MINUTES OF WRETTON PARISH COUNCIL MEETING HELD AT THE CHURCH MONDAY NOVEMBER 26TH 2012 Present– Cllr David Llewellyn - Chairman, Cllr Mick Peake, Cllr Mandy Peake, Cllr L Beatty, Cllr Martyn Cann, Cllr John Reeve. 1. Apologies for Absence: Cllr John Wyett Borough Councillor Mr Colin Sampson 2. No Declarations of Interest made. It was agreed Councillors would be granted a dispensation to allow them to discuss the budget and set the precept for 2013. Dispensations granted for this purpose will remain in place until the next Parish Council elections in 2015. It was noted Disclosable Pecuniary Interest forms can be viewed on the Borough Council website and a link to the site is available from the Parish Council website. 3. The Minutes of the meeting held on 03/09/12 were agreed as a true record. 4. Matters Arising from previous meetings Lime House Drove Work was undertaken on 22/11/12 by the Highway Department to alleviate drainage problems at Lime House Drove. Planings have been laid at the entrance to the Drove to raise the ground level to allow water to run off. The Parish Council is grateful that this work has at last taken place. However, there is still concern regarding use of the lane which is a restricted byway and therefore access is for authorised vehicles only. The Parish Council has requested that appropriate signage be erected at both ends of the Drove. Some discussion took place regarding the vehicles that are using the Drove. The lane is being made impassable at the Stoke Ferry end and in places vehicular use has diverted the track. Vehicles are said to be driven around the back of Joe’s Plantation to exit by the river. Mick Peake will approach the landowner regarding possible erection of a fence to deter unauthorised MP vehicles and the Chairman will speak to the Chairman of Stoke Ferry Parish DL Council about this problem. Highways have also cut back overgrowth along the part of Lime House Drove which they are responsible for but further overgrowth on private land needs to be cut back. The owner has agreed to allow the Parish Council to do this but they will be asked to confirm this agreement in writing before any work is undertaken. Lydia’s Lane/Green Lane Concern regarding encroachment of Lydia’s lane has been passed to the County Council but no response has been forthcoming. Discussion took place regarding what action the Parish Council could take regarding encroachment 1403/12/2012 of Rights of Way and legal advice will be sought. Encroachment is also said to have taken place along Wiles Drove. Highways has stated that finger post signs can be supplied for the village footpaths and further enquiries will be made about obtaining three signs. Discussion also took place regarding grass cutting along foot paths. An offer has been received to help with grass cutting to keep Green Lane clear and the Parish Council is prepared to put a team of volunteers together to manage the village footpaths. It is likely that due to financial restraints Norfolk County Council will be undertaking less and less work to maintain Rights of Way. Night noise At a previous Parish Council meeting a query was raised by a village resident regarding noise at night. Wissington Sugar Factory was contacted and it is felt the factory is not responsible for noise at night although a drone can emanate from the factory area at times. A suggestion was made that the night noise may be aircraft noise when engines are tested at Marham. Footpaths at All Saints Place Some grounds maintenance work has been undertaken by Freebridge Housing but work is still needed to remove hedging which has overgrown the footpath. Freebridge will be asked to confirm that the hedge is to be removed. It was also noted that the footpath between the Clover Club and the Wretton village name plate sign needs to be sided out. A request will be made for the Highways Rangers to undertake this work. 5. 5.1 Chairman’s Report The Chairman had nothing further to report other than to mention that night- time noisy vehicles have been reported to the Police. 5.2 Clerk’s Report The Clerk has taken a new job but will remain as Clerk to Wretton Parish Council. A request was made (and granted) for £25.00 to be paid for the Clerk to undertake a module relating to her CiLCA qualification which will hopefully help the Parish Council to use the General Power of Competence should it wish to do so. It was noted that Wretton Row near Allgoods Farm (Chairman declared an interest) has been extremely muddy recently. Large farm vehicles are destroying the verge and the road surface has collapsed by Allgoods Farm. 5.3 Lime House Drove update Update given under item 4. 6. Accounts were presented and accepted for payment. A copy of the 2013 budget was presented and accepted. 6.1 Allocation and investment of reserve money Currently the Parish Council receives only 0.15% interest on reserve money held. The possibility of obtaining higher interest has been investigated but there appears to be no suitable alternative investment for the amount of money held by the Parish Council. 6.2 It was agreed to keep the 2013 precept request at £3576 the same as DL 2012. It was noted income received from recycling credits claimed from the paper bank in the village goes towards maintenance of the play equipment. Villagers JR will be reminded of this via the Wretton website. The Parish Council does not presently contribute to any social media site but John Reeve offered to use Facebook to point people to visit Wetton.org 7. Correspondence 7.1 E-mail regarding pubic enquiry relating to incinerator at Saddlebow, Kinds Lynn. 7.2 Norfolk County Council - information relating to management of Rights of Way (e-mail forwarded to Councillors). 7.3 Mayors Civic Awards for Voluntary Service and Annual Design Awards. 7.4 Norfolk Playing Fields Association Newsletter. 7.5 Came & Co. Autumn Newsletter. 7.6 Rural Opportunities Bulletin (e-mail forwarded to Councillors). 7.7 Norfolk Rural Community Council - Young people, Food and Us survey, Signpost Newsletter and E-newsletter. 7.8 E-mail regarding West Norfolk Child Contact Centre. 7.9 Creative East’s ‘Afternoon of Entertainment’ - 28/11/12 at Watlington Village Hall. 7.10 Dates for BCKLWN planning training sessions - e-mail passed to Councillors. 7.11 Consultation on whether Hockwold & Methwold Community School should be an Academy. 7.12 Dates for consultation by Police and Crime Commissioner for Norfolk on his 2013/14 precept proposal. 7.13 PAYE Real Time Information. 7.14 Appointment of Mazars as external auditor for 2012/13 to 2016/17. 8. No planning applications received for consultation. 3403/12/2012 9. Signage of footpaths was discussed under item 4. 10. Nomination of a Trustee for the Jane Forby Charity. The Parish Council has the opportunity to nominate a Trustee for the Jane Forby Charity. Martyn Cann was duly nominated to fill the current vacancy and this nomination will be confirmed by the Jane Forby Trust at its next meeting. 11. Reports from Councillors/items for the next agenda. 9.1 Church projects are still on-going following setbacks resulting from theft of lead from the roof.
