Memory, Identity, and Otherness in Post-1989 Romania Cristian-Alexandru Cercel PhD School of Government and International Affairs Durham University 2012 3 Abstract The recent history of the German minority in Romania is marked by its mass migration from Romania to Germany, starting roughly in the immediate aftermath of the Second World War and reaching its climax in the early 1990s, following the fall of Communism. Against this background, the present thesis investigates a phenomenon that can be termed “philo-Germanism without Germans”, arguing that the way the German minority in Romania is represented in a wide array of discourses is best comprehended if placed in a theoretical framework in which concepts such as “self-Orientalism”, “intimate colonization” and other related ones play a key role. -

Professor Dr. Bogdan Aurescu, Presidential Advisor for Foreign Policy, former Minister of Foreign Affairs of Romania A career diplomat, Bogdan Aurescu is appointed since May 2016 Presidential Advisor for Foreign Policy to the President of Romania. He served as Minister of Foreign Affairs of Romania between November 2014 and November 2015. In November 2016 he was elected as member of the UN International Law Commission for a five years’ mandate. He is also Professor of Public International Law within the Faculty of Law – University of Bucharest, having started his teaching activity in 1998. Between 2009 and 2014 he held the position of State Secretary in the Romanian MFA (Secretary of State for Strategic Affairs (2009-2010, 2012-2014), Secretary of State for European Affairs (2004-2005, 2010-2012) and Secretary of State for Global Affairs (2012)). Between 2003 and 2004 he was Under-Secretary of State within the Ministry – Government Agent for the European Court of Human Rights. Between 2004 and 2009, Bogdan Aurescu was the Romanian Agent before the International Court of Justice in the case Maritime Delimitation in the Black Sea. Between 2010 and 2011, he was head of the Romanian delegation for the negotiations on the Romanian- American Ballistic Missile Defense Agreement, and of the Joint Declaration on the Strategic Partnership for the 21st Century between Romania and USA. He is substitute member of the European Commission for Democracy through Law (Venice Commission) of the Council of Europe, in this capacity being rapporteur or co-rapporteur for 24 reports, opinions or studies of this body. He is also member of the Permanent Court of Arbitration (The Hague) and arbitrator designated by Romania according to article 2 of Annex VII to the UN Convention of the Law of the Sea. -

RSP • No. 45 • 2015: 89-98 R S P ORIGINAL PAPER Forecasting Recognition and Independence: An Intellectual Trait Analysis of di Vergano Diplomacy Effectiveness Ionuț Virgil Șerban Abstract After proclaiming its State Independence on May 9th 1877 and after its consecration on the battlefield in the Russo-Turkish war of 1877-1878, the Romanian diplomacy concentrated its efforts towards its international recognition. One of the most important features that gave a national state the international recognitions of its Independence was appointing a Resident Minister or an Envoy Extraordinary and Minister Plenipotentiary by the Great Powers (Germany, France, Great Britain, Italy, Austria-Hungary, Russia and the Ottoman Empire) in the newly independent country. Italy was one of the first Great Power to recognize Romania’s State Independence by sending Count Giuseppe Tornielli- Brusati di Vergano as Envoy Extraordinary and Minister Plenipotentiary to Bucharest. The diplomatic activity of Count Tornielli in Bucharest was very important for Romania, as he was a sustainer of our independence in a very difficult period, as Germany managed to convince France and Great Britain to delay the international recognitions of Romania’s independence until our country has resolved the railway problem with the German constructor company Stroussberg. As Austria-Hungary refused to mediate the conflict between Romania and Germany, the Italian diplomat in Bucharest was the one who tried to intervene in order to remediate the situation as he was facing the matter of delaying his official letters presentation to King Carol I because of the threatening attitude of Germany. On December 19th 1979, the Italian diplomat Giussepe Tornielli presented his official letters as Envoy Extraordinary and Minister Plenipotentiary to Bucharest regardless Germany’s attitude and pressures.
