Public Disclosure Authorized Rehabilitation of the Historical Museum of Khoni Public Disclosure Authorized Environmental and Social Screening Report Public Disclosure Authorized Public Disclosure Authorized March 2018 Sub-Project Description The Sub-Project (SP) will be implemented in the city of Khoni. Historical Museum is located in the center of the city, on the way to Okatse Canyon, making museum attractive to foreign, as well as to domestic tourists. According to the data of the National Tourism Agency of Georgia, an average of 700,000 tourists visit Imereti annually. The foreigners comprise approximately 25% of visitors, out of which at least 70% visit the city of Khoni, Okatse Canyon and Khoni Museum, which are included in tourist route of Khoni. In order to ensure the tourist flow in the city of Khoni increases further, it is necessary to further develop tourist infrastructure, protect the museum building and provide a secure environment. The Historical Museum of Khoni is located in the touristic zone. The museum was founded in 1981 and building is renowned for its architecture and location. The museum houses a rich collection of archaeological material of excavations in Khoni municipality, from the Paleolithic age to late Feudal age, including ceramics, copper, metal exhibits of bronze age, numismatic collections (one of the largest collections of Colchic Tetri in the VI century BC (990 units in total)), ethnographic material and other artifacts. The museum has an open-air exhibition space as well. Even though the renovation of the building has been carried out, the museum is not equipped with exposition equipment, cabinets, nightstands, exhibition platforms and lighting system. -

OUTLINE TERMS OF REFERENCE FOR CONSTRUCTION SUPERVISION ZUGDIDI-JVARI-MESTIA-LASDILI ROAD SECTIONS KM 74-80; KM 89 (ROAD AND TUNNEL); KM 91-103; KM 121-125 A. Background and Objective 1. General 1. Georgia is located south of the Caucasus mountain range, with Russia to the north, Armenia and Turkey to the south, Azerbaijan to the east, and the Black Sea to the west. It has a population of 4.5 million. Georgia, due to its geographic location, provides the shortest transit link between Central Asia and Europe. Hence, transport plays a pivotal role in supporting the national economy, and development of the transport sector is vital to increasing economy of the region through reduced transport costs. 2. Objectives 2. The objective is to rehabilitate road infrastructure to improve accessibility and guarantee easy access to Mestia region all year round. Four project sections are located on Zugdidi-Jvari- Mestia-Lasdili Road, which is of national importance and connects Zeda Svaneti Region, Mestia and other villages of the Zugdidi Rayon and on the Tbilisi-Senaki-Leselidze corridor. These rehabilitation road works will play important role in socio-economic and tourist infrastructure development for this region. Rehabilitation and reconstruction works are funded by the Asian Development Bank (ADB) and the Government of Georgia as part of the Sustainable Urban Transport Investment Project. Overall management and coordination of implementation and supervision will be executed by the Municipal Development Fund of Georgia (MDF). 3. The present terms of reference (TOR) outline scope of work and requirements for the construction supervision of the rehabilitation works for four sections of Zugdidi-Jvari-Mestia- Lasdili road. -

Country Report on Human Rights Practices in Georgia Page 1 of 21 Georgia Country Reports on Human Rights Practices - 2006 Released by the Bureau of Democracy, Human Rights, and Labor March 6, 2007 The constitution of the Georgian republic provides for an executive branch that reports to the president, a unicameral Parliament, and an independent judiciary. The country has a population of approximately 4.4 million. In 2003 former president Shevardnadze resigned during what became known as the Rose Revolution. Mikheil Saakashvili won the presidency in 2004 with over 90 percent of the vote in an election, and his National Movement Party won a majority of seats in the Parliament. International observers determined that the 2004 presidential and parliamentary elections represented significant progress over previous elections and brought the country closer to meeting international standards, although several irregularities were noted. Civilian authorities generally maintained effective control of the security forces. The government's human rights record improved in some areas during the year, although serious problems remained. While the government took significant steps to address these problems, there were some reports of deaths due to excessive use of force by law enforcement officers, cases of torture and mistreatment of detainees, increased abuse of prisoners, impunity, continued overuse of pretrial detention for less serious offenses, worsened conditions in prisons and pretrial detention facilities, and lack of access for average citizens to defense attorneys. Other areas of concern included reports of government pressure on the judiciary and the media and - despite a substantial reduction due to reforms led by the president - corruption. -

A short report on the Advisory Service for the local self-government of Imereti and Guria conducted by the Fund “Sukhumi” in frames of the project "Experience of the Visegrad countries to advocate the equal, inclusive and democratic governance" From February to July 2018, the consultative group of the Fund "Sukhumi", consisting of 5 staff members, worked with 15 municipalities (12 municipalities of Imereti 3 municipalities of Guria) on the issues of gender policy of self-government, organization of work of local gender equality councils. The "Guide" of the Fund "Sukhumi" - "Introduction of Gender Mainstreaming in Local Authorities" was actively used in the work. A short review of the current situation: local governments gradually master the essence of gender policy and issues related to them. This is facilitated by the instructions of higher authorities, especially the Ministry of Regional Management and Infrastructure, on the recommendation of which, since January 2018, all the municipalities of Imereti and Guria have created gender equality councils, approved the provision of the councils (the remaining municipality – Sakrebulo of Vani, plans to approve the provision of the Gender Council within the next few days). Part of the Municipalities of Imereti and Guria, with the help of partner NGOs, began to work on local action plans for gender equality. In spite of the fact that the instructions indicated that this is not a plan of gender council, but of a municipality, several municipalities developed and approved an action plan of Gender Council (Kutaisi, Tskaltubo). At this stage development of an action plan for Gender Equality of the municipality is carried out. -

WHO DOES WHAT WHERE IN DISASTER RISK REDUCTION IN GEORGIA Second edition March 2010 Georgian National Committee of Disaster Risk Reduction & Environment Sustainable Development FOREWORD Georgia is a highly disaster-prone country, which frequently experiences natural hazards (e.g. earthquakes, floods, landslides, mudflows, avalanches, and drought) as well as man-made emergencies (e.g. industrial accidents and traffic accidents). Compounding factors such as demographic change, unplanned urbanization, poorly maintained infrastructure, lax enforcement of safety standards, socio-economic inequities, epidemics, environmental degradation and climate variability amplify the frequency and intensity of disasters and call for a proactive and multi-hazard approach. Disaster risk reduction is a cross-cutting and complex development issue. It requires political and legal commitment, public understanding, scientific knowledge, careful development planning, responsible enforcement of policies and legislation, people-centred early warning systems, and effective disaster preparedness and response mechanisms. Close collaboration of policy-makers, scientists, urban planners, engineers, architects, development workers and civil society representatives is a precondition for adopting a comprehensive approach and inventing adequate solutions. Multi-stakeholder and inter-agency platforms can help provide and mobilize knowledge, skills and resources required for mainstreaming disaster risk reduction into development policies, for coordination of planning and programmes,
