Aim of the Meeting

The industry in Bulgaria is going through a long re-structuring process, which is to be finalised by 2007. The national steel restructuring plan foresees after that date the existence of a competitive steel industry that will be able to operate on a global market. This will require the actors from industry and the competent authorities to make the necessary adjustments in future investment plans and in their organisation so as to progressively reach the current EU standards. In order to help to prepare this exercise, it will be useful to hold a workshop with the active participation of key decision makers from the EC, the national authorities of current EU member states as as industry experts. The transposition of Directive (96/61/ЕC) concerning the Integrated Pollution Prevention and Control (IPPC) is ensured with the adoption of the Law on environment protection and the Decree stipulating the rules and regulations for issuing complex permits for development and exploitation of new and active industrial installations and equipment. Bulgarian steel companies are expected to apply for an integrated permission, including a programme for bringing into conformity with the legislative requirements in respect of environment up to 31 March 2005 at the latest.
