The Yugoslav Peoples's Army: Between Civil War and Disintegration by Dr. Timothy L. Sanz Foreign Military Studies Office, Fort Leavenworth, KS. This article appeared originally in Military Review December 1991 Pages 36-45 August, a crisis in the Balkans, and a revolutionary upheaval in part of Europe--these words raise the hair on the back of the neck. Just a bit less than eighty years ago, Europe inaugurated this century of total war, thanks to the inability of its monarchs, statesmen, and generals to deal with a Balkan Crisis, the latest manifestation of what diplomats then called the "accursed Eastern Question." In the wake of that failure of statecraft, million-man armies marched into battle from one end of the continent to the other. Looking back on the long interval of peace which Europe has enjoyed since the end of the Second World War, the present crisis confirms the reality of a profound shift in the European security system and raises the question of whether the emerging security system in Europe will be able to deal with new Balkan crises. For several decades, while the military might of two ideologically-hostile blocs stood poised for action in Central Europe, a hypothetical internal crisis in Yugoslavia was often seen as an element in a scenario for bringing about a NATO-WTO military confrontation. -

In 1995 she began her undergraduate studies at Faculdade de Letras at Pontifícia Universidade do Rio Grande do Sul (PUCRS), where she graduated in English in 1998, and joined the research group that organized Erico Verissimo's Literary Archives. In 2001 she earned her Masters Degree in Literary Theory at the same university, with the thesis "Erico Verissimo: A Carta como Expressão do Literário", and in 2006 she received her first PhD in Literary Theory, with the dissertation "O pensamento político de Erico Verissimo: questões de identidade e ideologia". She began her studies at the Department of Portuguese and Brazilian Studies at Brown in September 2006. In addition, any quotation or extract must include full attribution.” Abstract This thesis examines French relations with Yugoslavia in the twentieth century and its response to the federal republic’s dissolution in the 1990s. In doing so it contributes to studies of post-Cold War international politics and international diplomacy during the Yugoslav Wars. It utilises a wide-range of source materials, including: archival documents, interviews, memoirs, newspaper articles and speeches. Many contemporary commentators on French policy towards Yugoslavia believed that the Mitterrand administration’s approach was anachronistic, based upon a fear of a resurgent and newly reunified Germany and an historical friendship with Serbia; this narrative has hitherto remained largely unchallenged. Whilst history did weigh heavily on Mitterrand’s perceptions of the conflicts in Yugoslavia, this thesis argues that France’s Yugoslav policy was more the logical outcome of longer-term trends in French and Mitterrandienne foreign policy. Furthermore, it reflected a determined effort by France to ensure that its long-established preferences for post-Cold War security were at the forefront of European and international politics; its strong position in all significant international multilateral institutions provided an important platform to do so. -

On 19th April 2015 Sir Raymond Carr died aged 96. A historian and Oxford don, he specialized in the histories of Sweden, Latin America and Spain. “Though he was one of Britain’s greatest historians, Carr was far better known in Spain than in his native land”, writes Paul Preston. Arguably his finest work, Spain 1808-1939, was published in 1966 and remained a defining text on Spanish history to this day. His involvement with the country began in 1950, on the honeymoon that followed his marriage to Sara Strickland, which continued on many research trips conducted in university vacations in the 1950s and 1960s. Carr taught at Oxford from the 1960s till 1987, when on retiring he was knighted. Apart from his academic excellence Raymond Carr is also well known for his eccentricities and “racy social life”, serving behind a bar in Sweden when on vacation from Oxford in his fifties, throwing legendary parties at his Oxford home with his wife Sara. -

Moreover, beyond the specific reasons for the protests, they appeared to reveal a deeper reality about Iran, both before and since the 1979 emergence of the Islamic Republic: its character as an inherently “revolutionary country” and a “movement society.”2 Since its formation, the Islamic Republic has seen multiple cycles of protest and revolt, ranging from ethnic movements in the early 1980s to urban riots in the early 1990s, student unrest spanning 1999–2003, the Green Movement response to the 2009 election, and upheaval in December 2017–January 2018. The last of these instances, like the current round, began with a focus on economic dissatisfaction and then spread to broader issues. Call from Members of the Nizami Ganjavi International Centre to the United Nations Security Council to Support the UN Secretary-General’s Urgent Call for an Immediate Global Ceasefire amid the COVID-19 Pandemic We are deeply alarmed that the United Nations Security Council has not been able to reach agreement on a draft resolution put before it on COVID-19. This draft resolution called for an end to hostilities worldwide so that there could be a full focus on fighting the Covid-19 pandemic. If passed it would have given powerful backing to the call made earlier by the Secretary-General. Yet, agreement could not be reached on the resolution in the Security Council because of its reference to “the urgent need to support…. all relevant entities of the United Nations system, including specialized health agencies” in the fight against the pandemic. The failure to reach agreement saddens us at this time when our world is in crisis. The Covid-19 pandemic has brought about immense human suffering and is having a devastating impact on economies and societies. It is exactly at times like this that the leadership of the Security Council is needed. It should not be silent in the face of the serious threat to global peace and security which Covid-19 represents. Global action and partnership are vital now to deal with the global pandemic and its aftermath. This is the time for the premier institution responsible for leading on global security to show strength, not weakness. We support UN Secretary-General António Guterres in his call for an immediate global ceasefire, in all corners of the world, amid the COVID-19 pandemic. -

Kostas Karamanlis, its leader, remained prime minister and pledged to continue free-market economic reforms to enhance growth and create jobs. The government’s foreign policy focuses on the European Union (EU), relations with Turkey, reunifying Cyprus, resolving a dispute with Macedonia over its name, other Balkan issues, and relations with the United States. Greece has assisted with the war on terrorism, but is not a member of the coalition in Iraq. This report will be updated if developments warrant. See also CRS Report RL33497, Cyprus: Status of U.N. Government and Politics Prime Minister Kostas Karamanlis called for early parliamentary elections to be held on September 16, 2007, instead of in March 2008 as otherwise scheduled, believing that his government’s economic record would ensure easy reelection. In August, however, Greece experienced severe and widespread wildfires, resulting in 76 deaths and 270,000 hectares burned. The government attempted to deflect attention from what was widely viewed as its ineffective performance in combating the fires by blaming the catastrophe on terrorists, without proof, and by providing generous compensation for victims. This crisis came on top of a scandal over the state pension fund’s purchase of government bonds at inflated prices. Under these circumstances, Karamanlis’s New Democracy party’s (ND) ability to win of a slim majority of 152 seats in the unicameral 300-seat parliament and four more years in office was viewed as a victory. -

International Journal of Korean Unification Studies Vol. 25, No. 1, 2016, 129–161 North Korean Contingency and The Determinants of Its Stabilization* Yong Han Park, Sung Wook Nam, and Yoo Suk Jung This study indicated that four factors, namely centralized power, economic stability, racial identity between the subjects and objects of military government, and the level of social division, were commonly important elements. The most critical factor among them was the power structure of the target country of stabilization. To make strategies succeed even in an extremely chaotic situation of North Korea, a wide range of strategies encompassing military, foreign affairs, and administration is needed. This study diagnosed the possibility of success and failure of stabilization strategies undertaken through military governance focusing on four variables. Besides these variables, minute additional elements can influence the outcomes of success or failure in complex ways. The analysis herein confirmed that stabilization can succeed when the control of central power is assured and the intervention of foreign power is deterred through military governance. Winston Churchill once called it the Iron Curtain and said it ran from Szczecin on the Baltic Sea to Trieste on the Adriatic Sea. Both sides deployed military power along this line in the expectation of a major combat. The Western European powers created the North Atlantic Treaty Organization (NATO) precisely to fight that expected war but the strength they could marshal remained limited. The Soviet Union, and after the mid-1950s the Soviet Bloc, consistently had greater numbers of troops, tanks, planes, guns, and other equipment. This is not the place to pull apart analyses of the military balance, to dissect issues of quantitative versus qualitative, or rigid versus flexible tactics.
