INTRODUCTION Why do rich people seeking reductions in their tax burdens, who have the ability to influence Congress directly through lobbying and campaign contributions, sometimes resort to grassroots populist methods? And why do non-rich people sometimes join the rich in their anti-tax movements? These are the puzzles Isaac William Martin sets out to solve in Rich People’s Movements.1 Martin’s historical research—much of it based on original sources to which scholars have previously paid little or no attention—reveals that, far from being a recent innovation, populist-style movements against progressive federal taxation go back nearly a century, to the 1920s. Oxfam GB is a member of Oxfam International. Time for a Tobin Tax? Some practical and political arguments Summary This paper is intended to further discussion on ‘Tobin taxes’. It provides information on the currency aspect of international financial instability, looks at the arguments around a global currency transaction tax and its potential value, explores the possibility of the proposal’s further political advance, and concludes with comments on prospects for advocacy. Why a currency transaction tax? James Tobin, an American economist, made his proposal for a levy on international currency transactions in 1978. The tax was designed to deter the speculation that causes sharp exchange rate fluctuations and serious damage to economies. In the 1990s, two additional facts have sharpened interest in Tobin’s proposal and its variants. The first is the huge growth in foreign exchange trading to about $1.8 trillion per day and the corresponding increase in currency instability and related financial crises. Second, since the tax could generate substantial sums, the idea has attracted the attention of those concerned with financing development – a concern accentuated by the fiscal challenges faced by the state as well as by the growing need for international co-operation on problems of poverty, the environment and security. -

These seminars bring together civil society, business representatives, policy makers, academics and interested citizens to discuss and exchange views on tax avoidance and tax evasion. Further events are planned throughout 2018 in Austria (17 May), France (8 June), Italy (19 September) and Ireland (9 October). The Commission hopes that the roadshow seminars will further encourage active engagement on tax fairness principles at EU, national and local levels. In particular, a main aim seems to be to spread the tax debate currently ongoing at the EU-level into member states as well. Commission launches VAT MOSS portal 19 April The European Commission has launched a Mini-One Stop Shop (MOSS) portal for VAT purposes. CHAPTER G An Analysis of the Graded Property Tax Robert M. Schwab and Amy Rehder Harris Introduction In most jurisdictions, land and improvements are taxed at the same rate. The District of Columbia is no exception to this general rule. Consider two homes in the District, each valued at $100,000. Home A is a modest home on a large lot; suppose the land and structures are each worth $50,000. Home B is a more sub- stantial home on a smaller lot; in this case, suppose the land is valued at $20,000 and the improvements at $80,000. Under current District law, both homes would be taxed at a rate of 0.96 percent on the total value and thus, as Figure 1 shows, the owners of both homes would face property taxes of $960.1 But property can be taxed in many ways. Under a graded, or split-rate, tax, land is taxed more heavily than structures. -

Based on the analyses in which land is used as a factor of production, we can confirm that the taxation of land will lead to an increase in the growth rate of the economy. Particularly, we show that the introduction of a tax on land rents, a tax on the value of land or a stamp duty will cause the net price of land to decline. Further, we show that the nationalization of land and the redistribution of the land rents to the young generation will maximize the growth rate of the economy. But they need to be made more progressive to amount to real tax reform that can pass muster politically. Christian Science Monitor, The New Economy: Real Tax Reform: Flat-Tax Simplicity with a Progressive Twist Tax reform has emerged as a key issue for GOP presidential hopefuls. Texas Gov. Rick Perry wants to scrap our current system and replace it with a 20 percent flat tax on individual and corporate incomes. Former Speaker of the House Newt Gingrich wants to do the same, but with even lower rates. Then there's pizza magnate Herman Cain. His "9-9-9" plan would replace today's income and payroll taxes with a trio of levies: a 9 percent flat tax on individuals, another on businesses, and a 9 percent retail sales tax. But Mr. Cain's ultimate vision is to eliminate anything remotely resembling today's tax system in favor of a national retail sales tax, which proponents call the FairTax. These three plans have much in common. Catchy names, for one. More important, they all focus on taxing consumption - what people spend - rather than income. The flat tax is most famous, of course, for applying a single rate to all corporate earnings and to all individual earnings above some exemption. -

CPB Discussion Paper | 202 Financial transaction tax: review and assessment Jürgen Anthony Michiel Bijlsma Adam Elbourne Marcel Lever Gijsbert Zwart Financial transaction tax: review and assessment Jürgen Anthony *, Michiel Bijlsma †, Adam Elbourne ‡, Marcel Lever § and Gijsbert Zwart ** January 16, 2012 Abstract We explore whether a Financial Transactions Tax (FTT) is likely to correct the market failures that have contributed to the financial crisis, to what extent FTT succeeds in raising revenues, and how the FTT compares to alternative taxes in terms of efficiency. We find little evidence that the FTT will be effective in correcting market failures. Taxing of transactions is not well targeted at behaviour that leads to excessive risk and systemic risk creation. The empirical evidence does not suggest that the introduction of an FTT reduces volatility or asset price bubbles. An FTT will likely raise significant revenues and we estimate those revenues for the Netherlands. In the short term, the incidence of the tax will be chiefly on the current holders of securities. Ultimately, the tax will be borne in part by end users, and we estimate the likely effects on economic growth. When compared to alternative forms of taxation of the financial sector, the FTT is likely less efficient given the amount of revenues. In particular, taxes that more directly address existing distortions, such as the current VAT exemption for banks, and the bias towards debt financing, provide more efficient alternatives. It will then deal with a proposal put forth to reform the current tax system, namely the Fair Tax. The Fair Tax will be examined in great depth and all aspects of it will be explained. The objective of this paper is to determine if the Fair Tax is a viable solution for fundamental tax reform in America.
