  • Initial Transport Assessment of Development Options
This subject paper is intended to be a research paper delving into different views and analyses from various sources. The views and analyses as contained in this paper are intended to stimulate public discussion and input to the planning process of the "HK2030 Study" and do not necessarily represent the views of the HKSARG. WORKING PAPER NO. 35 INITIAL TRANSPORT ASSESSMENT OF DEVELOPMENT OPTIONS Purpose 1. The purpose of this paper is to provide information on the reference transport demand forecasts, assessment of Reference Scenario and framework for option evaluations. Background 2. Under Stage 3 of the HK2030 Study, Development Scenario and Development Options are formulated. The Development Options are then subject to transport, economic, financial as well as environmental assessments. Under the integrated approach adopted for the Study, the transport requirements identified for the Development Options are also assessed in terms of the environmental, economic and financial implications in order that a meaningful comparison of the Development Options could be made. 3. Under the Reference Scenario, various development choices have been considered to satisfy the land requirements. They can broadly be categorised into two different options of development patterns, namely Decentralisation and Consolidation. The details are presented in the paper on Development Options under the Reference Scenario. Assessments have been carried out to identify the transport requirements of the two Development Options in 2010, 2020 and 2030. The findings are summarised in the following sections. Development Options 4. Under the Reference Scenario, the population in 2030 could be in the region of 9.2 million which is only marginally more than the population of 8.9 million for 2016 adopted in the previous strategic planning.

Granny Mildred Lynch and Tim Buck II Esq. Partner to Buy the Mount Delusion Ski Resort in Bovina Center at the County Delinquent Property Auction Installment II of a tweet story by @Scatoma The Pepacton Watershed’s Premier Satirist “I’m not a cynic, I’m a careful observer” Mildred Lynch aka “Granny”: a retired CIA assassin who lives in rural Hamden, NY, where she raises Dorset sheep and runs embroidery and vanity press side businesses. She is a stalker whose fixation on retired NBA legend, Rik Smits is eclipsed in installment two by her simultaneous obsessions with Todd Palin and Sean Hannity. “There’s two sides to every woman,“ she explains “and each side should have a man to take care of it, preferably at the same time.“ In this second installment she partners with Tim Buck II Esq. to buy the Mount Delusion Ski resort. Tim Buck II Esq.: An Oneonta, NY attorney who represents arrested college students in public urination and capital murder arrests. He is trying to overcome rumors he is carrying out an affair with the local DA. He claims to be a childhood friend of Paul Ruebens of Pee Wee Herman fame. He begins invoking his 1/64 Mahican ancestry and begins wearing a red Mohawk. In installment II, he buys the Mount Delusion Ski Resort with an eye towards buying out Granny Lynch, his partner, with his “hush revenue” and opening a small “1/64 Indian Casino” there called “Mahican Some”, a place for small percentage Mahicans to meet, gamble and inter-marry impulsively.

Financial Crisis and Co-movements of Housing Sub-markets 68 INTERNATIONAL REAL ESTATE REVIEW 2013 Vol. 16 No. 1: pp. 68 – 118 Financial Crisis and the Co-movements of Housing Sub-markets: Do relationships change after a crisis? Charles Ka Yui Leung. Associate Professor, Department of Economics and Finance, City University of Hong Kong; Address: 83 Tat Chee Avenue, Kowloon Tong, Hong Kong; Phone: (852) 3442-9604; Fax: (852) 3442-0284; E-mail: [email protected] Patrick Wai Yin Cheung Research Associate, Department of Economics and Finance, City University of Hong Kong; Address: 83 Tat Chee Avenue, Kowloon Tong, Hong Kong; E-mail: [email protected] Edward Chi Ho Tang PhD Candidate, Department of Economics and Finance, City University of Hong Kong; Address: 83 Tat Chee Avenue, Kowloon Tong, Hong Kong; E-mail: [email protected] This study of the co-movements of transaction prices and trading volumes reveals that the mean correlation of prices and trading volumes alike, among different housing sub-markets, increase during the market boom. After a financial crisis, the correlations dramatically drop and stay low. The distribution of the correlations changes from skewed to symmetric. All these coincide with the increase in the total variance of prices, as well as the share of the idiosyncratic component in the total variance after the crisis. These findings are consistent with a family of theories that emphasize on the “regime switch” in expectations. Keywords: Financial Crisis; Hedonic Pricing; Structural Break; Evolution of Valuation; Rolling Regression . Corresponding author 69 Leung, Cheung and Tang … In the ruin of all collapsed booms is to be found the work of men who bought property at prices they knew perfectly well were fictitious, but who were willing to pay such prices simply because they knew that some still greater fool could be depended on to take the property off their hands and leave them with profit.
