It is bounded on the north by Barail and Jayantia hill ranges, on the south by the State of Mizoram and on the west by the districts of Hailakandi and Karimganj. The district lies between 92° 24' E and 93° 15' E longitude and 24° 22' N and 25° 8' N latitude. The total geographical area of the district is 3,786 Sq. Km. The Barak is the main river of the district and apart from that there are numerous small rivers which flow from Dima Hasao district, Manipur or Mizoram. The district is mostly made up of plains, but there are a number of hills spread across the district. Cachar receives an average annual rainfall of more than 3,000mm. The climate is Tropical wet with hot and wet summers and cool winters. The climatic condition of this district is significant for humidity in summer season and it is often intolerable. During the winter season, it is as cold as other parts of north India and the rainy season of this district starts from May and ends after October. Bengali is the Official Language in this district with majority of the people primarily speaking Bengali and Sylhettee, a Bengali-dialect. Apart from Bengali, other languages spoken in the district include Assamese, Meitei Manipuri, Bishnupuriya Manipuri, Dimasa and Rongmei-Naga. There are also few Mizo, Kuki and Khasi people who form microscopic minority. The Bhuban ranges on the eastern side of the district covers a considerable area. The river Barak, along with the tributaries, Jiri, Chiri, Madhura, Jatinga, Sonai, Katakhal and others are flowing through the centre of the plain valley of the district. Explorations by ONGC in different parts of Cachar have indicated that there are huge mineral oil and gas deposits in various parts of the district. Silchar, the district headquarter town, situated on the South bank of the Barak river is an important commercial centre of the state. A gateway to Mizoram, Manipur and Tripura, the town naturally plays a vital role so far supply of essential commodities etc to those states is concerned. A medical college, station of All India Radio, TV Station and several other institutions has helped the town grow in importance. The district of Cachar is the home of a large number of Tea Gardens too. Lakhipur is the richest pine - apple growing area in the country, again on the bank of Barak. Barbhuiyaa, Arif Uddinb a Department of Biotechnology, Assam University, Silchar 788011, Assam, India b Department of Zoology, Moinul Hoque Choudhury Memorial Science College, Algapur, Hailakandi 788150, Assam, India ARTICLE INFO ABSTRACT Keywords: Codon usage bias (CUB) is the unequal usage of synonymous codons of an amino acid in which some codons are Codon usage bias used more often than others and is widely used in understanding molecular biology, genetics, and functional Nipah virus regulation of gene expression. Nipah virus (NiV) is an emerging zoonotic paramyxovirus that causes fatal disease Natural selection in both humans and animals. NiV was first identified during an outbreak of a disease in Malaysia in 1998 and Mutation pressure then occurred periodically since 2001 in India, Bangladesh, and the Philippines. We used bioinformatics tools to analyze the codon usage patterns in a genome-wide manner among 11 genomes of NiV as no work was reported yet. The compositional properties revealed that the overall GC and AT contents were 41.96 and 58.04%, re- spectively i.e. Nipah virus genes were AT-rich. Correlation analysis between overall nucleotide composition and its 3rd codon position suggested that both mutation pressure and natural selection might influence the CUB across Nipah genomes. Neutrality plot revealed natural selection might have played a major role while mutation pressure had a minor role in shaping the codon usage bias in NiV genomes.

OF ASSAM, BLOCK –F, DISPUR, ASSAM Note on the allocation framework The TFC earmarked funds for Local Bodies among the States as per inter-se allocation formula assigned by the TFC, but the allocation of funds among the various Local Bodies and also those in excluded areas of the States was left to the discretion of the respective State Government. In regard to inter-se distribution of grants under the award of TFC among the PRIs & ULBs in General Areas, the Government of Assam has adopted the formula enunciated by the Third Assam State Finance Commissions for the years 2007-08 to 2009-10. Since the State Cabinet already approved the inter-se distribution formula among the each unit of PRIs and ULBs enunciated by the TASFC, the Chairman of the HLC has accepted the same formula for distribution of TFC grants for Local Bodies for the period 2007-08 to 2009-10. As the sixth scheduled areas of Assam being outside the purview of SFCs, the principles of inter-se distribution as recommended by TASFC are not applicable to such areas. Hence, in order to extend the benefits of TFC award to the excluded areas. i.e. KAAC, NCAC and BTC, the Government of Assam has decided to apportion the amount of TFC grants between the General and Sixth Schedule Areas in the following manner. It has been decided to allocate the TFC grants to BTC and the Autonomous District Councils of Karbi Anglong and N.C Hills on the same principle as in case of allocation of State Plan outlay.

    USOF supported Intra-District SDHQ – DHQ OFC network for transport of rural/remote area traffic on bandwidth sharing basis. 1. General Information: BSNL has been awarded work of setting up of Intra-District SDHQ – DHQ OFC network for transport of rural/remote area traffic on bandwidth sharing basis in Assam Licensing Area by Universal Service Obligation Funds (USOF). For setting up of the Network, an agreement has been signed between BSNL and USOF. The Agreement is valid for seven years from the effective date. As per this Agreement, SDHQ – DHQ connectivity is to be provided in all the 27 Districts covering 354 nodes consisting of District Headquarters (DHQ), Sub Divisional Headquarters (SDHQs) and few en-route locations. The Network is to be rolled out by August 2012. 2. Network Details : The network shall consist of 24 Fibre, G.652, optical fibre cable, Add- Drop Multiplexing equipment (STM-16) conforming to ITU-T Standards shall be installed at all nodes. Most of the stations shall be covered with self healing rings. 3. Sharing the bandwidth with other telecom operators : a) A maximum of 30% of the total bandwidth created under this network shall be utilised by BSNL for transporting its own traffic. The remaining bandwidth ( minimum 70%) is to be shared with other licensed telecom operators for providing services to rural / remote areas at subsidised rates. The bandwidth shall be provided on lease from SDHQ -SDHQ, having both end nodes in the same district or different districts. b) During the validity of the Agreement, BSNL shall provide bandwidth to other licensed telecom operators at a rate not more than 26.22% of the current TRAI ceiling tariffs prescribed in TRAI tariff notification of 21st April 2005.
