warrants for the following claims. Ordered and adopted, this the 7th day of February, 1997. Voting AYE: Anthony Hales, Charles Ray Perry, Luther Ladner, Charles Ray Stockstill and Thomas F. Spiers. Voting NAY: None. ORDER TO CHECK ON PARKS AND RECREATION FUND There came on this day to be considered by the Board of Supervisors of Pearl River County, Mississippi, the matter of checking on Parks and Recreation Fund. Upon motion made by Thomas F. Spiers and seconded by Charles Ray Stockstill, the following order was adopted, to-wit: Be It Ordered by the Pearl River County Board of Supervisors that Gary Beech, be directed to communicate with the Parks and Recreation Committee to find out how the money they requested will be spent. Ordered and adopted, this the 7th day of February, 1997. Voting AYE: Anthony Hales, Charles Ray Perry, Luther Ladner, Charles Ray Stockstill and Thomas F. Spiers. Voting NAY: None. ORDER APPROVING SUNNY OAK WATER ASSOCIATION, INC., TO INSTALL WATER LINES. There came on this day to be considered by the Board of Supervisors of Pearl River County, Mississippi, the matter of installing water lines at Sunny Oak Water Association. Upon motion made by Thomas F. Spiers and seconded by Anthony Hales, the following order was adopted, to-wit: Be It Ordered by the Pearl River County Board of Supervisors that the attached order authorizing Sunny Oak Water Association, Inc., to install water lines within county road right-of-ways be approved and adopted. Ordered and adopted, this the 7th day of February, 1997. Voting AYE: Anthony Hales, Charles Ray Perry, Luther Ladner, Charles Ray Stockstill and Thomas F. Spiers. Voting NAY: None. ORDER AUTHORIZING USE OF CERTAIN COUNTY ROADS TO HAUL LOGS OVER There came on this day to be considered by the Board of Supervisors of Pearl River County, Mississippi, the matter of using certain county roads to haul logs over. Upon motion made by Charles Ray Stockstill and seconded by Thomas F. Spiers, the following order was adopted, to-wit: Be It Ordered by the Pearl River County Board of Supervisors that permission be granted Georgia-Pacific Corporation to use the roads listed on the attached letter dated January 28, 1997 to aid them in harvesting timber. Georgia-Pacific Corporation will be responsible for their damages to said roads. Ordered and adopted, this the 7th day of February, 1997. Voting AYE: Anthony Hales, Charles Ray Perry, Luther Ladner, Charles Ray Stockstill and Thomas F. Spiers. Voting NAY: None. ORDER TO MAKE OFFER TO PURCHASE WEST END OF CHIMNEY SQUARE BUILDING There came on this day to be considered by the Board of Supervisors of Pearl River County, Mississippi, the matter of making offer to purchase West End of Chimney Square building. Upon motion made by Thomas F. Spiers and seconded by Charles Ray Stockstill, the following order was adopted, to-wit: Be It Ordered by the Pearl River County Board of Supervisors that Gary Beech, County Administrator, be directed to make an offer of $60,000.00 to purchase the West End of the Chimney Square building located in Picayune, Mississippi. Ordered and adopted, this the 7th day of February, 1997. Voting AYE: Anthony Hales, Charles Ray Perry, Luther Ladner, Charles Ray Stockstill and Thomas F. Spiers. Voting NAY: None. ORDER DIRECTING CLERK TO ADVERTISE FOR BIDS FOR 1977 OR NEWER FIRE TRUCK. Be It Ordered By Board of Supervisors of Pearl River County, Mississippi, that the Clerk of this Board be and is hereby authorized and directed to cause to be published the following notice for bids, to-wit; NOTICE FOR BIDS Notice is hereby given that the Board of Supervisors of Pearl River County, Mississippi, will receive sealed bids at 10:00 a.m., the 14th day of March, 1997 at the County Courthouse, Town of Poplarville, Mississippi; Board of Supervisors Office, P.O. Box 569, Poplarville, Mississippi, 39470, for the contract to furnish a 1977 or newer fire truck for Derby Fire Department. Specifications for said contract are on file in the Pearl River County Chancery Clerk's Office and can be obtained by contacting D.R. Davis, Chancery Clerks Office in the courthouse at Poplarville, Mississippi, P.O. Box 431, Poplarville, Mississippi, 39470. The Board reserves the right to reject any or all bids. The contract, if awarded, will be to the lowest and best bidder meeting specifications. There came on this day to be considered by the Board of Supervisors of Pearl River County, Mississippi, the matter of authorizing President and Payroll Clerk to sign certain documents. Upon motion made by Charles Ray Stockstill and seconded by Anthony Hales, the following order was adopted, to-wit: Be It Ordered by the Pearl River County Board of Supervisors that Charles Ray Perry, Board President, and Payroll Clerk, be authorized to sign payroll records pertaining to Thomas A. Mullins and mail said documents to Workmen's Compensation. Ordered and adopted, this the 7th day of February, 1997. ORDER APPOINTING MEMBERS TO COUNTY PLANNING COMMITTEE There came on this day to be considered by the Board of Supervisors of Pearl River County, Mississippi, the matter of appointing members to County Planning Committee. Upon motion made by Luther Ladner and seconded by Charles Ray Stockstill, the following order was adopted, to-wit: Be It Ordered by the Pearl River County Board of Supervisors that the following appointments to the County Planning Committee be approved by this board. District One (1) Dave Dourden District Two (2) Homer Moody District Three (3) Junior Howard District Four (4) Reese Moody District Five (5) Ordered and adopted, this the 7th day of February, 1997. LOWE EXTENSION ROAD AS A PUBLIC ROAD AS PETITIONED BY RAYMOND COMSTOCK AND OTHERS. It Is Ordered by the Board of Supervisors of Pearl River County, Mississippi, that the road known as H. C. Lowe Road (extension) in District No. Two be and is hereby not declared a public road by this Board. Said road is not used and needed by the general public, and it would be cost prohibitive, therefore, it is to the best interest of said County for said road to be and is hereby not declared a public road as petitioned in Minute Book No. 85 on Pages. REPORT OF COMMITTEE ON MAKING A CERTAIN ROAD KNOWN AS H. C. LOWE EXTENSION A PUBLIC ROAD. To the Honorable Board of Supervisors Pearl River County, Mississippi Gentlemen: We, the Undersigned Members of the Board of Supervisors of said County, having heretofore been appointed by your Honorable Body, to view and inspect road known as H. C. Lowe Extension Road located in District Two and report back to this Board as to the determination of this committee on making said road public. We report that we have viewed and inspected said road known as H. C. Lowe Extension Road as petitioned by Raymond Comstock and others, as appears in Minute Book No. 85 on pages _______, and find that said road should not be made a public road. Said road is not a public necessity and it would be cost prohibitive. This, the 7th day of February, 1997.
