INTRODUCTION In accordance with the regulations of Grant LAG-0591-G-00-2049-00 (Grant 2049) of the United States Agency for International Development (USAID) to the Inter-American Institute of Human Rights (IIHR or the Institute), the IIHR submits its annual report on the activities that took place during the 1996 calendar year that were in whole or in part funded by USAID. The overall period of Grant 2049 is from July 1992 to June 1997. II. IIHR-BACKGROUND The Inter-American Institute of Human Rights is an autonomous international institution of an academic nature that is devoted to human rights education, training, research and promotion. The Institute was created in 1980 under an agreement between the Inter American Court of Human Rights and the Republic of Costa Rica, where its headquarters are located. The Institute s mission is to promote and strengthen democracy and respect for human rights throughout the Americas by means of specialized training, research, education, political mediation and technical assistance for governmental and civil society bodies and international organizations within an institutional framework that promotes participative democracy. The IIHR views human rights as independent and inter-related principles and believes that guarantees of civil and political rights must be accompanied by the full realization of economic, social and cultural rights. Its activities are carried out by interdisciplinary teams, which permit specialists from different geographical and professional areas to make complementary contributions to the analysis and resolution of the principal problems confronting the region.

Nos encontra- mos frente a una nueva generación de estudiantes que, como las anteriores, siente verdadera pasión por su futura profesión. El tema de las elecciones municipales impregnó la atmósfera de nuestra discusión en su preparación, pero jamás pensamos que los resultados tardarían tanto. Tanto, que hasta se ha perdido la paciencia, incluso la fe, en una actitud neutra e imparcial y, más bien, surgen serios interrogantes acerca de la pulcritud del proceso. A Susana Villarán la despojaron de su fiesta final, de su festejo, y en ambas tiendas políticas se ha instalado una duda, una inquietud, un interrogante casi perpetuo, que las ha paralizado. ¿Quién será la próxima alcaldesa de Lima? Parece que ya no les importa a los ciudadanos. ¡Los problemas son tan gordos que nadie los va a resolver en el mediano plazo! Lourdes Flo- res, de ganar, lo hará en un ambiente enrarecido y como ella no tiene una verdadera vocación para ocupar el cargo, lo haría de mala gana. Entre los simpatizantes de Fuerza Social, incluso, consideran que de no ganar le ha- rían un favor a Susana Villarán; los más optimistas la imaginan disputando las elecciones presidenciales y los más cautos entienden que representaría el papel de la víctima: no la dejaron vencer, y que de suceder, por cierto, sería cierto.

Women and the Judiciary in the Americas: LEADERSHIP AND OUTCOMES YEARS SHAPING POLICY DEBATE FOR ACTION Inter-American Dialogue The Inter-American Dialogue is the leading US center for policy analysis, exchange, and com - munication on issues in Western Hemisphere affairs. The Dialogue brings together public and private leaders from across the Americas to address hemispheric problems and opportuni- ties. Together they seek to build cooperation among Western Hemisphere nations and advance a regional agenda of democratic governance, social equity, and economic growth. The Dialogue’s select membership of 100 distinguished citizens from throughout the Americas includes political, business, academic, media, and other nongovernmental leaders. Fourteen Dialogue members served as presidents of their countries and more than two dozen have served at the cabinet level. Since 1982—through successive Republican and Democratic administrations and many changes of leadership elsewhere in the hemisphere—the Dialogue has helped shape the agenda of issues and choices in inter-American relations. First, I believed that U.S. relations with our neighbors were among the most important we had for moral, economic, historical, and strategic reasons. Second, in the mid-1970s, the United States had a compelling interest in negotiating new Panama Canal Treaties and in working with democratic leaders and international organizations to end repression and assure respect for human rights. Third, I had a long-term personal interest in the region and had made several rewarding trips there. When I established The Carter Center, I was equally committed to the region. The Carter Center and Emory University recruited Robert Pastor to be director of our Latin American and Caribbean Program (LACP). He served as my national security advisor for Latin American and Caribbean Affairs when I was president and has been the principal advisor on the region to Rosalynn and me ever since. Prepared Remarks of U.S. Attorney Preet Bharara Peruvian Paintings Repatriation Ceremony September 5, 2014 Good morning. My name is Preet Bharara and I am the United States Attorney for the Southern District of New York. Today I am proud to return to the Republic of Peru nine paintings of great cultural significance. These paintings had been illegally looted from a church in Lima and smuggled out of Peru, in order to be trafficked on the international art market. They found their way to auction houses in Iowa and New York City, where they were being offered for sale. I am joined here this morning by our partners in this investigation – as in so many other cases involving stolen or forged artworks, among other matters – by the FBI. Here from the FBI are George Venizelos, the Assistant Director-in-Charge of the FBI in New York, and Assistant Special Agent-in-Charge Belle Chen. The FBI case agent on this investigation is Special Agent Meridith Savona. Also standing here are the career prosecutors from my Office who, working with the FBI, accomplished the return of these important works of art. Sharon Cohen Levin is the Chief of the Money Laundering and Asset Forfeiture Unit, and this investigation was led by Assistant U.S. Attorney Christine I. Magdo. We are also joined by Mr. Harold Forsyth, Ambassador of Peru, Ambassador Gustavo Meza Cuadra, Permanent Representative of Peru to the United Nations, and Mrs. Maria Teresa Merino, Consul General of Peru in New York. After an investigation by the FBI, the paintings were determined to be the same paintings that were stolen from Peru.
