Moreover, it has accomplished this feat without a ruling political party, considered by most scholars to be the key to stable authoritarianism. Why has the Iranian political system proven so durable? Moreover, can the explanation for such durability advance a more deductive science of authoritarian rule? My dissertation places Iran within the context of guardian regimes—or hybrid regimes with ideological military, clerical or monarchical institutions steeped in the politics of the state, such as Turkey and Thailand—to explain the durability of unstable polities that should be theoretically prone to collapse. “Hybrid” regimes that combine competitive elections with nondemocratic forms of rule have proven to be highly volatile and their average longevity is significantly shorter than that of other regime types.

Even within this area, Islamic ethics have predominantly been studied from Sunni perspectives, with little attention being paid to Shi’ite or other minority understandings. This thesis will, therefore, use qualitative data collection methods of semi-structured in-depth interviews and focus groups, to sociologically study the perceptions, understandings, and applications of Islamic ethics in Australian Shi’ite Muslim everyday living. It will investigate the overarching understanding of Islamic ethics and its specific application in Australian Shi’ite Muslim context. The project's objective, therefore, is twofold: one to strengthen Islamic ethics as an independent discipline; and two to address the scant attention Shi’ite Islamic ethics has received in Islamic ethics scholarship generally. Conceptually, this project will contribute to the understanding of Islamic ethics through a particular analysis of Shi’ite Islamic ethics in an Australian Shi’ite context. This is significant as specific understandings of Islamic ethics in certain contexts help to explain how minority groups such as Shi’ite Muslims develop their own ethical standards to shape social relations in society. The Iranian minister of energy conducted a video call with the Syrian minister of water, during which the two agreed to establish a strategic committee to facilitate the implementation the bilateral cooperation agreement in the water sector, which was signed last year by the two countries. On September 26, the Iraqi foreign minister arrived for a two-day visit in Tehran, during which he met with senior Iranian government officials. At the same time, a military delegation headed by the deputy Iranian Chief of Staff for International Affairs arrived for a visit in Baghdad. In addition, Iraqi sources reported about a visit conducted by the Commander of the Qods Force of the Islamic Revolutionary Guards Corps (IRGC), Esmail Qa’ani, in Karbala in Iraq. These visits were carried out against the backdrop of reports in American and Arab media about a threat, recently conveyed by the U.S. government to the government of Iraq due to the persistence of attacks by Shia pro-Iranian militias against American targets in Iraq.
