Kuklina National Research Tomsk State University 36 Lenina Str., Tomsk, 634050, Russia Received 21.04.2016, received in revised form 09.06.2016, accepted 19.08.2016 The authors deal with the problem of the development of contemporary art in the regions of Russia in the context of global projects and institutions, establishing ‘the rules of the game’ in the field of contemporary culture. The article considers the experience of working with contemporary art within the framework of the National Centre for Contemporary Arts and other organizations. So-called Siberian ironic conceptualism is considered as an example of original regional aesthetics. The article concludes that the alleged problem can be solved in the framework of specific exhibition projects and curatorial decisions, which aim at finding different forms of meetings (dialogue, conflict, addition) of a regional identity and global trends.     03/2015 Equal protection for all victims of hate crime The case of people with disabilities Hate crimes violate the rights to human dignity and non-discrimination enshrined in the Charter of Fundamental Rights of the European Union and the European Convention of Human Rights. Nevertheless, people with disabilities often face violence, discrimination and stigmatisation every day. This paper discusses the difficulties faced by people with disabilities who become victims of hate crime, and the different legal frameworks in place to protect such victims in the EU’s Member States. It ends by listing a number of suggestions for improving the situation at both the legislative and policy levels. I thank them for the privilege. ¡ Summary This thesis examines the police cooperation between European and Russian Police forces. Police cooperation in general is a challenging task but is it even more difficult when the involved parties are very diverse, which is applicable in this case. It is this thesis’ aim to understand the dynamic of this police cooperation, what factors are influential and why this is the case. The goal is to come up with solutions on how to make the cooperation more effective. Based on this, this thesis asks itself the following research question: Which barriers are European Police forces confronted with in cooperation with the Russian Federation and what explains these barriers? The theoretical concepts that have been investigated depicted that Liaison officers are a new form of control in favor of a proactive mentality in order to find out target categories with the help of statistical analysis. Their task is to create a security blanket abroad, in order to protect Europe. It has been tried to test these claims by conducting interviews in the Russian Federation with European Liaison officers and a representative of the European Delegation.
