McKelvey Richard Viguerie U.S. CONGRESS THE HONORABLE DENVER RIGGLEMAN Veteran Between 1992 and 1996, Denver served in the United States Air Force (USAF) as a C-141 Starlifter enlisted avionics technician at McGuire AFB, New Jersey. Denver was awarded a scholarship to the University of Virginia in 1996. He graduated in 1998 and then subsequently served as a commissioned officer with the 366th Fighter Wing and 34th Bomb Squadron at Mountain Home AFB, Idaho and in the National Security Agency (NSA) at Fort Meade, Maryland. Small Businessman Denver Riggleman and his wife, Christine, dreamed for years of starting their own distillery, and in 2013 built, and now operate, Silverback Distillery in Afton, Virginia. Denver and his wife currently distill and dis- tribute Gin, Vodka and Whiskeys. Denver has also been CEO of several defense contracting companies. Denver and Christine understand what it takes to run a small competitive family business in a tough regu- latory environment. Educational Achievements Denver earned an A.A. from Burlington County College in 1996, an A.A.S. degree in Avionics Systems from the Community College of the Air force in 1996, a BA (with Distinction) in Foreign Affairs from the Universi- ty of Virginia in 1998 and a Masters Certificate in Program Management from Villanova in 2007. Native Virginian Denver Riggleman was born in Virginia and grew up in Manassas. Denver graduated from Stonewall Jack- son High school in 1988, where he played football. In 1989, he married his wife, Christine, who attended high school at Osbourn High School, also in Manassas. Denver and Christine live in Nelson County and have three children, Lauren, Abigail, and Lillian. National Security Background After serving as a multi-intelligence officer (weaponeering and targeting) for the USAF, Denver was posted to the National Security Agency in 2003, where he supported science and technology development, opera- tional analysis, joint special project support, and Counter-Improvised Explosive Device (C-IED) activities. In 2007, he co-founded Analyst Warehouse LLC (AWL) to provide intelligence consulting to the NSA, Services and other government agencies (OGA). From Congressman’s Website A VIEW OF DENVER RIGGLEMAN LIFE BEFORE, DURING AND INCLUDING CONGRESS Denver is truly a “pull oneself up by the boots” person – someone whose own determination led him from having lived a rather impoverished life to a scholarship to UV A (where he was a Distinguished Graduate – ROTC and received an award for “Leadership, Dedication, and Intellectual Curiosity”) to a military career with expanded top secret security clearance (SCI/TK, Full Scope Polygraph)s . He served in war zones and excelled in aspects of military intelligence – working in counter-terrorism and counter-IEDs. He was involved in Operation Allied Force, Operation Enduring Freedom and Operation Iraqi Freedom. He served as a consult- ant to the Office of The Secretary of Defense, an NSA Project Officer, a Systems Engineer, and the list goes on. He also owned and later sold his own military intelligence-related businesses – all before his election to Con- gress. Among his next ventures was assisting his wife in fulfilling her dream – creating the distillery she now owns and operates in Nelson County. (During this process, Denver earned a “PhD” in dealing with govern- mental red tape and odious elements in the regulated economy.) These pre-Congress professional credentials and successes led him to a plum assignment on the House Finance Committee where he brings his knowledge of business, money and expertise in tracking ter- rorists to continue fighting international terrorism. His outgoing personality has led him to be tapped as an Assistant Whip and to be selected for others assignments outside his normal duties to us in the Fifth District because his skills were “needed”. He is on any number of caucuses, including the Freedom Caucus (according to Ballotpedia) and on a Freshman Working Group on Addiction to address the influx of metham- phetamines, cocaine and heroin into the 5th District, among other places, courtesy of the cartels in Mexico (some of which have a stranglehold in Henry County). Because of the COVID-19 situation, Denver is an active member of the Small Business Working Groups and was recently appointed as one of the fifteen members of the China Task Force—a selection made because of his experience in cybersecurity and military intelligence. He has stunned me with his energy, his resolve, his wishes to serve the 5th District’s constituents, and his abilities and creativity in how to get things done. So, if a person uses personal initiative, it’s easy to go on- line or get e-mails from the office by signing up – and learn a great deal about what Denver is doing for us. Denver works to bring broadband to a larger portion of the 5th, extending the area for increased law enforcement working on internal “drug corridors”, helping farmers get the workforce they need to grow crops or raise livestock, figuring out how to get assistance to replace a 1908 sewer system, donating his salary to a firehouse damaged by weather. On the matter of the President, isn’t it curious that Congressman Riggleman was asked to file President Trump’s papers in Virginia AND is co-chair of his campaign as well as being endorsed by him. We are deeply concerned that the people who comprise the research workforce – graduate students, postdocs, principal investigators, and technical support staff – are at risk. While Federal rules have allowed researchers to continue to receive their salaries from federal grant funding, their work has been stopped due to shuttered laboratories and facilities and many researchers are currently unable to make progress on their grants. Additionally, researchers will need supplemental funding to support an additional four months’ salary, as many campuses will remain shuttered until the fall, at the earliest. Many core research facilities – typically funded by user fees – sit idle. Still, others have incurred significant costs for shutting down their labs, donating the personal protective equipment (PPE) to frontline health care workers, and cancelling planned experiments.
