PROBLEM There are insufficient sports and recreation facilities in the vicinity of Hing Wah Street West, Sham Shui Po to meet the needs of the local community. PROPOSAL 2. The Director of Architectural Services, with the support of the Secretary for Home Affairs, proposes to upgrade 434RO to Category A at an estimated cost of $122 million in money-of-the-day (MOD) prices for the development of open space at Hing Wah Street West, Sham Shui Po. / PROJECT ….. Purpose This paper serves to briefly introduce to the Sham Shui Po District Council (SSPDC) proposed housing developments on Government land in Sham Shui Po district. 2. Proposed Housing Development 2 . 1 . Private Housing Sites – Future private housing sites within Sham Shui Po district includes two sites on Lung Ping Road and a site at the junction of Fuk Wing Street and Fuk Wa Street, which are zoned for residential use. In addition, the land use of a portion of the Cheung Sha Wan Wholesale Food Market Phase 2 site is proposed for rezoning for residential (private) use (Table 1 and Plan 1). 2 . 2 . Public Rental Housing (PRH) and Home Ownership Scheme (HOS) – According to the information provided by the Housing Department, apart from the proposed redevelopment of So Uk Estate, Pak Tin Estate and Shek Kip Mei Estate, the future provision of PRH flats also includes the planned residential sites at the junction of Lai Chi Kok Road and Tonkin Street, North West Kowloon Reclamation Area (NWKR) Site 6 and NWKR Site 1 (East). Our reply is set out below. (1) Site utilisation A note prepared by the Planning Department is at Annex 1. It sets out the considerations for setting the reference plot ratio ("PR") for the Treasury Building - 2 - (paragraphs 1-4), and the locations of commercial sites in the West Kowloon region with PR of 15 or above (paragraph 5). In gist, the Planning Department considers the Treasury Building akin to a commercial building and has accordingly set a reference PR of 8, taking into account traffic, air ventilation and other planning considerations. We consider that the reference PR of 8 has optimised the utilisation of the subject site.

PROBLEM We need to enhance the connectivity of new and existing developments, as well as road safety, in the vicinity of the junction of Sham Mong Road and Tonkin Street West in Sham Shui Po. /PROPOSAL ….. The Director of Civil Engineering and Development, with the support of the Secretary for Development, proposes to upgrade part of 332CL to Category A, at an estimated cost of $368.9 million in money-of-the-day (MOD) prices, for the construction of a footbridge system at the junction of Sham Mong Road and Tonkin Street West in Sham Shui Po. PROJECT SCOPE AND NATURE 3. The part of 332CL which we propose to upgrade to Category A (the proposed works) comprises – (a) a covered four-span footbridge system at the junction of Sham Mong Road and Tonkin Street West, with length of each span ranging from about 46 metres (m) to 67 m (235 m long in total) and the clear width ranging from about 4.0 m to 4.7 m; (b) six lifts, four covered escalators, two covered staircases and three direct connections linking the proposed footbridge system with future adjacent developments; (c) associated road works and ancillary works including a temporary covered staircase 1 , footpaths, drainage, utilities, electrical and mechanical and landscaping works; and (d) necessary environmental mitigation measures.
